Multicultural Experience in Project Management
Nowadays, international relations and multinational projects are part of PM everywhere.
The simple apply of tools and procedures, without recognizing the culture differences, had
reached to several problems and serious failures in PM. In order to, not only guarantee the
demanded efficiency, but also be able to get the best of each country, each culture and be a
global competitor, a new approach should be contemplate. PM future must include the
management of the relations between different multinational people and multicultural
companies. What issues are most important for companies and entities that operates
internationally? Multicultural experience and soft skills are certainly one of them.

Life Cycle in Infrastructures - Focus on Ports
The great majority of freights and commodities moves around the world by sea - maritime
transports. The sea roadways, which connect the different continents, are linked by
terminals or ports. Many of them are points of convergence between maritime, rail, road
and air transports. In this way, they are true logistics interface centers with enormous
complexity and size.
Nowadays, planned investments in ports are huge and geographically dispersed for all
continents, for developing to developed nations. This is mainly driven by mining and oil
industry, exportation and importation of goods, in general, by globalization.
Cities develop around ports, a myriad of different business activities - commercial,
industrial, services and logistics – are born and grow justified by the port activity.
Sometimes, the city surrounds the port in such tight way, that it negatively affects the port
operations - this joint development, ports and cities relationship is unstoppable.
Some ports were born a long time ago and never died, supported by continuous changes,
as a response to new society and environmental requirements.
Ports flexibility is enormous. In past, it was coal that was moved, now helices and wind and
water turbines. Climate, physical and global society changes are increasingly faster and
faster. That made that lifecycle in port construction is not very long, and that the flexibility
is an important condition to life cycle investment analysis.
Cities’ close relationship, continuous adaptation to society and environmental
requirements and huge flexibility are important features that make project management in
ports essential since the design to construction and operation.

Louis Gunnigan
Dr Louis Gunnigan - Head of School of Construction in Dublin Institute of Technology (DIT), Ireland. In a career
that to date covers over 32 experience in construction, Dr Louis Gunnigan has held a wide variety of positions
spanning initial experience as a trades person through site management, engineering, contracts management,
education, training and research. He holds a Master’s Degree by research from Trinity College, 1999, Dublin and
a PhD from the University of Salford in the UK, 2007. He is the President of the International Construction
Project Management Association (ICPMA) and a Fellow of the Chartered Institute of Building. His primary
research area concerns the effective use of Public Private Partnerships. He has a number of published papers in
this area and have presented extensively to national and international groups on this subject. His particular
interest is in the use of PPP in the construction of Urban Transport systems. He is a current member of the
UNECE Group of Experts in PPP whose brief it is to establish the criteria for developing PPP in transition
economies. He represents DIT on a number of other PPP related initiatives including collaborative research
projects in PPP with universities in a number of other countries.
Stéphane Maye
Stephen Maye, a civil engineer, was graduated in ETHZ MBE St.Gallen, in Switzerland. With an experience of
almost 20 years in the construction and real estate, Stéphane Maye leads the pom +, a consulting company in
property management and organizational development, since April 2009 (www.pom.ch). Stéphane has worked
throughout Europe on a variety of projects, from clinics, to schools, housing and commercial properties. He
worked in the construction company SA Steiner and Suter + Suter Company and he was an executive member
and partner of Techdata SA, for over ten years. Prior to joining pom +, he was director at Losinger Construction
SA, where he was responsible for the development of real estate projects in Western Switzerland. His education
and experience has been focused in construction planning, business and structural engineering, specializing in
project leading and management, quality control and management, and project steering. He did the MBA,
Master of Business Administration, on HSG St. Gallen / Switzerland. He is a member of the SIA, a Swiss
organization for engineers and architects, the International Association for Bridge and Structural Engineering.
Victor do Prado
Victor do Prado currently works as Deputy Chief of Staff to the Director-General of the WTO (www.wto.org) . He
previously served as a Counselor in the WTO Rules Division where he acted as a Secretary of the WTO
Committee on Subsidies and Countervailing Measures. During his work at the WTO, he held the position of the
Chairman of the Subsidies Committee and the Panelist in various cases, and he was a Member of the Brazilian
Delegation to Dispute Settlement Proceedings several times. Victor do Prado holds a Degree in Law from the
University of São Paulo and a Master in International Relations from the Brazilian Diplomatic Academy. He has
lectured at the University of Paris, the Freie Universität Berlin and at Georgetown University Law School.

Francisco Mendes Palma
Graduated in economics from the Portuguese Catholic University and has a master’s degree in Economics from
Collège d’Europe, Belgium. He is Manager of Espírito Santo Research Sectorial and Member of the Board of
Banco Espírito Santo Cabo Verde, SA. He lectured at the Portuguese Catholic University, was an advisor to the
Portuguese Ministry of Foreign Affairs and to the Energy Services Regulatory Authority, as well as a consultant
to companies, projects and surveys in thematic areas of industrial economics, regulation and competition,
energy and innovation. He has participated in conferences and debates and was a contributor to various
national and international articles and books on economic and sectoral activity, energy, economic
internationalisation, industrial economics, innovation and sustainability. The department which he heads,
Espírito Santo Research Sectorial, monitors and analyses the evolution of selected sectors of the Portuguese and
Spanish economies, namely within the framework of the international environment, assessing trends,
opportunities and potential threats.
Porie Saikia-Eapen
Porie Saikia-Eapen joined the US based international firm of CH2M (www.ch2m.com) Hill in 2007 and currently
serves as the firm’s Business Vice President & NYC Area Manager. Ms. Saikia-Eapen’s award-winning,
distinguished career in the design and construction industry spans 28 years, where she has demonstrated her
leadership skills as an effective manager, communicator, and innovator. She is a licensed architect in the state
of NY and a Fellow of the Chartered Institute of Buildings of UK. The majority of her work experience has been
in the Eastern USA where she has served in the capacity as owner, owner’s agent, and consultant. She is a
recognized public speaker on issues of sustainability, urban design, urban mobility and resource development
where the audience includes domestic & international academia and design/construction professionals at
national and international conferences in UK, Switzerland, Mexico, South Korea, Russia, Argentina, India,
Thailand, Ireland, Vietnam, Turkey, Austria, China, Malaysia, Finland and North America.
In addition to being the Director of International Construction Project Management Association, Ms. Saikia-
Eapen is a Governor of the New York Building Foundation and the Americas Ambassador for the Chartered
Institute of Buildings; a trustee at the BW Architecture Foundation, Director at Association of Consulting
Engineering Companies NY and Women Builders Council NY. A past president of Construction Management
Association of America NYNJ, she is also the Advisory Board member of CMAA NYNJ and of WTS (Women
Transportation Seminar) in NY. In 2007, Ms. Saikia-Eapen co-founded Tree of Life Professional Development Inc.
for capacity building in post conflict regions and co chairs an annual International Design & Construction
Management Exchange Forum in Bangkok since 2007.

Wilhelm Reismann
Dr Wilhelm Reismann has studied civil engineering at the University of Technology in Vienna and specialized in
international project management. After some years in Togo and Iraq he started the engineering partnership "iC
consulenten" (www.ic-group.at) in Vienna, Austria which today has approx. 350 employees, focusing on project
management and engineering in Austria and world-wide. He teaches "International Construction Project
Management" at the Vienna University of Technology, is Past President of VZI the Austrian Association of
Consulting Engineering Firms and will be President of ICPMA 2013-2015.
Konrad Gornik
DI Konrad Gornik has studied civil engineering at the University of Technology in Vienna and specialized in
construction project management. His key qualifications are cost and contract management. He has been
involved in the project management of projects such as the Austrian Parliament, University of Vienna, multi-
purpose centres in Romania, Serbia and Poland. He is active in research work for construction cost planning
methods and life cycle cost optimization.
The conference will include a welcome dinner on 31st May (restaurant “Praia da Luz” www.praiadaluz.pt)
and a visit to Port of Leixões, during 1st June afternoon.
Besides the conference, Porto and north of Portugal offer enjoyable and interesting tourist places to visit
during the weekend.
Guimarães, one of the most important historical cities of the country, is the European capital of culture
