The United Nations Office on Drugs and Crime (UNODC) (in French Office des Nations
unies contre la drogue et le crime) is a United Nations office that was established in 1997 as
the Office for Drug Control and Crime Prevention by combining the United Nations
International Drug Control Program (UNDCP) and the Crime Prevention and Criminal
Justice Division in the United Nations Office at Vienna. It is a member of the United Nations
Development Group and was renamed the United Nations Office on Drugs and Crime in
Abbreviation: UNODC

ORGANIZATIONAL STRUCTURE
The agency, employing between 1,500 and 2,000 people worldwide, has its headquarters in
Vienna (Austria), with 21 field offices and two liaison offices in Brussels and in New York
City. The United Nations Secretary-General appoints the agency's Executive Director. Yuri
Fedotov, the former Russian Ambassador to the United Kingdom, has held this position since
his appointment in 2010, when he succeeded Antonio Maria Costa in his personal capacity,

institutions and agencies, and also to maximise awareness of said matters in public opinion,

and criminal justice, international terrorism, and political corruption. These goals are pursued

UNODC launches campaigns to raise awareness of drugs and crime problems. On 26 June
every year, UNODC marks the International Day against Drug Abuse and Illicit Trafficking.
The United Nations Office on Drugs and Crime (UNODC) started this international campaign
to raise awareness about the major challenge that illicit drugs represent to society as a whole,
and especially to the young. The goal of the campaign is to mobilize support and to inspire
people to act against drug abuse and trafficking. The campaign encourages young people to

Young people aged 15 to 24 account for an estimated 40 per cent of new adult (15+) HIV
infections worldwide. In some parts of the world, and in some marginalized sub-groups, the

Criticism
In 2007, the five largest donors to UNODC's budget in descending order were:
European Union, Canada, United States, the UN itself, and Sweden. According to the
Transnational Institute this explains why, until recently, UNODC did not promote harm
reduction policies like needle exchange and Heroin-assisted treatment. (This despite the
actions of United Nations bodies (i.e. WHO and UNAIDS), who support these policies.)
UNODC promotes other methods for drug use prevention, treatment and care that UNODC
sees as "based on scientific evidence and on ethical standards". The UNODC has been
criticized by human rights organizations such as Amnesty international for not promoting the
inclusion of adherence to international human rights standards within its project in Iran.
Amnesty states that in Iran there are "serious concerns regarding unfair trials and executions
of those suspected of drug offences in Iran.
Controversy
In June 2012, Mohammad Reza Rahimi the Iranian Vice President made
some controversial remarks during a speech at a UNODC Drugs and Crime conference in
Tehran.
"The Islamic Republic of Iran will pay for anybody who can research and find one single
Zionist who is an addict. They do not exist," he said. "This is the proof of their involvement
in drugs trade."
He then went on to blame the Talmud, a key Jewish religious text, for the expansion of illegal
drugs around the world and said that it teaches to "destroy everyone who opposes the Jews."
European Union High Representative of the Union for Foreign Affairs and Security Policy
Catherine Ashton called his remarks "unacceptable" and reaffirmed the European Union's
"absolute commitment to combating racism and anti-Semitism." Ashton went on to say that
"the High Representative is deeply disturbed by racist and anti-Semitic statements made by
Iranian First Vice President Mohammed Reza Rahimi at the U.N. International Day against
Drug Abuse".
The UN Secretary-General Ban Ki-moon issued a statement saying that he had "...on many

UNAFEI
The United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of
Offenders (UNAFEI) is a United Nations regional institute, established in 1962 by agreement between
the United Nations and the Government of Japan, with the aim of promoting the sound development
of criminal justice systems and mutual cooperation in Asia and the Pacific Region.
UNAFEI activities include training courses and seminars for personnel in crime prevention and
criminal justice administration, and the research and study of crime prevention and the treatment of
UNAFEI annually organizes two international training courses and one international seminar.
Participants represent mainly Asia and the Pacific Region, but some come from other regions of the
world such as Africa and Latin America. This program contributes significantly to the training of
personnel in criminal justice, and to providing ideas and knowledge for effective measures to combat
crime in developing nations. For over 50 years, UNAFEI's efforts in training personnel have helped
those individuals play leading roles in the criminal justice administration of their respective countries.
Organisation
In 1970, the Government of Japan assumed full administration of UNAFEI in terms of finance and
personnel.
The United Nations Training Cooperation Department in the Ministry of Justice is in charge of its
administration. Since UNAFEI is still affiliated with the United Nations, it submits an annual report to the
Secretary-General of the United Nations, and the Director of UNAFEI is assigned in consultation with the
United Nations.
Customarily, the Director of the United Nations Training Cooperation Department in the Research and
Training
Institute of the Ministry of Justice serves as the Director of UNAFEI. The Deputy Director and the
professors
are selected from among public prosecutors, judges, correctional officers and probation officers. In
addition,
there are approximately 20 administrative officers and a linguistic adviser, who is a native English
speaker.
Contribution to the UN Congress and the UN Commission UNAFEI attends the United Nations
Commission on Crime Prevention and Criminal Justice (a fanctional commission of the UN Economic and
Social Council, hereinafter called (“the Commission”) held annually in Vienna, Austria. Each year, UNAFEI
reports to the Commission on its activities. In addition, UNAFEI contributes to the creation of the UN's
crime prevention and criminal justice strategies and to the implementation of the UN Crime Prevention
and Criminal Justice Programme. UNAFEI has also been proactively involved in the United Nations
Congress on Crime Prevention and Criminal Justice (held every five years, hereinafter called “the
Congress”), taking a leading role in organizing its workshops. UNAFEI coordinated a workshop on the
topic of “Measures to Combat Economic Crime, including Money Laundering” at the 11th Congress held
in Thailand in 2005, and a workshop on “Strategies and Best Practices against Overcrowding in
Correctional Facilities” at the 12th Congress, held in Brazil in 2010. At the 13th Congress held in Qatar in
2015, UNAFEI helped coordinate a workshop on the treatment of women offenders and children in con-
ict with the law. UNAFEI will play an active role in organizing a workshop on reducing reoffending at the
forthcoming 14th Congress in 2020, which will be held in Kyoto, Japan.
Regional Seminar on Good Governance for Southeast Asian Countries UNAFEI holds an annual regional
seminar known as the "Good Governance Seminar" to contribute to the promotion of good governance
and rule of law in Southeast Asian countries. UNAFEI's role is to co-organize the seminar with the
designated criminal justice or international cooperation agency of the host country. The aim of the
Seminar is to explore ways to strengthen anti-corruption measures and legal systems in the region. The
host country of the Seminar rotates every two years among Southeast Asian countries and Japan.
Through 2016, the seminars were held in Thailand, the Philippines, Malaysia, Indonesia and Japan, and
in 2017, in Hanoi, Viet Nam (co-organizer: the Supreme People’s Prosecution Office of Viet Nam). Every
year, criminal jusitce officials who are responsible for anti-corruption measures in Southeast Asian
countries participate in the Seminar.
UNAFEI contributes to the enhancement of justice in the international community The United Nations
Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) is one
of the United Nations Crime Prevention and Criminal Justice Programme Network Institutes (PNI),
established in 1962 by an agreement between the United Nations and the Government of Japan. The
PNI consists of the United Nations Ofce on Drugs and Crime (UNODC) in Vienna and several interregional
and regional institutes and specialized centres around the world. UNAFEI's main activities are to hold
international training courses/seminars for criminal justice practitioners from around the world and to
undertake research in the field of prevention of crime and the treatment of offenders, paying particular
attention to the UN Conventions and the Sustainable Development Goals for 2030(SDGs). In line with
the United Nation's strategies and efforts on crime prevention and criminal justice, UNAFEI conducts its
activities in order to promote sound development of criminal justice systems and mutual cooperation
amongst the UN member states. Its activities are fully funded by the Government of Japan, and are
highly valued as Japan's important contributions to the international community. The Government of
Japan, more specifically, the Research and Training Institute of the Ministry of Justice of Japan is
responsible for operating UNAFEI's activities. The Director of UNAFEI is appointed upon consultation
with the United Nations. Professors and staff, selected from among Japanese police ofcers, public
prosecutors, judges, correction officers, probation officers, etc., undertake UNAFEI's activities in
cooperation with related organizations, such as the the UNODC, the Japan International Cooperation
Agency (JICA) and the Asia Crime Prevention Foundation (ACPF). As the oldest PNI Insistute, UNAFEI
takes part in the creation and implementation of United Nations strategies on crime prevention, criminal
justice and the treatment of offenders, in close cooperation with other Institutes

The International Police Association (IPA) is the largest organisation for police officers in the
world, founded by British sergeant Arthur Troop (1914–2000). The Association has 64

Houses established in more than 20 countries. The IPA organises the International Youth
Gatherings for children of IPA members aged 16-17 in a different country each year. The IPA
Board and with members from various countries around the world. The External Relations
Commission provides liaison officers at various UN, European and American organisations.
The International Cultural Commission looks after the cultural events and competitions, runs
the International Youth Gathering amongst its tasks. The International Professional
Commission runs the police placement programme, the Arthur Troop Scholarship, Young
Officers' Seminars and carries out professional surveys. The International Social Commission
looks after emergency and humanitarian aid to members following natural disasters, looks
after IPA houses and coordinates social and sporting events, as well as youth holiday
exchanges. The International Internal Commission is responsible for maintaining and revising
the international rules and statute of the Association. The main offices of the organization

Troop recognized that his idea wasn’t entirely new, but it certainly was delivered differently than past
attempts. The World Police League had slowly developed at the beginning of the twentieth century and
officers in several countries took steps to establish an association. The stated purpose of the League was
in part to: a) Improve the knowledge of members in their special field, to advance and evolve police
science, exchange experiences between countries and use the results obtained. b) Create and support
organizations and practices of the police. c) Spread auxiliary language, Esperanto, among police
worldwide to allow more direct and faster communication between the police forces of various
countries. d) Use the organization of the League to develop a feeling of brotherhood among colleagues
in different countries
History of formation[edit]
Creation[edit]
As early as September 1943, Polish health specialist Ludwik Rajchman suggested in an article
published in Free World entitled "A United Nations Health Service — Why not?" that a health service
should be incorporated into the future international organization. He also proposed a "health tax"
paid by member states.[12]
At the end of the UNRRA, Rajchman proposed to use its residual funds for a child-feeding program
beneficiary of US funding.[13] The organization was created by resolution 57(I) of the United Nations
General Assembly on 11 December 1946 and named United Nations International Children's
Emergency Fund (UNICEF). As its first chairman, Rajchman chose Maurice Pate of the Commission
for Relief in Belgium to direct the agency and "to think about organizing an action, a fund for the
benefit of children, war victims chiefly."[13] Rajchman, as head of a special UN subcommittee and with
the support of La Guardia, Herbert Hoover and Maurice Pate, presented the resolution to
the General assembly.[12] From a temporary emergency relief agency in 1946 providing food and
clothing to children and mothers displaced by World War II, the agency became a permanent UN
Organization in 1953,[13] and extended its efforts toward general programs of children welfare.
Governance[edit]
UNICEF relies on country offices to help carry out its work through a unique program of cooperation
developed with the host government. The programs seeks to develop practical strategies for fulfilling
and protecting the rights of children and women. Regional offices guide this work and provide
technical assistance to country offices as needed. Overall management and administration of the
organization take place at its headquarters in New York City.
Guiding and monitoring all of UNICEF's work is an executive board made up of 36 members who are
government representatives. The board establishes policies, approves programs and decides on
administrative and financial plans and budgets. Its work is coordinated by the bureau, comprising the
president and four vice-presidents, each officer representing one of the five regional groups. These
five officers are elected by the executive board annually from among its members, with the
presidency rotating among the regional groups on an annual basis. As a matter of custom,
permanent members of the Security Council do not serve as officers of the executive board.
The office of the secretary of the executive board helps maintain an effective relationship between
the executive board and the UNICEF secretariat, and organizes field visits by board members. [14][15][16]
b) Plays critical role in improving aid effectiveness through results monitoring STRONG
UNICEF does not currently aggregate development results to organisational level as effectively
as some other multilateral organisations, and this is reflected in its annual report for 2010 which
focuses on outputs from selective country programs only. UNICEF’s reporting to the governing
board focuses on specific national successes that are not aggregated to the regional or global
levels. A new program management and financial system, VISION, offers the opportunity to
address some weaknesses in this area. VISION was adapted in all country and regional offices as
well as headquarters locations in January 2012, and features an enhanced performance
management system which includes monitoring and reporting on results. While there are no
indicators measuring the effectiveness of UNICEF’s humanitarian work within its strategic plan,
the plan references UNICEF’s global framework for humanitarian action—its Core
Commitments for Children (CCCs) in Humanitarian Action. The CCCs set out UNICEF’s
framework, principles and accountability for humanitarian response, as well as their program and
operational commitments. The CCCs also encompass an integrated approach, addressing
preparedness, immediate response and early recovery. The thematic report, Humanitarian Action
and Post-Crisis Recovery, reports annually on commitment implementation. It is noted that
UNICEF continues to report on specific national successes when reporting against each CCC,
rather than aggregating to regional or global-level for an overall analysis of how UNICEF is
delivering against the commitments. UNICEF has recognised the need to strengthen monitoring
in this area and is introducing a new approach to allow global and regional aggregation on key
results.
As one of the major cluster lead agencies UNICEF has a central role in ensuring the Inter-agency
Standing Committee cluster system, and the whole humanitarian architecture, works effectively and is
continually improved. For example, UNICEF was an instigator of, and continues to play a key role in, the
Inter-Agency Network for Education in Emergencies and the Emergency Response Coordinator’s
transformative agenda. But as a lead agency it must also take some responsibility for weaknesses in the
cluster system. UNICEF is committed to establishing a Global Cluster Coordination Unit in Geneva in
2012. UNICEF could do more to push broader development coordination reform.
UNICEF plays a very valuable role in developing norms and standards on a range of children’s
development and rights issues. While there are variations from one country office to another, UNICEF
often has an important advocacy role with governments and can lay claim to successes. For example, in
the Philippines UNICEF played a critical role in raising the age of criminal responsibility to 15 years,
ensuring that children under 15 were not imprisoned for crimes. UNICEF’s practical advocacy for the
Convention on the Rights of the Child impacts positively on policy making and program priority setting in
many countries where it works
UNICEF has taken an innovative and leading role in driving an equity focus in health through its role in
developing the Marginal Budgeting for Bottlenecks tool. The tool allows countries to develop evidence-
based approaches to planning, costing and budgeting by helping the user analyse the bottlenecks
constraining the health system and devise strategies to address these.
