RESOLUTION AUTHORIZING THE LOCAL CHIEF EXECUTIVE, HON. _____________________, TO APPLY FOR THE
DIFFERENT LIVELIHOOD COMPONENTS OF THE DEPARTMENT OF LABOR AND EMPLOYMENT’S (DOLE) INTEGRATED
LIVELIHOOD AND EMERGENCY EMPLOYMENT PROGRAM (DILEEP), APPROPRIATING THE PROJECTS’ EQUITY
REQUIREMENT AND GRANTING AUTHORITY TO THE LOCAL CHIEF EXECUTIVE A MEMORANDUM OF AGREEMENT WITH
DOLE REGION V FOR THE IMPLEMENTATION OF THE LIVELIHOOD PROGRAMS.

WHEREAS, submitted for consideration and appropriate action of the Sangguniang Bayan of Castilla, to apply in the
livelihood components of the Department of Labor and Employment’s (DOLE) Integrated Livelihood and Emergency Employment
Program (DILEEP), appropriating the projects equity requirements and granting authority to the Local Chief Executive to present
the Municipality of _________________, Sorsogon, and execute a Memorandum Of Agreement with DOLE Region V for the
implementation of the livelihood program.

WHEREAS, the Committee on _____________ of the Sangguniang Bayan, to which the subject was referred, hereby
submits the following findings and recommendations, to wit:

1. The Municipality of __________________, Sorsogon, through the subject program, shall avail of the DOLE integrated
Livelihood and Emergency Employment Program (DILEEP). This program aims to provide each beneficiary a short—
term wage employment and livelihood kit consisting of services and materials that will help the beneficiary start
quickly a livelihood undertaking and become self-employed. It is the government’s thrust of inclusive growth through
massive job generation and substantial poverty reduction.

2. With this project, the Municipality of ______________, Sorsogon will be allotted by the DOLE a grant amounting to a
maximum of Php 30,000.00 (depends on the business/livelihood) per beneficiary for individual projects and a
maximum of Php 1,000,000.00 for group livelihood undertaking (depending on the composition of the group or
association and project needs) in a form of tools & jigs, equipment, and raw materials to start their own business. The
Municipality of __________will be required a 20% counterpart in the project undertaking in the forms of trainings,
SSS/PNRC enrollment and hauling of goods from the suppliers and monitoring of the project for three (3) years and
to provide the qualified association through a written agrement an edifice as operations facility of the aforesaid
association-beneficiary which shall be used for any activity related to the group’s livelihood undertaking with an
assessed monetary value of ________ for a period of __ years;

3. In the emergency wage employment, enabling the unemployed poor and seasonal workers to engage in short-term
community works to provide them with temporary wage employment for a minimum of 10 days and maximum of 30
days. Payment in the labor cost, PPEs and micro-insurance will be shouldered by DOLE. Equity of the proponent
municipality will be tools & jigs, conduct of Basic Training on Safety & Health and monitoring of the projects.
 FORGOING PREMISES CONSIDERED, hereby resolved to authorize the Municipal Government
of_____________, Sorsogon, to apply in the different livelihood components of the DOLE, appropriating the
projects’ equity requirements and granting authority to the Local Chief Executive to execute the Memorandum
of Agreement with DOLE RO V.

NOW THEREFORE, on motion of Hon.________________, duly seconded by Hon. _________________,

it was;

RESOLVED as it is hereby RESOLVED to AUTHORIZE THE LOCAL CHIEF EXECUTIVE, HON.

_________________________, TO APPLY FOR THE DIFFERENT LIVELIHOOD COMPONENTS OF THE
DEPARTMENT OF LABOR AND EMPLOYMENT’S (DOLE) INTEGRATED LIVELIHOOD AND EMERGENCY
EMPLOYMENT PROGRAM (DILEEP), APPROPRIATING THE PROJECTS’ EQUITY REQUIREMENT AND
GRANTING AUTHORITY TO THE LOCAL CHIEF EXECUTIVE TO EXECUTE A MEMORANDUM OF
AGREEMENT WITH DOLE REGION V FOR THE IMPLEMENTATION OF THE LIVELIHOOD PROGRAMS.

RESOLVED FINALLY, to furnish copies of this Resolution to the Department of Labor and Employment
(DOLE) RO V and/or appropriate agencies for the proper information and guidelines.
