Nowadays, international relations and multinational projects are part of PM everywhere.
The simple apply of tools and procedures, without recognizing the culture differences, had
reached to several problems and serious failures in PM. In order to, not only guarantee the
demanded efficiency, but also be able to get the best of each country, each culture and be a
global competitor, a new approach should be contemplate. PM future must include the
management of the relations between different multinational people and multicultural
companies. What issues are most important for companies and entities that operates
internationally? Multicultural experience and soft skills are certainly one of them.

Life Cycle in Infrastructures - Focus on Ports
The great majority of freights and commodities moves around the world by sea - maritime
transports. The sea roadways, which connect the different continents, are linked by
terminals or ports. Many of them are points of convergence between maritime, rail, road
and air transports. In this way, they are true logistics interface centers with enormous
complexity and size.
Nowadays, planned investments in ports are huge and geographically dispersed for all
continents, for developing to developed nations. This is mainly driven by mining and oil
industry, exportation and importation of goods, in general, by globalization.
Cities develop around ports, a myriad of different business activities - commercial,
industrial, services and logistics – are born and grow justified by the port activity.
Sometimes, the city surrounds the port in such tight way, that it negatively affects the port
operations - this joint development, ports and cities relationship is unstoppable.
Some ports were born a long time ago and never died, supported by continuous changes,
as a response to new society and environmental requirements.
Ports flexibility is enormous. In past, it was coal that was moved, now helices and wind and
water turbines. Climate, physical and global society changes are increasingly faster and
faster. That made that lifecycle in port construction is not very long, and that the flexibility
is an important condition to life cycle investment analysis.
Cities’ close relationship, continuous adaptation to society and environmental
requirements and huge flexibility are important features that make project management in
ports essential since the design to construction and operation.

Antonio Campos e Matos
Antonio Campos e Matos is president of CERUP Porto University Centre Risk, major partner of GEG
(www.geg.pt) since the firm creation (1987) and auxiliary professor in Porto’s engineering university.
He graduated in October 1973 from the Porto University in Civil Engineering. Since 1974 he has been a design
engineer in designing, consulting and project team management, first in the office ETEC (1974 to 1983), and
then in GEG. In 1987 he graduated with a Ph D., also in Civil Engineering. He has been associated to the Porto’s
faculty of engineering, as a professor, since 1973 up to now, first as an assistant then as Auxiliary professor. In
the professional field, he has more than 38 years of experience, having developed several projects in different
areas of Civil Engineering: Bridges and Civil Construction Works; Ports and maritime works; Environmental
Geotechnics; Railway and Metropolitan engineering; Tunnels and underground works; Road engineering and
Geological risk studies. He is involved in the field of research of Geotechnical and Structural Engineering, risk
analysis and management and High Speed Railway.

Louis Gunnigan
Dr Louis Gunnigan - Head of School of Construction in Dublin Institute of Technology (DIT), Ireland. In a career
that to date covers over 32 experience in construction, Dr Louis Gunnigan has held a wide variety of positions
spanning initial experience as a trades person through site management, engineering, contracts management,
education, training and research. He holds a Master’s Degree by research from Trinity College, 1999, Dublin and
a PhD from the University of Salford in the UK, 2007. He is the President of the International Construction
Project Management Association (ICPMA) and a Fellow of the Chartered Institute of Building. His primary
research area concerns the effective use of Public Private Partnerships. He has a number of published papers in
this area and have presented extensively to national and international groups on this subject. His particular
interest is in the use of PPP in the construction of Urban Transport systems. He is a current member of the
UNECE Group of Experts in PPP whose brief it is to establish the criteria for developing PPP in transition
economies. He represents DIT on a number of other PPP related initiatives including collaborative research
projects in PPP with universities in a number of other countries.

Stéphane Maye
Stephen Maye, a civil engineer, was graduated in ETHZ MBE St.Gallen, in Switzerland. With an experience of
almost 20 years in the construction and real estate, Stéphane Maye leads the pom +, a consulting company in
property management and organizational development, since April 2009 (www.pom.ch). Stéphane has worked
throughout Europe on a variety of projects, from clinics, to schools, housing and commercial properties. He
worked in the construction company SA Steiner and Suter + Suter Company and he was an executive member
and partner of Techdata SA, for over ten years. Prior to joining pom +, he was director at Losinger Construction
SA, where he was responsible for the development of real estate projects in Western Switzerland. His education
and experience has been focused in construction planning, business and structural engineering, specializing in
project leading and management, quality control and management, and project steering. He did the MBA,
Master of Business Administration, on HSG St. Gallen / Switzerland. He is a member of the SIA, a Swiss
organization for engineers and architects, the International Association for Bridge and Structural Engineering.

Victor do Prado
Victor do Prado currently works as Deputy Chief of Staff to the Director-General of the WTO (www.wto.org) . He
previously served as a Counselor in the WTO Rules Division where he acted as a Secretary of the WTO
Committee on Subsidies and Countervailing Measures. During his work at the WTO, he held the position of the
Chairman of the Subsidies Committee and the Panelist in various cases, and he was a Member of the Brazilian
Delegation to Dispute Settlement Proceedings several times. Victor do Prado holds a Degree in Law from the
University of São Paulo and a Master in International Relations from the Brazilian Diplomatic Academy. He has
lectured at the University of Paris, the Freie Universität Berlin and at Georgetown University Law School.

Francisco Mendes Palma
Graduated in economics from the Portuguese Catholic University and has a master’s degree in Economics from
Collège d’Europe, Belgium. He is Manager of Espírito Santo Research Sectorial and Member of the Board of
Banco Espírito Santo Cabo Verde, SA. He lectured at the Portuguese Catholic University, was an advisor to the
Portuguese Ministry of Foreign Affairs and to the Energy Services Regulatory Authority, as well as a consultant
to companies, projects and surveys in thematic areas of industrial economics, regulation and competition,
energy and innovation. He has participated in conferences and debates and was a contributor to various
national and international articles and books on economic and sectoral activity, energy, economic
internationalisation, industrial economics, innovation and sustainability. The department which he heads,
Espírito Santo Research Sectorial, monitors and analyses the evolution of selected sectors of the Portuguese and
Spanish economies, namely within the framework of the international environment, assessing trends,
opportunities and potential threats.

Nicholas Howard Smith


Nick helps organisations to maximize their effectiveness; seize opportunities; achieve objectives; and look after
costs. Nick works with entrepreneurs and business leaders to promote projects and concepts that make sound
sense, and which can be seen to be socially responsible. Nick’s core discipline is in Real Estate, with professional
interests in the value of design, the creation of places for people, and the opportunities offered by superior
customer service. Nick is an expert witness in his specialist field, and freelance writer. Nick also helps to develop
personnel to fulfill their potential.
Nick has lived in Oman since 2006 and was CEO of The Wave Muscat (www.almeria-thewavemuscat.com) until
2009. This mixed-use development project comprises 4000 residential properties, hotels, a marina and golf
course, and other associated facilities. Nick has also worked in Saudi Arabia, and prior to moving to the Middle
East worked in the UK for both British and American development and construction companies.

Porie Saikia-Eapen
Porie Saikia-Eapen joined the US based international firm of CH2M (www.ch2m.com) Hill in 2007 and currently
serves as the firm’s Business Vice President & NYC Area Manager. Ms. Saikia-Eapen’s award-winning,
distinguished career in the design and construction industry spans 28 years, where she has demonstrated her
leadership skills as an effective manager, communicator, and innovator. She is a licensed architect in the state
of NY and a Fellow of the Chartered Institute of Buildings of UK. The majority of her work experience has been
in the Eastern USA where she has served in the capacity as owner, owner’s agent, and consultant. She is a
recognized public speaker on issues of sustainability, urban design, urban mobility and resource development
where the audience includes domestic & international academia and design/construction professionals at
national and international conferences in UK, Switzerland, Mexico, South Korea, Russia, Argentina, India,
Thailand, Ireland, Vietnam, Turkey, Austria, China, Malaysia, Finland and North America.
In addition to being the Director of International Construction Project Management Association, Ms. Saikia-
Eapen is a Governor of the New York Building Foundation and the Americas Ambassador for the Chartered
Institute of Buildings; a trustee at the BW Architecture Foundation, Director at Association of Consulting
Engineering Companies NY and Women Builders Council NY. A past president of Construction Management
Association of America NYNJ, she is also the Advisory Board member of CMAA NYNJ and of WTS (Women
Transportation Seminar) in NY. In 2007, Ms. Saikia-Eapen co-founded Tree of Life Professional Development Inc.
for capacity building in post conflict regions and co chairs an annual International Design & Construction
Management Exchange Forum in Bangkok since 2007.

Wilhelm Reismann
Dr Wilhelm Reismann has studied civil engineering at the University of Technology in Vienna and specialized in
international project management. After some years in Togo and Iraq he started the engineering partnership "iC
consulenten" (www.ic-group.at) in Vienna, Austria which today has approx. 350 employees, focusing on project
management and engineering in Austria and world-wide. He teaches "International Construction Project
Management" at the Vienna University of Technology, is Past President of VZI the Austrian Association of
Consulting Engineering Firms and will be President of ICPMA 2013-2015.

Konrad Gornik
DI Konrad Gornik has studied civil engineering at the University of Technology in Vienna and specialized in
construction project management. His key qualifications are cost and contract management. He has been
involved in the project management of projects such as the Austrian Parliament, University of Vienna, multi-
purpose centres in Romania, Serbia and Poland. He is active in research work for construction cost planning
methods and life cycle cost optimization.

José Luis Estrada


José Luis Estrada has a PhD Civil Engineering degree, by the Polytechnic University of Madrid. He is specialized in
Ports and Transports, with more than 36 years of experience. He has worked in the Ports Authorities of
Tarragona, Barcelona and Algeciras, where he was General Manager. He has also been Planning and
Development Director of Puertos del Estado and President of the “Puerto Seco de Madrid S.A.” and “Conte-Rail
S.A”. Doctor Estrada has combined his professional career with academic activity, teaching on port, transport and
logistics subjects. He commonly participates in conferences and seminars and has made numerous papers. He
has been Chairman of different Technical Committees of IAPH (International Association of Ports and Harbours),
where he’s Honorary Member. He was President of RETE and he´s currently Honorary Member of the Association
and member of its Scientific Committee. He is currently Managing Partner of the company ESTRADA PORT
CONSULTING S.L. mainly dedicated to port consultancy (http://estradaportconsulting.com).

Palmina Teta-Whelan, CCM
Palmina Whelan is a Senior Project Manager with Dallas based American Airlines Corporate Real Estate division,
managing AA’s Northeast Capital Program for its cornerstone airports in New York and New Jersey
(www.aa.com). With over 10 years of experience both in the private and public sector of the construction
industry, Palmina is a skilled project manager, construction manager, construction assessment specialist and
owner representative for aviation, education, institutional and retail projects. A seasoned construction
professional, her expertise is on management of complex projects from inception to closeout, encompassing
consultants’ team management, monitoring quality control & establishing and realizing schedule and cost
milestones. A Certified Construction Manager (CCM), Palmina feels strongly about benefits of Certification and
works with CMAA to prepare candidates scheduled to take the CCM Certification by volunteering as an instructor
for the CCM prep course. Palmina currently serves as a National Board of Director for Construction Management
Association of America as well as the President Elect for CMAA Metro NY/NJ.

Emílio Brogueira Dias


Emílio Brogueira Dias has been admitted in the Port Authority of Douro and Leixões in 1972. Starts working as a
Civil Engineering, in 1975. In 1984 was nominated Head of Division of Workmanships, and in 1991 was
nominated Director of the Services Department Services. Since 2002 he is a Member of the Board Administration
of the Port Authority of Douro and Leixões. He is a Board Member of IHRH - Hydraulics and Water Resources
Institute of the University of Porto, CERUP, IDCEM - Institute for the Development of the Knowledge and
Economy of the Sea, sea cluster Oceano XXI (since 2008)– Sea Knowledge and Economy Cluster, and member of
Portuguese Delegation AIPCN/PIANC - Permanent International Association of the Navigation Congresses and
vice president of RETE (international association for collaboration between ports and cities, in Portugal, Spain
and Italy).
Since 1998 he is Coordinator of I&D Projects concerning “Submarine Robotics” developed by the Department of
Electrical and Computer Engineering (DEEC) of the Faculty of Engineering of the University of Porto. Since 1993
he is responsible for lecturing the module in “Maritime and Fluvial Workmanships” in the Porto Engineering
Institute (ISEP). Between 1998/2005 he was responsible for lecturing the module in “Port infrastructures“in the
Faculty of Engineering of the University of Porto. Between 1998/ 2004 he was Supervisory Council in the North
Region of the Portuguese college of Engineers. Between 2000/ 2005 he was Chairman of the Portuguese
Association of Water Resources from the North Region.

Luís Valente de Oliveira


Luís Francisco Valente de Oliveira is Graduate in Civil Engineering, Oporto University; he has a Diploma in
Regional Development Planning, Institute of Social Studies. The Hague, (1969). has a M.Sc. in Transportation
Planning, Imperial College, London University (1971) and a PhD in Civil Engineering (University of Oporto – 1973).
He is a full professor, University of Oporto, Faculty of Engineering, since 1980 (Town and Country Planning:
Transportation Planning: Regional Development Planning). Head of the Technical Office of the Northern Region
Planning Commission from 1973 to 1975. Responsible for the management of the Northern Region Planning
Commission from 1975 to 1978. Minister of Education and Scientific Research from 1978 to 1979. Chairman of
the Northern Region Co-ordination Commission from 1979 to 1985. Minister of Planning and Territorial
Administration from 1985 to 1995. Minister of Public Works, Transports and Housing from 2002 to 2003.
Member of the Academy of Engineering (Portugal). Councillor-member of the Portuguese Institution of
Engineers. Formerly acted as representative of the Portuguese Government and expert adviser at various
technical committees of the O.E.C.D. and the Council of Europe. Formerly President of the Conference of
Peripheral Maritime Regions of the European Economic Community and currently President of its Scientific
Board. Member of the Board of the Entrepreneurs Association of Portugal. President of the Municipal Assembly
of Oporto (Supervisory Body of the Executive). European Coordinator of Motorways of the Sea. Has written
numerous articles and books on subjects within the field of his academic expertise or political responsibilities.
Social events

The conference will include a welcome dinner on 31st May (restaurant “Praia da Luz” www.praiadaluz.pt)
and a visit to Port of Leixões, during 1st June afternoon.

Besides the conference, Porto and north of Portugal offer enjoyable and interesting tourist places to visit
during the weekend.
Guimarães, one of the most important historical cities of the country, is the European capital of culture
