Introduction
Gwalior Sahakari Dugdh Sangh Maryadit, affiliated to MP State Cooperative Dairy Federation,
Bhopal is in existence since 1980. It covers 06 districts and deals with 09 Milk Chilling Centres in its
area of operation. The main Dairy plant of 2.00 lakh liters per day capacity is located at Banmore,
Morena. It was established in 1983.

The dairy development activities in rural areas include conduct of survey of villages having milk
potential, organising primary milk cooperative societies under MP Cooperative Societies Act 1960,
enrolling milk producers as its members, inducting cattle, collecting milk from them, imparting
training, supporting Technical input services and extending benefits under various State/Central
government schemes.

The urban dairy development covers creation and strengthening of necessary infrastructure relating to
milk Chilling, processing, manufacture and marketing of milk & milk products of hygienic quality
governed under FSSAI norms.

Presently, besides dairy plant, the milk union has Butter and Ghee manufacturing facility of 3 MT/day
each. In addition, a Balanced Cattle Feed plant of 100 MTs per day capacity at Shivpuri) is in
operation.

The dairy sector in the India has shown remarkable development in the  past decade and
India has now become one of the largest producers of  milk and value-added milk
products in the world.
The dairy sector hasdeveloped through co-operatives in many parts of the State. During 1997-98,
the State had 60 milk processing plants with an aggregate processingcapacity of 5.8 million
liters per day.
In addition to these processing   p l a n t s ,   1 2 3   G o v e r n m e n t   a n d   3 3   c o -
o p e r a t i v e s   m i l k   c h i l l i n g   c e n t e r s operate in the State. With the increase in milk
production. Maharashtranow regularly exports milk to neighboring states.
Vision and Mission

Stage – 1: Background work Desk research for study of leading development practices across
developing economies and societies was undertaken to consistently deliver targeted results in most
eficient and effective manner.

• Review of status of State Vision 2018

A detailed review was undertaken to understand and evaluate the outcome for each statement against
the set of KPIs which formed basis for creating more objective, actionable, measurable and outcome
driven statements as part of vision development process.

• Study of current standards of performance and benchmarks in various sectors Study of best
practices, benchmarks along with impact assessment reports was undertaken to mitigate various
implementation and operational challenges that might surface during the course of implementation
and monitoring stages.

Study of prevailing development models within the State such ‘Chhindwara Model’ and ‘Jabalpur
Model’

To gain insights on various demographic, socio-economic aspects pertaining to successful


developmental practices and projects undertaken in various sector-speciic initiatives within the State
to enhance the last mile result and impact.

• Study of leading practices in social sector from across the country • Stakeholder discussions at
multiple levels of hierarchy

Desk research for study of leading development practices across developing economies and societies
was undertaken to consistently deliver targeted results in most eficient and effective manner.
• Stakeholder discussions at multiple levels of hierarchy Stakeholder discussions involved detailed
discussions and brainstorming with CM’s Ofice along with multiple interactions at various
hierarchical levels with all the departments to assimilate a thorough understanding of aspirations,
expectations and interventions that need to be factored. The various levels for this primary research
include

Level – 1: CM’s Ofice and CS

Level – 2: Department representatives including associated directorates and corporations

Level – 3: Department Heads

Stage – 2: Framework for developing Vision- To- Delivery roadmap document The below diagram
summarizes the framework adopted in preparation of this entire roadmap.

Stage – 3: Setting Overarching agenda and Thrust Areas ‘Accelerating Growth’ and ‘Sustaining
Development’ form the overarching agenda for developing State Vision for the period 2020-25.

The overarching agenda serves as starting point to further envisage the Thrust Areas to be achieved
through a sectoral strategic roadmap, as shown in the diagram below

Stage – 4: Identifying core Developmental Themes for the roadmap document Six Developmental
Themes identiied, based on the Thrust Areas, are depicted herein

Stage – 5: Aspirations for each Developmental Theme

The aspirations and envisioned state of Madhya Pradesh must be depicted in an unconstrained
manner. The aspirations should exceed present resources. The aspirations are to form the basis of this
document. The following diagram show the Aspirational Outcomes associated with each
Developmental Theme for preparing a detailed roadmap.

Stage – 6: Translating Aspirational Outcomes into Sectoral Priorities

A detailed discussion was carried to consolidate the inputs received along with the Aspirational
Outcomes from various stakeholders under each Developmental Theme to arrive at the inal and
conclusive list of Growth Sectors and to prepare the detailed actionable roadmap document. The
document hence details the sectoral vision, missions and goal statements for each of the 11 Growth
Sectors identiied a part of this process.

 To carry out activities for promoting production, procurement, processing, manufacturing and
marketing of milk milk products for socio-economic development of the farming community.
 Developement and expansion of such other allied activities as may be conductive for the
promotion of the dairy industry, improvement and protection of milk animals and economic
betterment of those engaged in milk production.

Sanchi is a milk product brand name of Madhya Pradesh State Cooperative Dairy Federation Limited. It is a
diary Company, which headquarter is in Bhopal, India. It is the state level institution at the third level of famous
Anand pattern.

The company objective is to safeguard the interest of milk produce farmers and provide quality milk products to
urban consumers on reasonable rates. The company main activities are support to milk unions in implementation
of cooperative dairy programme sothat the interests of milk producers and consumers may be safeguarded. 

Madhya Pradesh State Cooperative Dairy Federation Limited established in 1956. In 1956, the company started
manufacture milk and milk products in Madhya Pradesh. The company is providing best quality and most

UJJAIN

The Ujjain Sahakari Dugdh Sangh Maryadit, which is a member of MP State Cooperative Dairy Federation,
Bhopal came into existence in the year 1976 and the main Dairy plant at Maxi Road, district Ujjain was
commissioned in 1982. Under IDA & OF-II Dairy Development, the complete infrastructure regarding milk
procurement, processing, milk & milk products marketing was created.

Near about 70,000 milk producer’s farmers have been enrolled themselves as members of organised Dairy
Cooperative Societies. Out of that 20% are landless, 37% are marginal farmers & 30% are small farmers, out of
these nearly 15% farmers belong to schedule caste and schedule tribes. These make the organisation a true
representative of the economically weak section of the society.
OBJECTIVES OF DUGDH SANGH
Dugdh Sangh is aimed at providing technical know-how on cooperative lines to rural milk producers of the
milk-shed area and to assist them in enhancing milk production & minimizing the cost of production, to offer
them optimum rates for their produce milk at their door-step, making available quality and hygienic milk & milk
products to the urban consumers at reasonable prices.

FIELD OPERATION ACTIVITIES


Field Operation division of dugdh sangh is functioning for the organisation & supervision of Village level Dairy
Co-operative Societies. The field staffs is also providing technical services for breed improvement through
Artificial Insemination, Scientific feeding practices for more output against low input cost, Animal health care
and management in order to make dairy activities profitable at producer level for improving their socio-
economic status.

The field staffs is also providing regular training on the basis of cooperative principles, to the management
committee & Staff members of the village level dairy cooperative society for improving their cooperative and
business skill. Field operation division is also working on Women Development Cooperative Leadership
Programme in the villages where dairy cooperative societies are functioning. The dugdh Sangh has providing
the employments to the DCS Employees, Milk pourers, head load at village level and milk retailers in urban
areas.

producers as its members, inducting cattle, collecting milk from them, imparting training, supporting Technical

Chilling, processing, manufacture and marketing of milk & milk products of hygienic quality governed under
FSSAI norms.

products to the urban consumers at reasonable prices.

existence since 1977. It covers 15 districts and deals with 33 Milk Chilling Centers in its area of operation. The

BUNDELKHAND

Bundelkhand Sahakari Dugdh Sangh Maryadit, Sagar It covers 6 districts and deals with 09 Milk Chilling
Centres in its area of operation. The main Dairy plant of 20 Thousand liters per day capacity is located at
Sironja, Sagar Now going to establish for 1 lack liters per day milk collection. It was established in 2016.

The dairy development activities in rural areas include conduct of survey of villages having milk potential,
organizing primary milk cooperative societies under MP Cooperative Societies Act 1960, enrolling milk
producers as its members, inducting cattle, collecting milk from them, imparting training, supporting Technical
input services and extending benefits under various State/Central government schemes.

Chilling, processing, manufacture and marketing of milk & milk products of hygienic quality governed under
FSSAI norms.

The dairy development activities in rural areas include conduct of survey of villages having milk potential,
organizing primary milk cooperative societies under MP Cooperative Societies Act 1960, enrolling milk
producers as its members, inducting cattle, collecting milk from them, imparting training, supporting Technical
input services and extending benefits under various State/Central government schemes.
The urban dairy development covers creation and strengthening of necessary infrastructure relating to milk

& SNF of the milk. Aftercollecting, Checking &Conducting the laboratory testthe pasteurized machines
forpasteurization of milk. Here themilk is heated. After that it iscooled at -4 degree Celsius.

• Now in this milk necessity fat &


SNF are added packed inpouches of 250ml, 500ml, and 1ml. The packed are keptin the basket & each basket
contains 20 Pouches.

• After the milk pouches are taken to the cold storage with


the capacity of holding 4500 with the temperature of 8 to10 degree Celsius.

FIELD OPERATIONS

PLANT OPERATIONS
Sahakari Dugdh Sangh Maryadit, affiliated to MP StateCooperative Dairy Federation, Bhopal is in
existence since 1977. Itcovers 11 districts and deals with 22 Milk Chilling Centres in itsarea of
operation. The main Dairy plant of 4.00 lakh liters per daycapacity is located at Habibganj, Bhopal. It
was established in1981.
The dairy development activities in rural areas include conduct ofsurvey of villages having milk
potential, organising primary milkcooperative societies under MP Cooperative Societies Act
1960,enrolling milk producers as its members, inducting cattle, collectingmilk from them, imparting
training, supporting Technical inputservices and extending benefits under various
State/Centralgovernment schemes.
The urban dairy development covers creation and strengthening ofnecessary infrastructure relating to
milk Chilling, processing,manufacture and marketing of milk & milk products of hygienicquality
governed under FSSAI norms.Presently, besides dairy plant, the milk union has Butter and
Gheemanufacturing facility of 5 MT/day each. In addition, a BalancedCattle Feed plant of 150 MTs
per day capacity at Pachama(Sehore) is in operation.

The plant operation activities begin with receipt of milk at theChilling Centre / Dairy Dock and end
with dispatch of milk & milkproducts for distribution.

AMUL
Anand Milk Union Limited (AMUL) is an Indian dairy state government cooperative society, based
in Anand, Gujarat.[3][4] Formed in 1946, it is a cooperative brand managed by Gujarat Cooperative Milk
Marketing Federation Ltd. (GCMMF), which today is controlled jointly by 36 lakh milk producers in Gujarat
and the apex body of 13 district milk unions, spread across 13,500+ villages of Gujarat. [5] Amul spurred India's
White Revolution, which made the country the world's largest producer of milk and milk products.[6]
Tribhuvandas Kishibhai Patel under the guidance of Sardar Vallabhbhai Patel became the founding chairman of
the organization and led it until his retirement in the 70s. He hired Verghese Kurien in 1949 and convinced him
to stay and help with the mission. [7][8] Under the chairmanship of Tribhuvandas, Kurien was initially the general
manager and helped guide the technical and marketing efforts of Amul. Kurien was the chairman of Amul
briefly after Tribhuvandas Kishibhai Patel died in 1994. Kurien, founder-chairman of the GCMMF for more
than 30 years (1973–2006), is credited with the success of Amul's marketing.
Amul cooperative was registered on 19 December 1946, as a response to the exploitation of marginal milk
producers by traders and agents in small cities. The prices of milk were arbitrarily determined at the time. The
government had given Polson an effective monopoly in milk collection from Kaira and its subsequent supply
to Mumbai.
Over the years, Amul has been witnessing growth in this portfolio, with the segment growing at 53%. Long-
life UHT products for urban populations, like Amul Taaza, which are packed in Tetra Pak cartons undergo ultra-
heat treatment to remove all harmful micro-organisms while retaining the nutrition in the milk. Amul sells
around 400,000–500,000 liters of UHT milk and other value-added products per day and forecasts this demand
to continue growing at 25%. The UHT products have enabled Amul to position itself as the market leader in
packaged milk segment without the need of maintaining cold supply chains.

In 1966, Amul hired Sylvester daCunha, the managing director of an advertising agency as to design an ad
campaign for Amul Butter. DaCunha designed a campaign as a series of hoardings with topical ads, relating to
day-to-day issues.[24] It was popular and earned a Guinness World Record for the longest-running ad campaign
in the world. In the 1980s, cartoon artist Kumar Morey and scriptwriter Bharat Dabholkar had been involved in
sketching the Amul ads; the latter rejected the trend of using celebrities in advertisement campaigns. Dabholkar
credited chairman Verghese Kurien with creating a free atmosphere that fostered the development of the ads.

Despite encountering political pressure on several occasions, DaCunha's agency has made it a policy of not
backing down. Some of the more controversial Amul ads include one commenting on the Naxalite uprising in
West Bengal, on the Indian Airlines employees' strike, and one depicting the Amul girl wearing a Gandhi cap.

MOTHER DAIRY
Mother Dairy is a wholly owned subsidiary of the National Dairy Development Board which is a statutory
body under the ownership of Ministry of Fisheries, Animal Husbandry and Dairying of the Government of
India that manufactures, markets and sells milk, dairy products, edible oil and fruits & vegetables.[2] Mother
Dairy was founded in 1974, as a subsidiary of the National Dairy Development Board (NDDB).

Mother Dairy was commissioned in 1974 as a wholly owned subsidiary of the National Dairy Development
Board (NDDB), under ‘Operation Flood.[3][4] It was an initiative under Operation Flood, a dairy development
program aimed at making India a milk sufficient nation. Mother Dairy sources a significant part of its
requirement of liquid milk from dairy cooperatives and village level farmer centric organizations.
The company originally focused on Delhi and other parts of the National Capital Region (NCR),[4] and has 1500
milk booths and 300 safal outlets in the market. [4] It later expanded to other regions in India. It currently sells
milk, milk products, under Mother Dairy brand and fresh fruits and vegetables through 400 Safal outlets and
frozen vegetables, pulses and honey under "Safal" brand and manufactures and markets edible oils under the
"Dhara" brand.
The company sells milk products under the "Mother Dairy" brand, and is a leading milk supplier in Delhi-NCR,
and sells around 30 lakh litres of milk per day in this region. [4] It is also currently the only dairy company to
offer other products in diverse fields like fruits, vegetables, edible oils, milk and dairy products and packaged
sweets in addition to milk.[3]
Safal is the fruit and vegetable arm of Mother Dairy. It operates a large number of fruit and vegetable stores in
the NCR, and also has a significant presence in Bengaluru. Safal also has a plant in Bengaluru, which produces
around 23,000 MT of aseptic fruit pulp and concentrates annually. It supplies to food processing companies
such as Coca-Cola, Pepsi, Unilever, Nestle, etc. Safal also has a presence across 40 countries viz., USA, Europe,
Russia, Middle East, Asia and Africa and exports Fresh Fruits & Vegetables (Grapes, Banana, Gherkin, Onion,

Dwarka Milk And Milk Products Private Limited is a Private incorporated on 22 November 2007. It is classified
as Non-govt company and is registered at Registrar of Companies, Mumbai. Its authorized share capital is Rs.
15,000,000 and its paid up capital is Rs. 10,200,000. It is inolved in Production, processing and preservation of

A study conducted by me through survey in Gwalior reveals that freshness, thickness, taste
and absence of adulteration are the important attributes that consumers look for in milk.
Although at the top og mind recall of the sanchi milk is good as 61% respondent in Gwalior
city are aware and like sanchi as a brand. But according to the market study, this has not
resulted in the sales of sanchi milk and milk products, mainly on account of lack of reliability
and credibility on the brand as the customer is not aware about the quality of the packed milk
manufactured by the sanchi and lastly the consumer still prefer local vendors for purchasing
the milk for their daily requirement as it is more convenient and most the curomer are price
conscious too.
