Unlocking of Terminologies
1. Governance- It is "the process of decision-making and the process by which
decisions are implemented (or not implemented).
2. Good Governance- is the process of measuring how public institutions
conduct public affairs and manage public resources and guarantee the
realization of human rights in a manner essentially free of abuse and
corruption and with due regard for the rule of law.
3. The Seal of Good Local Governance- symbolizes integrity and good
performance of local governments

Effects of Good Governance


 Good governance at all levels is fundamental to economic growth, political
stability, and security — a key factor for stability and security.
 Good governance leads to improved economic benefits in a globalized world
and it accelerates economic transitions.

Why is Good Governance is important?


1. Good governance sets the normative standards of development.
2. It fosters participation, ensures transparency, demands accountability,
promotes efficiency, and;
3. upholds the rule of law in economic, political and administrative institutions
and processes.
The Seal of Good Local Governance
 SGLG became a law on August 2, 2019, known as Republic Act No. 11292
 also known as “The Seal of Good Local Governance Act of 2019”.
 Under the law, the Seal of Good Local Governance (SGLG) refers to
"an award, incentive, honor and recognition-based program for all LGUs, and
is a continuing commitment for LGUs to continually progress and improve
their performance."
 shifts its focus to results-based parameters that would influence behavioral
change, which will include output-outcome indicators that exacts
accountability from the local government units (LGUs).
 It enjoins LGUs to perform a holistic approach to development by passing all
ten (10) Governance Areas.

 81 Provinces

 1,488 Municipalities

To Earn the Seal

LGU's must be “ALL-IN” by PASSING all the ten (10) assessment areas,
namely:
1. Good Financial Administration & Sustainability
 Uphold the practice of fiscal discipline & sustainability, & transparency
& accountability in the use of public funds
2. Disaster Preparedness
 Prevent & prepare for disasters, wether natural or human-induced, in
order to strengthen their resilience
3. Social Protection and Sensitivity
 Demonstrate responsiveness to the needs of, and facilitate meaningful
engagement with the vulnerable & marginalized sectors of society
4. Safety, Peace and Order
 Protect constituents from threats to life & damage to property
5. Business-Friendliness and Competitiveness
 Enable pro- competitive policies & interventions , & facilitate ease of
doing business, in accordance with the ease of doing business&
efficient government service delivery act 2018 (RA 11032)
6. Environmental Management
 Safeguard & preserve the integrity of the environment through
adaptive social responsibility
7. Tourism, Heritage Development, Culture and Arts
 Foster the value of sustainable tourism & nurture culture & heritage
8. Sustainable Education
 Implement education reforms & programs to support the vision of
quality education for all
9. Health Compliance and Responsiveness
 Set-up, implement, & sustain health policies & programs that would
strengthen & promote the well-being, healthy lifestyle, & safety of the
public, while ensuring that all individuals, especially the vulnerable,
have fair opportunities for better health without causing financial
hardship through the organization of an integrated healthcare delivery
system

 Stimulate meaningful participation of youth in local governance &
nation-building

Use of SEAL's Brand Identity


The SEAL
 is a recognition for the LGU's journey towards good local governance.
 It is both a symbol and responsibility to relentlessly uphold.

ASSESSMENT CRITERIA
 For a PROVINCE TO QUALIFY, at least 10 % of its component Cities &
Municipalities must also be SGLG PASSERS.

ANNOUNCEMENT OF RESULTS (OCT.-NOV.)


SGLG AWARDEES
A ceremony shall be organized where each LGU-Passer is to be recognized &
conferred with the SGLG marker.
SGLG NON-PASSERS
LGU that did not qualify for the SGLG shall received a Certificate of
Recognition in meeting minimun requirements of local governance
assessment area (s), if any; and a performance scorecard citing its
opportunities for develepoment.
