1. PURPOSE

The purpose of this procedure is to set out in detail the practices concerning the erection of Structural
Steel works in accordance with SAES (SA Engineering Standards), SABP (SA Best Practices), AISC
code, AISC standard design, COMPANY approved construction drawings and specifications for - MIP
PKG06 – ONSHORE OIL FACILITIES Project in Saudi Arabia for Saudi Aramco.

This procedure is intended to be a master guide that includes the typical activities associated with the
Structural steel erection. The construction manager and Structural steel engineer for implementation
and control shall identify the portions of this procedure that are appropriate and applicable to a
particular or a specific requirement.

4. SCOPE

The scope of Structural Steel Erection described herein describes the methods to be implemented in
the following process of erection, inspection and testing. By thorough documentation of the work,
including field deficiencies or when requested by SA, revisions to improve this document and other
quality awareness corrective and preventive actions shall be taken in a Continuing Process
Improvement (CPI) effort targeting Project Quality Policy & Objectives such as PQI, RFI Acceptance
rate, etc. Such Revisions shall correct errors, deficiencies, omissions or detail more thoroughly
quality elements to provide adequate field instruction in an effort to meet SA Standards & Best
Practices for Structural Steel Erection.

5. RESPONSIBILITY

Erector will prepare and obtain the required work permit, supply the construction equipment/tools and
manpower to execute all site activities to carry out the work.
The Erector will assign responsibilities to all the following personnel involved in the execution of the
work as follows.

5.1. Project Manager

The Project Manager has overall authority and responsibility for all aspects of the project.
Overall management of the project activities and control of the related personnel.

Representation of company towards for all matters relating to a contract. Maintenance


and co-ordination of contacts with the local authorities for all matters related to the work
execution.

5.2. Construction Manager

The Construction Manager shall be responsible for the overall direction, monitoring,
coordination and control of all the construction activities. Execution of site work in accordance
with the construction schedule and mitigation plan.
5.3. QA Manager

QA Manager ensure that the required quality plan is being followed and the work is in
compliance with the Quality Assurance Specification, Approved Procedures, IFC/Shop Drawings
and all relevant Approved Quality Assurance Documents. Also confront for all standard Quality
procedures and formalities to be done properly.

5.4. QC Manager

QC Manager shall be responsible to ensure that all works are in accordance with the approved
drawings and specification requirements of the COMPANY as well as implementation of Quality
Procedure.

5.5. HSE Manager

He shall carry out site surveys to see that only safe work methods are in operation, that health
and safety requirements are being observed and welfare and first aid facilities are adequate and
properly maintained. He shall stop all unsafe work activities when observed.

6. PROCEDURE

6.1. General

1) The CONTRACTOR shall have a full understanding a description of the erection scope,
methods, sequence, temporary works and equipment to be used for erection work, prior to the
commencement of work.
2) All steel erection works are carried out exactly in accordance with Saudi ARAMCO Engineering
Standard and Procedures.

3) Erection methods shall maximize the amount of work that is performed at ground level, using
proper jigs and supports to maintain dimensional accuracy, prior to steelwork being hoisted
into position.

4) Approved temporary braces, bolts, etc. shall have stabile steelwork components during lifting
operations, prevent deformation and damage and to ensure safety of personnel and
equipment.

5) The sequence of erection shall be in accordance with the requirements of related works and
master schedule for overall completion of the project. In particular, the installation of grating,
handrails etc. will be subject to the access, lifting clearance and other requirements of pipe
work and plant installation works.

7) Transportation of pre-assembled steel frame shall be executed with below sequence.

- Basically, all pre-assembling will be proceeded nearby erection area but below procedure
shall be executed in unusual case, i.e. permit condition or lack of assemble area.

- The quantities of 3 or 4 temporary support beam shall be placed on trailer.

- Lashing with trailer and temporary beam using chain block.

- Pre-assembled steel frame shall be placed on the support beam with timber.

- To avoid damage, lashing with support beams and steel frame after protection by soft guard.

8) All the correction of steelwork shall be executed with approved method statement.

6.2. Quality Control

The installation works will at all times be carried out within an appropriate quality control system
and COMPANY technical specifications, this should be effected by strictly adhering to all materials
approval requirements. Inspection shall be performed as per SATIP-M-001-01 and related SAIC
and SATRs.

In case of any eventual conflict between the required technical specification and those
Listed in applicable code/standard, the most stringent shall be applied.

6.3. Safety

The steel erection works shall always be carried out in a safe manner, with all site personnel, staff
and labor, fully adopting the project safety procedures, Hazard Identification and control Program
as attached.
All parties shall be particularly aware of safety requirements concerning erection works.

ARAMCO CSM for Steel Erection work must be follow at all times:

1) ARAMCO CSM Part II: Civil

A. Chapter 7: Steel Erection

1) Planning and site Preparation, Site-specific erection plans shall be developed and shall
include, but not be limited to:
a. Coordination of steel erection activities with other applicable parties, such as
emergency responders.
b. Material deliveries, material staging/storage and construction activities
c. Description of crane and derrick selection and placement procedures, which
shall include:
d. Description of steel erection activities and procedures
e. Hazard identification plan (HIP), including special procedures required for
hazardous or non-routine tasks.
2) Fall Protection
a. Steel erection personnel performing activities on walking/working surfaces with
unprotected sides or edges more than 1.8 m (6 ft) above a lower level shall be
protected by a guardrail system, safety net system, personal fall arrest system,
etc.
b. all protection shall be in accordance with the requirements in Chapter II- 5, Fall
Protection
c. Fall protection equipment, including full-body harnesses, shall be inspected
daily to ensure that it has not been damaged and is in good condition.
d. Materials, equipment and tools not in use while working at heights shall be
secured against displacement.
3) Hoisting and Rigging
a. Hoisting and rigging during steel erection shall be in accordance with GIs 7.025,
7.027, 7.028, 7.029 and 7.030
b. Crane operators shall be SA-certified and shall be responsible for crane
operations under their direct control.
c. The total load shall not exceed the rated capacity of the hoisting and rigging
equipment. See Chapter III-8, Slings and Rigging Hardware
4) Structural Stability
a. To prevent tripping hazards, shear connectors (e.g., headed steel studs,
steel bars or steel lugs), reinforcing bars, deformed anchors or threaded
studs shall not be attached to the top flanges of beams, joists or beam

attachments so that they project vertically from or horizontally across the


top flange of the member.
b. Personnel shall not walk on the top surface of any structural steel member
coated with paint or similar material unless documentation certifies that the
coating has a minimum average slip resistance of 0.5. The test results
shall be available on-site.
c. When shear connectors are used in construction of composite floors, roofs and
bridge decks, they shall be laid out and installed after the metal decking has
been installed, so the metal decking may serve as a working platform.
d. Free climbing of columns (or skeletal steel) shall not be permitted.

2) Steel Erection Inside the Plant (energized piping, equipment, electrical etc.)

1) All activity inside the plant must be coordinated with the assigned area foreman
2) Issued Permit to work must be available
3) Critical lifting plan must be provided
4) ARAMCO approved riggers is required
5) ARACMO approved Rigger 1 must be present during the lifting works

6.4. Loading and Un-Loading of Material

1) All the personnel shall put the certificate sticker of safety induction training on their helmet to
enter the working area. And designated safety officer shall be assigned at the working area.

2) Safety barrier shall be installed around working radius where the loading, unloading activities
are performed.

3) All the personnel shall put the certificate sticker of safety induction training on their helmet to
enter the working area.

4) The material controller shall be responsible for the handling of acceptable material to be stored in
his area. If the material requires special handling as specified by the VENDOR, the material
receiving controller shall ensure that the material is handled in accordance with VENDOR’s
instructions.
5) The general contents regarding loading, unloading are as below:

- Rigging personnel and standing operator shall be trained in each lifting signal techniques.

- When it’s unloading and loading materials, workers shall be enforced to keep caution in
order to prevent slips, trips and falls during material handling.

- All obstructions must be removed or identified and informed to all concerned prior to start
the loading, unloading activity.

- The crane, forklift operator and riggers shall be qualified and holding valid certificate by
ARAMCO.

- Crane to be used should have valid certificate approved by ARAMCO and the capacity of
the cranes can be changed up to the site condition.

- In case the use of forklift for loading and unloading is inevitable, special care shall be taken
in respect of the center of gravity of the cargo.

- In case of crane, hook is aligned with the center of gravity line of the suspended crate. The
hook shall be suspended slowly and stopped when the rope is stretched tightly, lifting shall
be started at a signal.

- The flagman will be assigned to unloading work of all activities.

- Rigger will instruct the crane operator to position the crane. Making sure there are no
obstructions, excavations or overhead power lines nearby. Rigger to check the capacity of
the crane and also verify the certificates and SWL of tools to be used such as sling belts,
hooks and shackles.

- The flagman must always be visible from the crane/forklift operator. The rigger must be
clear and visible to the crane operator.

- The load shall be stopped at a proper level above the point where it is to be placed and
safely lowered to final position.

- The material controller shall assure that the internals of all items are maintained in a safe
condition at all times.

- The location of activities should be barricaded around the rigging radius and have
precaution sign board at the area.

6.5. Materials Handling, Storage & Preservation

1) All material shall be of new stock.

2) Due care shall be taken in the handling and transportation of structural steel and sub-
assemblies to avoid damage. Particular care shall be taken in the selection of slings and lifting
arrangements, and to steel which has been galvanized, painted, or otherwise coated.

3) Bolts, nuts and washers are stored in secure, dry housing, on timber bearers, as
recommended by manufacturer and/or as otherwise appropriate, and are protected from dirt
and moisture in closed containers, can or box at the site of installation.

4) Bolts, nuts and washers not used of erection shall be returned to storage area at the end of
the work, and protected from dirt and moisture.

5) Bolts, nuts and washers shall be kept free of dirt, oil, grease, and other foreign materials.

6) Structural steel shall be provided protection wooden timbers, hard cartons and rubber straps to
prevent any damage caused by handling, storage or translate.

7) Small size steel and loose part items shall be stored securely packed in a wooden box.

6.6. Temporary Works and Tools

1) The CONTRACTOR shall provide and maintain all temporary works and tools required for
structural steel erection works.

2) Temporary supports, such as temporary guys, braces, false work, cribbing or other elements,
shall be installed, as required, to properly support and secure partially erected steel frames
and assemblies, or parts thereof, during erection operations and until floor slabs and other
permanent bracing systems are effectively in place.

3) Cranes shall not be travelled during lifting operations and shall not be used to lift any person
without the approval.

4) Heavy equipment, such as cranes, truck trailer, air compressor and folk-lift, etc shall be
checked and maintained in accordance with monthly maintenance plan of workshop. When out
of order, the related equipment shall be repaired and/or replaced, before operating at the site.

6.7. Anchor Bolts and Embedded Items

1) It shall be checked that all anchor bolts and/or embedded items required for structural steel
erection work have been installed to correct level and position, before starting. If any such
items are found to be missing, or set out of allowable tolerance, these are taken corrective
action in accordance with applicable procedure and/or instructions.

2) Anchor bolts shall not be adjusted by mechanical means without the prior approval. No heat
treatment or repairs shall be permitted.

3) Foreign materials, such as Loose rust, mortar, dirt or others of anchor bolt and/or embedded
items shall be cleaned by wire brushing or other approved methods, prior to commencing
erection of structural steel work.

6.8. Base Plate Preparations

1) Before erection the concrete foundation shall be checked if it completed the curing period up
until the compressive strength has reached 75% of the specified strength but not less than 7
days after placement. Prior to start the structural erection CONTRACTOR has to complete the
backfilling or at least partial backfilling of the foundation shall be done otherwise tilting of
foundation will occur during erection.

2) It shall be set out and levelled the padding of structural steel on the concrete foundation by
optical survey methods before starting erection work. Basically padding of structural steel will
be set up 2 places (pad plate size :10mm* 80mm*90mm) for level to be equal level or less
than 0 to ~3mm between them, If concrete foundation is big or small, quantity of padding of
structural steel may be added or reduced in accordance with concrete foundation size.

3) Levelling shim plates shall be used and installed with a minimum top elevation of 25mm from
the top of concrete foundations. A minimum of two shim plates shall be installed and can be
increase depending on size and loading of the base plates either galvanized or coated with
primer of APCS-1C and installed to required level on the top of concrete foundations by using
an approved non-shrink grout mortar.

4) Top surfaces of foundations shall be cleaned and, where non-shrink or grout is required,
properly roughened to ensure good adhesion.

5) Base plates shall be put on the foundation by using non shrinkage mortar. The top surface of
base plates shall be the base place to the dimension of installation. The level of base plates
shall be controlled strictly.

6) Space under base plates shall be fully grouted after final levelling, alignment and bracing of
steel structures. Grout shall be properly contained by formwork during casting, as required and
tapered away from the base plate to prevent collection of water or other substances adjacent
to the steel.

Grouting under base plate can proceed only after completion of levelling, alignment and bolt
tightening for at least the structure’s main frames. An inspection release has to be secured
prior to any grouting of base plates.

7) final tightening of anchor bolts shall not be carried out until grout has achieved the required
compressive strength

8) Prior to installation of ladder over the concrete pavement or with supporting foundation make
sure that pedestal has been elevated not than 150mm.

6.9. Assembly Lift Plan for Steel Structures

1) The assembly lift plan for steel structures shall be a main adoption of the sectional approach
to carry out lifts for Pipe Rack Main frame lateral load-bearing assemblies as shown on the
diagram (A thru D).

2) The assembly lift plan of steel structure shall be arranged as based on the erection drawing,
the Project Structural Steel Design Specification to assure that WORK meets all construction
& WORK SAFETY requirements.

3) When pre-assembled per Item # 1 above (for main frames), steel structures shall be put on
the timber or wooden plate and aligned in accordance with erection drawing (Diagram A) and
erection sequence shall proceed as determined by the Project Site Engineer.

4) When assembled, steel structures shall be put on the timber or wooden plate and aligned in
accordance with erection drawing and erection sequence.

5) Equipment positioning is very important during lifting of the assembled structure, crane and
man-lift shall not cross to each other.

6) Man-lift shall not cross under the crane during lifting operations or under the suspended load
to avoid any equipment clashing incident.

7) Once the structure is set on its proper location man-lift will enter to install the wire ropes
(structure support for 10m and above structure), removal of slings or bolting of structures like
beam or bracings.

8) Bolt tightening shall be carried out in accordance with SATR-M-2002, SATR-M-2003 &
SATR-M-2004 in this procedure.

9) Note: Preliminary tightening on the ground shall be accomplished per AISC S329 for A325.

10) When erect a slice a set to carry on to the way according to assembly lift plan, erection
sequence shall be followed in accordance with following sketch map.

6.10. Bolt Tightening

6.10.1 General

ST-Snug-Tightened joint, a condition where faying surfaces in a bolted joint assembly are in
Firm contact after a few impacts of an impact wrench or with the full effort of a worker
Using a spud wrench.

PT - Pretension joint, a joint that transmit shear/ or tensile load, where the bolt assembly
Is fully tightened to which the tension in the bolt will be equal to a minimum 70 percent of
The specified tensile strength (as per table 8.1- specs for structural joints using ASTM
A325 or A490 bolts.)

1) When erect the steel structures, Fasteners, such as bolt, nut and washer shall be used of
the designated bolting materials (ASTM A325 and applicable code), for the primary
structural connection of joints.
2) Mill certificates submitted by manufacturer shall be verified that bolting materials meet the
applicable requirements of ASTM Specification.
3) ASTM A325 bolts shall be not reused without prior approval.

4) Level and plumpness’ of individual members of the steel structures shall be checked if within
the specified tolerances prior to tightening all bolts.

5) Vertical Tolerance - Erected individual column & pieces:


The angular variation of the working line from a plumb line shall be equal to or less than
1/500 of distance between working points. (SAIC-M-2007 A1)

7) All bolts, nuts and washers shall be properly identified and marked with the material grade
and manufacturer’s logo. All fasteners not so marked shall be rejected. Should any
unmarked fasteners be installed, it shall be removed?

6.10.2 Bolt tightening procedure

1) It shall be checked the conditions, such as faying surfaces and adjacent , bolt holes, burrs
and other contaminations, of bolting splicing area before bolting work.

2) Bolts, nuts and washers shall be properly aligned holes to insert the bolts undue damage to
the threads of the joint.

3) Bolts, nuts, washers shall be tightened sequentially and systematically in order to reach
contineous contact throughout the faying surface area.

4) There shall first be enough bolts brought to a “snug tight” condition to insure that parts of
joint are brought into good contact with each other.

5) Snug tight defined as tightness attained by a few impacts of impact wrench or full effort of
man using an ordinary spud wrench. Following this initial operation bolts shall be placed
other remaining hole connection and brought to snug tightness.

6) Impact wrenches, if used, shall be of adequate capacity and sufficiently supplied to perform
as required tightening of each bolt in approximately 10 (ten) seconds.

7) If manual torque wench is used, nuts shall be in tightening motion when torque is measured.

8) In case of bolt entering and wrench operation clearances, bolt tightening may be done by
turning the bolt head while the nut is prevented from rotation.

9) Required torque shall be applied for each bolt in the joint in accordance with the below
Table-1.

10) The nut and protruding end of the bolt shall be match marked after the initial tightening or
snug tight of the joint but prior to pre-tensioning, indicating that the bolts have been properly
tensioned and are ready for inspection. The Erector shall color code mark the ends of the
torque bolts with black marker for full-tightening joint and red marker for snug-tightening
joint indicating that the bolts have been properly tensioned and are ready for inspection.

11) Bolts shall have full thread engagement with the nut, the bolt length used shall be such that
the end of the bolt extends beyond or is at least flush with the other face of the nut when
properly installed.
All bolt connections shall be tightened additionally to the amount of turn specified below Table,
with tightening processing systematically from the most rigid part of joint to its free edges.
During this operation there shall be no rotation of the part not turned by wrench. The nut or
head rotation specified below AISC S329 Table 8.2 shall be applied to all bolt assemblies in
the joint.

12) The nuts should be hand-tightened with a spud wrench and then backed off one-quarter
turn in the design of structures where slip of the connection for expansion and contraction of
a joint.

6.9.3 Inspection

1) It shall be ensured that the plies of the connected elements have been brought into firm
contact, after the connections have been assembled.

2) When bolts are match-marked between nut and bolt after initial tighting, Visual inspection
will be carried out effectively and easily in lieu of routine observation. Bolt tightening will be
conformed by nut rotation from snug tight.

3) If required, Inspection of bolt tightening will be randomly carried out with calibated wrench in
accordance with above Table J3.1M (refer to 5.9.2, 9) by authorized person.

4) When impact wrenches are used, wrenches to be used shall be covered the capacity with
sufficient air supply or electric power of range required tightening of each bolt.

6.11. Correction of Steelwork

6.11.1 Steel Work & Repair

1) Correction of adjustment of steelwork during erection operations shall be carried out only
with the prior approval and when necessary to achieve required accuracy of construction, to
ensure structural integrity or to make field joints and connections.
2) Any welding, correction of welds, or gas-cutting required to correct steelwork will be strictly
in accordance with applicable specs, codes and standards. Open gas cutting of main
structural members shall not be permitted.
3) Structural frames to be adjusted by force shall be protected at the points where force is
applied or resisted. Due care shall be taken to ensure that frame components, particularly
bolted and welded connection, are not overstressed.
4) Minor misfit may be enlarged standard holes by 1mm when necessary to make connection
by reaming or drilling. Holes in connections that misfit by more than 1/16 inch (1mm) shall
be corrected as directed by approval.

6.11.2 Field Welding Process and Correction

1) The minor mis-fabricated members shall be repaired at the designated site modification
shop where is approved in advance, if required.
2) Welded connection shall be conformed to the requirements of AWS D1.1 “Structural
Welding Code – Steel”.
3) Flux, weld spatter and slag shall be removed from each succeeding pass.
4) No welding shall be done on wet surface or surface exposed to rain.
5) All welds shall be visually inspected by QC Inspector in accordance with the requirements of
AWS D1.1.
6) Repair welding to correct weld defects shall be performed in accordance with original
welding procedure.
7) Wrong orientation of gusset plate or base plate shall be cut 10mm away from the base
metal and smooth grind all edges.
8) If required for replacement of wrong orientation of gusset plate or base plate and gusset
plate or base plate holes shall be cut by gas cutting or grinding using cutting disk and flush
grinding.
9) Removal of weld metal or portions of the base metal may be by machining, grinding,
chipping or air carbon arc gouging. Removal shall be undertaken in such a manner that the
remaining weld metal or base metal is not nicked or undercut.

6.11.3 Coating Repairs (See Notes 1)

1) The damage area shall be cleaned by solvent or detergent wash.


2) For small area less than 0.1m², defective area shall be ground to a rough metal surface
using sand paper or grinding machine. Alternatively spot blasting may be done to bare steel.
Feather edge the coating at least 50mm beyond bare metal.
3) For area greater than 0.1m², defective area shall be obtained the metal surface pre-
treatment specified by spot blasting. Feather edge the coating at least 50mm beyond bare
metal.
4) Under small portion of defective surface (steel surface not exposed), Touch up shall be
done in accordance with manufacturer’s recommendation, after smooth sand papering and
cleaning.
5) After remove dust and debris by brush, coating will be applied by brush for small area less
than 0.1m² and by spray for area greater than 0.1m² to the specification requirement except
that the first coat of a multi-coat system shall be thinned by 15%.

7) All correction and adjustment of steelwork shall be completed before final application and/or
touching up of protective coatings.
8) The repair of galvanizing coating touch up for the enlarged holes shall as per approved
coating system prior to connect the bolt assemblies.
9) The other cases shall be repaired as per 12-SAMSS-007 para. 5.2.7 Repair of Galvanized
Steel.

Note 1: Cleaning of bolted connections shall ensure all removal of oil and grease prior to the
application of cementitious fireproofing.

Note 2: Coating touch-ups in areas of studs for fireproofing shall be a Witness point for
Inspection.

6.11.4 Alignment Surveying

1) Alignment surveying shall be carried out by CONTRACTOR with Aramco PID and reported
to COMPANY a survey result.
2) All survey and dimensional reports shall be recorded in the Structural Steel Alignment
Report, SATR-M-2001 or equivalent.
3) Alignment to be verified at normal temperature and good weather condition.

6.12. Inspection and Testing

1) Upon completion of the installation, discipline Engineer shall notify QC Engineer for
performing required inspection to assure that all requirements are met.
2) All inspection and testing shall be performed in accordance with the approved inspection and
test plan.

6.13. Erection Inspection

The position, level and alignment of erected steelwork shall be confirmed to be in accordance
with SAIC-M-2007 for vertical & horizontal alignment as follows:

 Vertical alignment tolerances = 1/500 as measured by survey equipment from column centre
point (see SAIC-M-2007 Checklist)

 Horizontal alignment tolerances = ±3 mm

 The fabrication tolerance is according to the AISC 303-05 Code of standard practices for
steel building and Bridge. (see Attachment #1)

For beams that are specified in the contract documents with camber, beams received by the
Fabricator with 75% of the specified camber shall require no further cambering. Otherwise, the
variation in camber shall be as follows:

(a) For beams that are equal to or less than 50ft (15,000 mm) in length, the variation shall be equal
to or less than minus zero / plus 1/2in. (13 mm).

(b) For beams that are greater than 50 ft (15,000 mm) in length the variation shall be equal to or
less than minus zero / plus / ½ in. plus 1/8 in. for each 10 ft or fraction thereof (13 mm plus 3
mm for each 3,000 mm or fraction thereof) in excess of 50 ft (15,000 mm) in length.

6.14. TRAINING
1) All personnel involved in the steel erection should be trained and assessed as
competent in erecting steel structure, training include but not limited to;
- Hazard identification and awareness
- The correct use of Personal Protective Equipement (PPE) including Full Body
Harness equipped with Suspension Trauma Strap
- The contents of the Work Method Statement.
- The location of Emergency Telephone Number.
- The location of First aid and medical services.
- Emergency rescue procedures.
2) Fall protection training shall be provided for personnel exposed to fall hazards. The
training shall include, but not be limited to, the following topics:
- Fall hazard recognition and mitigation measures.
- Use, operation and inspection of temporary guardrail systems (including
perimeter safety cable systems), personal fall arrest systems, safety net
systems and other fall protection to be used.
- Procedures for erecting, maintaining, disassembling and inspecting temporary
guardrail systems.
- Procedures to prevent falls through holes and openings in walking/working
surfaces and walls.
3) All steel structure personnel shall be competent to position and fit-up structural
framework in any construction sites. (refer to Attachment 3 – List of Designated
Competent Person and Steel Erection Personnel and Attachment 4 – Certificate of
Designated Competent Person and Steel Erection Personnel.
4) Specific Training – This safety training covers the steel structure activities from steel
structure assembly, erection and decking (grating installation).
