1.2 Composition of the Technical Evaluation Committee (TEC)

Following officers have been appointed by the Deputy Chief Secretary (Engineering) to
serve in the Technical Evaluation Committee.

. Bidding Stage

2.1 Invitation of Bids

Bids were called by an open invitation published in three daily news papers “Ceylon
Daily News”, “Dinamina” & “Thinakaran” on 01st May 2019. (A copy of the
advertisement is annexed herein – “Annexure - 01”).

2.2 Issue of bidding documents

Bidding documents were issued from 25th July 2019 to 7th August 2019.
2.3 Opening of Bids

The Bidding was closed on 8th August 2019 at 10.30 hrs at the Department of animal production &
health (WP) and opened at the same venue in the presence of the following bid opening committee
appointed by the Procurement Committee.

 All the bids received before the closing time, were opened by the Bid Opening Committee in
the presence of Representatives of the Bidders. The attendance sheet of those present at
the Bid Opening is given in “Annexure – 02” along with Bid opening minutes.

Following three bidders have quoted for this bid.

3. Evaluation of Bids

3.1 Preliminary Bid Examination (Pre - Qualification Stage)

Preliminary examination (check on documents submitted) was conducted on following and findings
of this examination are presented in Annexure 03.

3.1.1 Whether the bidder was blacklisted

3.1.2 Business Registration

3.1.3 Completeness of the Form of Bid, bid validity, signing of the Form of Bid in
accordance with the format given in the bidding document and Bid Security.

Following bidders are responsive for their quoted items and their bids were considered for detailed
bid evaluation.

3.2 Technical Evaluation

TEC considered the compliance of the technical specification in this stage of evaluation.

 3.3 Post Qualification Evaluation

Post Qualification Evaluation was conducted on following.

3.3.1 The bidder shall provide evidence that it is currently a legal entity and shall be in this
business during that last 05 years.

3.3.2 The minimum amount of liquid assets and/or credit facilities net of other contractual
commitments and exclusive of any advance payments which may be made under
the contract shall be not less than Rs.10 million.

3.3.3 Substantially responsive bidder should submit the sample conformed to the
specifications within 7 working days from the request made by the employer to be
eligible for contract award.

Findings of Post Qualification Examination are presented is presented in Annexure 05.

TEC considered the quoted items separately.

TEC Recommendation - Genaretor

TEC recommended to purchase 01 No of A0 Copier Model RICOH MPW 6700SP from the
Responsive 2nd Lowest bidderM/s Gestetner of Ceylon PLC for the quoted unit price of
Rs.1,790,000.00 after confirming the following.

1. Agreed warranty is three years comprehensive.

2. Manufacturer’s Certification for the availability of spare parts and tonersfor
five years period after 03 years warranty

Also it is recommended to check a sample before purchasing.

And also we are participated the sample checking at LPA Engineering (Pvt) Ltd Company
where the quoted model and brand of A0 machine is functioning.

 Following were observed

1. this machine is purchased in 2017

2. It’s origin and manufacturing is totally in Japan.

But the quoted Model is Japan origin and manufacturing China as per the specification.

When we questioned on this, the representative of M/s Gestetner of Ceylon PLC is

mentioned that mistakenly they mentioned the China Manufacturing and they will correct
that in writing. today they submitted the letter ref: L07082019N:V dated 07.08.2019 with
Purchase of office Equipment for Engineering Organization Ref No : CSWP/ENG-ACC/05-
06/FI/08 confirming that the quoted model is Japanese Origin and Manufactured in Japan.
