Concept Paper 2

1. My research problem is
 Child abuse in school

2. The conditions which give rise to my research question are (present evidences from service
statistics, or related literature that will confirm the existence, seriousness, and distribution of
the problem)
 4 out of 10 in grades 1-3 and 7 out of 10 in higher grade level experienced verbal abuse by
their teachers;
 36.53% of children in grades 4-6 and 42.88% of high school students experienced verbal sexual
violence in school

3. The ideal situation would have been: (the standard, rule, expected, mandated, recommended)
 Educators have a keen sense of their professional responsibility to the children in their care.
They are concerned about the health, safety, and happiness of these children. Educators are
aware that they are role models for the children they teach and that they may be an important
source of support, concern, and care for many children. Educators want to do what is best for
the children in their care because their professional standards require it.
The Role of Educators in Preventing and Responding to Child Abuse and Neglect
 The state shall protect the right of children to assistance, including proper care and nutrition,
and special protection from all forms of neglect, abuse, cruelty, exploitation and other
conditions prejudicial to their development (Phil. Consti. Art. XV. Sec. 3 (b) )
 Teacher’s obligation: perform his/her duty to the school by discharging his responsibilities in
accordance with the philosophy, goals, and objectives of the school and be accountable for the
efficient and effective attainment of specified learning objectives in pursuance of national
development goals within the limits of available resources ( B.P. blg. 232 section 16 No. 1-2)
 School Administrator’s Obligation: develop and maintain a healthy school atmosphere
conducive to the promotion and preservation of academic freedom and effective teaching and
learning, ad harmonious and progressive school-personnel relationship (B.P. blg. 232 Section 17
no. 3) )

4. The possible reasons for the discrepancy between 2 and 3


 Pupils are lack of information about their rights as stipulated in child protection policy
 Abuse of authority by the teachers
 Number of pupils/students inside the classroom
 Uncomfortable environment
 Disruptive behavior
 Teachers’ unawareness of the background of their learners (anecdotal, learning styles, talents,
and etc)
5. The following intervention have been done to solve the problem , and the outcomes were: (if
none say no)
 DepEd launched its Child Protection Policy on May 3, 2012, through DepEd Order No. 40, s 2012,
to promote a zero-tolerance policy for any act of child abuse, exploitation, violence,
discrimination, bullying and other related offenses.
 DepEd conducted a nationwide information dissemination campaign and is currently conducting
a series of training of trainers (ToT)
 Child Protection Committee: Composition; School head-chairperson, guidance counselor-vice-
chairperson, members: faculty president, PTA president, supreme student council president,
representative from the community designated by the punong barangay, preferably from the
barangay council for the protection of children.
