1. INTRODUCTION

1.1. General

Al-Shaheen is Qatar’s largest offshore oil field operated by North Oil Company (NOC) and located approximately 70km NNE of
Ras Laffan (Figure 1 1). The field has 289 active development wells, 33 platforms and 5 production hubs.

Figure 1-1: Al-Shaheen Block-5 Field Layout

NOC have a program of works to maintain production of the field at 300kbpd which include seven (7) new wellhead platforms,
new pipelines and additional topsides equipment to support the increased number of wells.

1.2. Pipeline Debottlenecking Project

The Al-Shaheen Pipeline Debottlenecking Project (DBNPP) aims to replace or supplement existing pipelines in a brownfield
engineering environment between existing facilities and platforms. These changes are due to either existing pipelines coming to
the end of their operational life or new requirements arising from additional reservoir production.

There are two (2) new pipelines proposed for the Al-Shaheen field as part of the Pipeline Debottlenecking Project scope, listed
below in Table 1 -1.

Table 1-1: DBNPP Project Pipelines

Pipeline Connecting
Location Service Reason
Size Platforms

A 20 inch SWI AF to FC Replacement of existing 12” water injection pipeline

which has reached the end of its operational life and will
be decommissioned.
F 14 inch Wet Oil FA to AB New 14” pipeline to accomodate increased wet crude
production, operating in parallel with existing 10”
pipeline.
2. PURPOSE

The purpose of this document is to define the Basis of Electrical design to execute the FEED activities for three existing offshore
host platforms tagged AB & AF (at A location) & FA (at F location). For this reason, this document includes a few amendments
to the COMPANY General Specification SD-NOC-ELE-001 ‘Electrical Design Criteria’.

All Electrical equipment must be of proven design, suitable for operation in a marine environment with a required design life of
25 years.

3. SCOPE

The electrical scope of the FEED includes on AF & AB platforms,

 Development of lighting and small power system for new added equipment on the platform. It comprises updating
SLD, Low voltage load balance, wiring diagram, lighting and small power layout drawing indicating all material and
equipment changes in lighting system

 Development of earthing concept and layout drawing for added equipment and machinery

 Update lighting and small power loop drawings for AB platform only

 Development of power supply system for all motor operated valves. MOV’s to be fed by a single feeder in LV
switchboard through a new MOV Power Junction box located outdoor near MOV’s

 Also new Chemical injection pump motors are fed from respective LV Switch Boards and relevant new SLD’s are
included in section 5.4

The electrical scope of the FEED includes on FA platform:

 Development of lighting and small power system for new added equipment on the platform. It comprises updating
SLD, Low voltage load balance, wiring diagram, lighting and small power layout drawing indicating all material and
equipment changes in lighting system

 Development of earthing concept and layout drawing for added equipment and machinery

 Update lighting and small power loop drawings

 Development of power supply system for all motor operated valves. MOV’s to be fed by a single feeder in LV
switchboard through a new MOV Power Junction box located outdoor near MOV’s, whereas for new MOV are fed
directly from LV Switch board, refer new SLD’s included in section 5.4

 Electrical load analysis to be performed in EDSA and existing model to be updated incorporating third crude oil export
pump on FA platform. With addition of third crude oil pump the three pumps operates as 2 working each @50% + 1
stand-by (normal scenario). In any case during transfer of pump all the three pumps operates for short period and its
design is considered into the system. System adequacy checks are part of FEED scope

 Suitability of the existing crude oil export pump motor starter (future) to be checked for new crude oil pump any
modifications required need to be identified and developed during FEED. DOL Starter is considered for new 3kV Motor
for 3rd crude export pump in FA Platform, considering this (DOL) as primary option

 Also, any interface issue with FA Platform DBNPP scope with other EPC contractor to be included as part of Interface
Register.

Note: DC UPS scope is not a part of this DBNPP FEED scope. UPS for the Instrumentation loads are fed from Marshalling
cabinet loop powered so earlier identified UPS feeders in Electrical system remains unaltered as spare feeders. However, FA
platform boat landing area flood light is relocated, and it is fed from the exiting UPS Distribution board.

FC Platform scope:

During the FEED, need to verify the design consistency with FC platform interface design done by other contractor part of EPC
scope and inconsistency /discrepancy (if any) to be notified to COMPANY.

This section establishes the basic concepts of electrical distribution system for this project and other associated electrical
systems such as HV Motor, LV power supply, AC UPS, Lighting and Small Power System.

10.1. General Principles

All distribution systems are designed to fulfil the following requirements:

- to ensure maximum continuity of supply to users as far as possible.

- to provide reliable power sources for essential and emergency loads

- to allow ease of operation and maintenance of the system while operating in a safe manner without unduly affecting
the production of the plant

- to design a system for which the necessary elements e.g. switchgear assemblies, cables, etc. are currently
manufactured, and tested. Industrial type equipment with a minimum of five (5) years field proven experience is
required.

- Selection of philosophy and design is based on existing Al Shaheen platform as far as possible. In case of any conflict
with requirements in NOC standards, the same is assessed on a case to case basis and implemented after
COMPANY’s concurrence and approval. Any change from NOC standard is notified to COMPANY and derogation will
be raised to get COMPANY approval.

- Phase rotation sequence of power supply in the new platform should be maintained the same as in the existing host
platform.

The loads are classified into emergency & normal type according to the following definitions:

- Emergency loads: one LV switchgear feeding all Electrical loads requiring emergency power. Normal power to
Emergency Switchboard is fed from 400V Utility Switchboard and Emergency power from either an existing
Emergency switchboard or through a provisional (temporary) connection of temporary Diesel Generator which will
be connected to the power junction box respectively.

- Normal loads: one LV switchgear feeding all Electrical loads other than emergency loads described above. These
loads have no effect either on the safety or the safeguard of installation or equipment in case of normal power
generation failure.

14.1. Power System Study

The objective of Power system study (Load flow & Short circuit) is to determine the rating of the Branch loading (like
Transformers & Cables), Voltage per bus (Bus bar rating) of 3kV Switchboard & LV Switchboards are sufficient to cater the
addition of load on this switchboards & to check the short circuit fault rating is well within the existing switchboards rated fault
rating.

And, Motor Starting study which examines the voltage drop at motor terminals and busbars during motor starting conditions of
largest DOL motors at FA platform 3kV switchboard ASFAA-N-1801.

14.1.1.Load flow Study

Load flow analysis shall be carried out for various conditions of operation and a validation of the power generation and sizing of
distribution network equipment’s.

The existing Al-Shaheen model has a number of scenarios describing the power system study under different conditions
and in different operating modes. The study has been carried out by using the existing scenarios only which will be
studied for the addition of loads in the FA platform.

The A location generators & B location generators are not connected to each other and are running independently.

The Existing Load Flow study cases with existing generating conditions have been considered for this study. As this is
existing system, hence no-load condition of the system not checked. The condition checked are of Normal operation
and Peak loading condition as per the existing system study.

Load flow calculations are carried out for various operating scenarios after modelling of new loads considering the following
cases:
- LF Case 01 (LF-01): Normal Load Flow Condition at FA platform
- LF Case 02 (LF-02): Peak loading Condition at FA platform
For complete details refer ‘FA Platform - Load Flow & Short Circuit study’, Doc. No. DBNPP-MDM1-ASFAA-07-342002-0001.
