Nowadays, construction in economic technical section, which plays an important

role for building and developing the socio-economic section of our country. The laws of
our country have made regulations on construction activities in a comprehensive, proper
way, they have contributed to the stable development, ensuring for economic growth and

that we attained, the situation of law violations had caused great damage to the state
budget. There are now many major corruption cases in the field of construction
investment, causing especially serious damages for state property. Therefore,
construction inspector becomes necessary needs to be clearly specified. Mr. Tran Hoang
Quan, the Director of the Department of construction, said that they would establish
about 24 inspection teams of about 1000 people for 24 districts. According to the
Department of Construction said, one of its limitations is that in current time is to
undertake sidewalk management and cleaning…so there are not enough people for
managing timely those violations. Besides, some of them are not qualified, so they are
slow to handle these unauthorized works. Vice Chairman of City People’s Committee
also said that some places with illegal construction which local leaders only know from
newspaper. Some district leaders were worry about the effectiveness of management if
the local construction team stopped working. “From now to May 15, they have to
maintain the activities of the construction inspector teams and do not let it affacts the
general management.
