Another example of a public service initiative in the Philippines that leveraged

technology for good governance is the "e-Trike Project" in the city of Mandaluyong.
Origin and rationale: The e-Trike Project was launched in 2013 to promote sustainable
transportation and reduce carbon emissions in the city of Mandaluyong. The project
aimed to replace gasoline-powered tricycles with electric tricycles or e-trikes, which are
powered by rechargeable batteries and emit zero emissions.
Purpose and beneficiaries: The project aimed to promote good governance by
addressing environmental issues and improving public transportation in the city. The
beneficiaries of the project include commuters, tricycle drivers, and the environment.
Vision: The project's vision is to create a more sustainable and livable city by reducing
carbon emissions and providing a safer and more efficient mode of transportation.
Evaluation: The e-Trike Project can also be evaluated using the eight principles of good
governance.
Participatory: The project promotes citizen participation by engaging the community and
other stakeholders in the planning and implementation of the project.
Consensus-oriented: The project promotes consensus-building by involving different
stakeholders, such as tricycle drivers and commuters, in the decision-making process
and addressing their concerns and feedback.
Rule of law: The project reinforces the rule of law by ensuring that the e-trikes comply
with safety and environmental standards set by the government.
Transparency: The project promotes transparency by making information about the
project, such as the cost and procurement process of the e-trikes, publicly available and
accessible.
Responsiveness: The project promotes responsiveness by addressing the needs and
concerns of commuters, tricycle drivers, and the environment.
Equity and inclusiveness: The project promotes equity and inclusiveness by providing
affordable and accessible transportation for all citizens, regardless of their location or
socioeconomic status.
Effectiveness and efficiency: The project has resulted in a reduction of carbon emissions

efficiency in city services.

Accountability: The project promotes accountability by establishing a system for


monitoring and evaluating the performance of the e-trikes and ensuring that they comply
with safety and environmental standards.
Manifestations: The e-Trike Project has contributed to good governance by promoting

Mechanisms on the integration of the use of technology:

In 2016, Outgoing Mayor Benhur Abalos was passionate in making Mandaluyong a


“green” city. After numerous fails and attempts in certain locals such as Taguig, Surigao,
Bulacan, and Puerto Princesa, finally there is a successful E-Trike Program
implemented in the Tiger City, Mandaluyong City rather.
The partnership with EVWealth a member of the Guevarra Group of Companies based
in Mandaluyong City sister company of RFC (Radiowealth Finance Corporation), helped
us solve the problem in the previous attempts in the other places to successfully
implement the E-Trike Project. A complete battery charging and swapping system that
addresses range anxiety and battery maintenance concerns, and best of all, through the
backing of RFC, a financing scheme that was affordable to the regular tricycle driver.
With additional procurements of said electric vehicle it offers a local alternate mode of
transportation that can lessen our carbon footprint which is one of the main goals of the
E-Trike project. The designers used the performance of lithium-ion batteries in creation
of the E-Trike. These are the most common batteries used today in smartphones, digital
cameras, laptops and more. Our E-Trikes use Panasonic and Samsung 18650 cell
lithium-ion batteries and are combined with the most suitable motor, so you do not have
to choose. These battery technologies allow the electric tricycles to compete head-to-
head with the traditional motored tricycle or even surpassed them in terms of
conveniency and speed without emitting any harmful gases.
In contrast to traditional gas-powered tricycles, electric trikes can accommodate up to
ten people, including the driver, and their designs can be altered. More people
unintentionally use e-trikes to get to and from their destinations every day because of
their potential for mobility.
Furthermore, the design of e-trikes promotes a safe and comfortable riding experience;
they are rated as highly acceptable for their eco-friendliness and safety; and their
distinctive features, such as their lack of noise and reduced vibration, are also highly
acceptable. The experiences of Mandaluyong City proved to have high acceptance rate
both on the E-trike operators and the commuting public. Therefore, we can draw the
conclusion that adopting and using electric tricycles essentially represented the benefits
of this new trend, as well as distinctive features and improved designs that would greatly
benefit the community.
