AN ACT
MANDATING EVERY FILIPINO FAMILY TO HAVE ATLEAST TWO CHILD
AND BELOW

EXPLANATORY NOTE

Philippines is one of the most poor country in the world. Many of us are experiencing
poverty
especially those who have a huge number of family members. We Filipinos are known to
believe the
quote “the more the merrier” but then most of the Filipino people nowadays are open-minded
enough
to witness the poverty we are having these past few years because of the high population crisis.
This
bill seeks to secure the children’s future for they deserve to have a bright and healthy lifestyle as
well
as a brilliant future. Our country needs to have a disciplined people in order for us to lower the
rate of
population. This will totally help the country to revoke poverty and be a strong state.

Moreover, the Filipino people needs something beneficial in return to abide the passage
of this bill. This will help them or their family support their financial issues and be able to
supply the needs of their children. The children are the future of the world and they deserve to
have a good education, health care and other provisions to help them to be wise enough to think
for the country’s future.

As our country continues to grow, it is more essential for us to be more knowledgeable


enough to lessen the poverty and let it grow for the children’s future. Not because we are born
poor, we will die poor. We need to take action about the poverty our country is having.

The immediate passage of this bill is earnestly sought.
