1 PURPOSE
This document is a guideline describing step by step all the functionalities of ICAPS, the CPY
Commissioning software used for the entire PBF’s Projects and based on the OPERCOM
methodology. CPY has also put in place a read-only remote access to ICAPS at CTR disposal in a
secured connection called TOTAL CONNECT.
This manual presents for CTR how to get and set-up step by step this remote access, then illustrates
how to use ICAPS as a basic level, i.e. to print an OPERCOM form, to display and export datas or to
view a punch list.

The remote access for CPY is done via a link provided by CPY ICAPS Administrator / Coordinator
upon request.
The remote access for CTR to ICAPS software is done via TOTAL CONNECT.
TOTAL CONNECT is a secured access for communications between CPY and external entities.
For each new TOTAL CONNECT access for PBF’s projects, it will be necessary for CTR to provide
some information and to follow-up a validation process at different stages:
The TOTAL CONNECT access for ICAPS is requested by CTR to CPY Package Manager and
approved by CPY Commissioning Leader.
The CTR contact called “Partner Contact” shall provide a copy of his passport with the form “Personal
Contact detail TEPA” (Annexe 1) fulfilled and submit to CPY by email.
A TOTAL CONNECT form is also filled up by CPY and the access to TOTAL CONNECT enters
under a second level of CPY approbation process. This procedure takes 2 to 3 weeks.
After CPY approval, an email of validation containing major details and links is sent directly to the
CTR ICAPS user on his email address. The CTR user will be invited to fill online a form to request an
electronic authentification certificate.
CTR ICAPS user shall read carefully the email and proceed to the installation of this electronic
authentification certificate within 7 days.
Before to proceed to the installation procedure, CTR User shall ensure that is client workstation
integrates the following criteria’s as pre-requisite:

When opening a database, the first window that appears is the Global Filter MMI:
This facility provides the user with the option to select a specific area of a database while leaving all
other areas hidden from view. This feature limits the amount of data to be processed and is useful
on large databases.
Filtering can be applied to any number of the options shown below. To apply a filter, click on the
required items and select one from the drop down menus.
Note: The Global Filter has two tabs. One is for the project as a general view and the second one is
specific to Punch List.
The Global Filter also presents useful options in tick boxes that allow the user to select only the task
not completed (on the first tab) and also the Punch List complete or not complete (second tab).
Multiple filters can be applied at the time on both tabs. It is possible for instance to filter the Punch
List not complete on the check sheets only (CCK) for a dedicated subsystem.

The preliminary Check sheet (PRC) is a Commissioning task by discipline to be validated acting the
RFC dossier with relevant documentation has been reviewed and accepted by the Commissioning
disciplines Leads.
Functional Tests (FTS) are performed on Basic Functions. A Basic Function is the smallest group of
equipment that can be subject to ‘dynamic’ i.e. energized Commissioning activities (Ex: E&I Loop
checks)
Operational Tests (OTS) are required to check the correct functioning of certain equipments of the
plant under conditions as close as possible to normal operating conditions.
Piping & Vessels Preparations (PVP) are all the activities required to prepare for oil or gas-in. OTS
and PVP’s are multi-discipline activities.
To access to the Commissioning tasks select Task List by Location / Task Location / System Number

When you click on ‘Dossier Status’ branch, the list of subsystems is displayed on the right window
with their respective status during Pre-commissioning and Commissioning phase:
RFC Date and RFSU/AOC Date are the dates when the RFC and RFSU/AOC certificates have been
signed off, which means all the Pre-commissioning or Commissioning activities have been fully
completed without blocking punch item in the subsystem.
RFC (RFSU) Dates are available if the subsystem has been calculated RFC (RFSU) ie all activities
completed with no blocking punch item in the phase.
In this case, the RFC (RFSU) calculated indicator displays ‘yes’ in the column “RFC Calculated
(RFSU Calculated)”.
A partial date for RFC and RFSU (AOC) can be used to energize a sub-system or to operate a
system without completion of current tasks taking in account there is no blocking point (safety as ex).
The Status field in the above screen can be either ‘No’, ‘Partial’ if the Partial Date is entered or ‘Yes’
if the Final date is entered.

OPERCOM Sheets can be edited as a set of OPERCOM Sheets by contextual menu in explorer.
The aim of Printing OPERCOM Sheets by this functionality is to facilitate the OPERCOM Sheet
printing. A local or dedicated network printer shall be pre-selected as default.
The user selects one or several tasks in the right part of explorer. These tasks can be selected as in
any explorer task list branch or in Search Task branch. The selection is compliant with Microsoft

between the first and the last are selected.
