Issue Prevention, protection and international cooperation against

concerning transnational organized crime and drug trafficking

Welcoming the cooperation between the United Nations and the International
Criminal Police Organization (INTERPOL);

Guided by our duty of combatting terrorism and international crime and stressing that
solving these issues are only possible by mutual respect between member states;

Recalling resolutions A/RES/75/196, A/RES/76/186, S/2014/917 and A/68/L.11;

Deeply concerned about the effects of drug abuse and addiction on young people,
including potential unemployment, dangerous social behavior and health risks; 

Alarmed by the recent incline in transnational organized crime as a consequence of

the anonymity on the Darknet; 

Noting that the most efficient way to tackle the world's drug problem is by eliminating
its source;

Calls for the creation of an expert group funded by the United Nations under the
United Nations Commission on Narcotic Drugs (UNCND) named New Psychoactive
Substance Research Group as defined by the following characteristics:
a) works with the goals of:
i) identification and research of New Psychoactive Substances (NPSs)
ii) research on quicker and more efficient methods of testing for NPSs
iii) training specialized medics for treating specifically designer drug
overdoses;
b) gives quarterly reports to the Commission on Crime and Criminal Justice
(CCPCJ) and the United Nations Office on Drugs and Crime (UNODC)
c) based in Moscow

Invites member states to cooperate in the eradication of opium poppy fields in

Afghanistan;

Calls upon member states to disapprove of the social tolerance towards drug users
and promoters of drug propaganda in the west, as it encourages the consumption of
drugs, thereby increasing the demand for them;

Approves of the Russian Federation's initiative to cure our people from their
unhealthy addictions by helping them find their faith in God;
Strongly encourages member states to cooperate with the International Criminal
Police Organization (INTERPOL), draws attention to the following:
a) Interpol, as well as other regional police organizations serve as crucial
platforms for cooperation on the topic of transnational organized crime,
b) Participation in the programme is our common interest, therefore suspension
of the membership of any member state is detrimental for tackling
transnational organized crime; 

Calls upon member states to actively develop their law enforcement by:
a) appointing and regularly training specialized groups such as:
i) border security officers,
ii) darknet and cybercrime specialists,
iii) confidential informants,
iv) counter terrorism officiers,
b) keeping surveillance systems and other investigation equipment up to date,
c) conducting research on domestic crime trends on an annual basis, paying
special attention to criminal hotspots and trafficking routes of the country;

Strongly encourages the use of surveillance cameras and facial recognition if

properly indicated, in order to create and store evidence related to transnational
organized crime, in places such as but not limited to:
a) country and county borders,
b) airports and large transportation terminals;
