The overall responsibility for implementation of the Human Resource policy is with the
Superintendent of CHC & Medical Officer of PHC.
All members of medical staff are individually responsible for implementing the concerned
policies & their SOPs/ Protocols in their respective work areas. They are also responsible for
assuring that the required awareness & training is imparted to the personnel, both hospital-
wide as well as in their area/unit of work.
Superintendent of CHC & Medical Officer of PHC are responsible for provision of resources
for all such implementation & continuity of quality assurance program. He is also responsible
for assuring availability of all study material, training documents/ manuals, support
documents, forms, induction manual for new staff, education material for all clients, both
internal & external.
Superintendent of CHC & Medical Officer of PHC are responsible for delegating someone or
a team of persons for one day induction training to all new entrants to the organization. Care
is taken to invite in person all those personnel who have joined the hospital after the
previous induction training schedule. Old employees/workers can also join these programs
so as to clearly understand the hospital wide policies especially the HR policies. The
program is well structured.
All members of administration, clinical staff, support services staff, contractual staff are
directly responsible for learning the hospital-wide HR policies & SOPs in general & those
applicable to their individual work areas/ span of activities in particular. This they do
proactively & in the process they maintain proper records of the same. They are also
expected to cooperate across all functional areas to give quality of their outputs.
All personnel report the data measurements to monitor quality as per the requirements of the
policy.

Aim: Employees are the centre point of the workflow in a hospital. Human resource is the most
expensive resource. A hospital requires services of class I to class IV employees & all activities are
important and are related with each other. Total development of all employees is important besides
every employee’s systematic competence and technical expertise. It is important that the work of
employees is appraised and they identify the importance of their role in total care process. Rights &
responsibilities need to be clearly defined & communicated to all members of staff & motivational
tools are regularly used to get compliance. Human resource policies lay the foundation for satisfying
the above stated objectives.

Central government shall periodically review the staffing norms and modify it somewhat if
required. States shall as per provision under NRHM explore keeping part time / contractual staff
wherever deficient.

Recruitments of medical officers are done by the office of Health commissioner Government of
Gujarat, Gandhinagar. Contractual medical staff is recruited locally by the CDHO of the district.
Recruitments of nursing staff are done by the CDHO district Panchayat.
All other staff is recruited by the CDHO.
Selection of employees
Selections of employee are based on district and state level organization structure.
Interview is taken by the medical officer before appointment of outsourced employees.
Computer operator Cum Finence Assistant interview is done by ‘Rogi Kalyan Samiti’ and
selected by them.
