TECHNICAL SPECIFICATION AND SCHEME FOR ENERGY AUDIT OF
CLW/ CHITTARANJAN WORKSHOPS & TOWNSHIP

1.1 General

Chittaranjan Locomotive Works (CLW) located in Burdwan District of West Bengal. CLW
manufactures electrical locomotives, traction equipment and steel castings for Indian Railways. The
salient features of Chittaranjan Locomotive Works in connection with Production and Energy usage
are as under: -
Annual production : 486 Electric Locomotives (2021-22)
Target production : 485 Electric Locomotives (2021-22)
Operations : 283 days (General & Shift Operations)
Connected electrical load : 30MW
Contract Demand : 9 MVA
Annual electricity consumption : 36 million units.
Annual diesel consumption (as back up) : 15 KL
Power factor : 0.98 (average)

1.3 Brief of Power Distribution System:


33 KV power supply is received at MSS (Main Sub- Station) from DVC through on dedicated feeder
line and other two auxiliary feeders which is supplemented by 6MW Solar electricity generation
system. They feed to the main Workshop, Steel Foundry, Township, and Water Supply through one
12.5 MVA transformer, Three (03) 10 MVA transformers, and One 6 MVA transformer at 11 KV.
There are 70Nos. (11 / 0.415 KV) substations. One 3.3 KV substation at Sidhabari pump house for
water supply.

establishment at their own cost for better appreciation and understand of the above.

2.0 Scope of Audit:


(I) Measuring, monitoring, verification, and analysis of energy consumption at Main Work Shop, Steel
foundry, Township, Administrative buildings and offices, and water supply system.
(ii) In-depth study of all machines, all major energy-consuming equipment, and their energy usage at
different stages of manufacturing and processes at CLW.
(iii) Submission of a technical report detailing the measures and action plan to be taken to reduce
energy consumption and recommending energy efficiency measures with cost-benefit analysis.
(iv) Lighting and fan to be such that it meets National/ International norms for Lux level and air supply
for various works centers etc.
3. Objectives:
3.1 Energy Audit of Main workshop & Steel Foundry:
(i) To study of existing load management, load factor, peak load, and other associated parameters for
meeting manufacturing schedule & target.
(ii) To study the working of electrical furnaces towards their electricity consumption and scope for
improvement.
(iii) To audit compressors, compressed air systems with its distribution network and suggest methods
for energy saving. The opportunity of energy-efficient compressors should also be explored along
with their cost-benefit analysis.
(iv) To audit the existing centralized A.C. system, Air handling Unit & connected network at different
locations. Suggesting measures to reduce energy consumption and increase efficiency.

(v) To audit the existing lighting system and give recommendations for optimized lighting and
energy requirements workshops & offices.
(vi) To audit various Electric Motors (above 50 H.P.) along with their usage and give
recommendations for reducing energy consumption and increasing efficiency of the system.
(vii) To audit the major fuel oil consumption points and related equipment.
(viii) To audit various testing facilities, labs for testing finished products for their efficient
utilization.
(ix) To audit energy intensive major plants / processes like Paint shop, VPI plant TM test plant,
short blasting plant, dust collection plant and welding plants, Sewage treatment plants. Give
recommendation for their effective usage.

3.2 Energy Audit of Township


(i) To carry out audit of electricity distribution system of Township area, analysis of consumption
pattern of major load center and suggesting ways of re-distribution/strengthening of distribution
Substations for reducing energy loss and optimization of load.
(ii) To audit the existing Street lighting system in the Township Area, Administration Building
& Other offices and household lighting on a sample basis, with respect to energy saving
opportunities.
(iii) To study the existing energy metering system of electrical distribution in the Township Area of
Chittaranjan Locomotive Works and scope of improvement in metering arrangement towards
better accounting/revenue improvement. Also, suggest measures to reduce transmission losses.
(iv) To audit the existing stand-alone Air Conditions in Administrative building and other offices for
reducing energy consumption and increasing efficiency. If new equipment is suggested, then
cost-benefit analysis also be submitted.

3.3 Energy Audit Pumping station

(i) To audit the Water distribution system from start to end which includes Water Pumping System
pump performance, connected motor load, and suggested measures to optimize it.

(ii) To audit water pumping system in the Township Area, which includes vertical turbine pump for
drawing water, booster pump for distribution.

(iii) Energy audit of all the pumps with respect to their usage and efficiency, suggesting ways to
improve on it for reducing the energy consumption along with cost-benefit analysis.

4.0 Deliverables: -

4.1 Require to submit a detailed report clearly indicating on improving energy usage, an
alternate method to achieve the task in energy-efficient way and identification of energy-
saving opportunities of various equipment and process.

4.2 Submit a detailed report by segregating the major energy-intensive unit such as
Compressor, VPI plant, Heavy machinery, TM test plant, Short blusting plant, Welding
process, Oil furnaces, etc. by measuring the energy consumption and suggest ways to
conserve energy and increasing the efficiency without affecting the quality of work.
4.3 Submit a detailed report on the evaluation of electrical and other energy consumption at
present and recommendations of effective measures and action plan for maximum
energy saving with a view to optimizing the complete system.
4.4 Submit a detailed report on the energy consumption of various pumps, suggesting ways
to reduce energy consumption and increase the efficiency of the system. If energy-
efficient pump is required, then cost-benefit analysis is also given.

4.5 Bench marking for each activity.

4.6 Technical specifications for any retrofit options.

4.7 List of suppliers/ manufacturers of energy efficient technologies.

4.8 Training :

4.8.1 Develop a purposeful MIS, for effective monitoring and control of energy usage to reduce
the total cost ofd energy. Group of staff shall also require to be trained for running MIS.

4.8.2 To conduct awareness program for Executives and Non- Executives on Energy Efficiency.
Training should be given for conducting awareness program in regard to Energy
Efficiency. The training days will be as per mutual agreement between CLW auditors.

4.8.3 Audit Report in 03 hard copies and 01 soft copy in CD should be submitted after
completion.

4.8.4 Audio visual presentation in Energy Audit is also required to be given before CLW
Administration. Also during the course of the Audit CLW Administration shall be kept
appraised of the progress through audio visual presentation from time to time.

5.0 Completion Period :


(i) Draft report to be submitted within 8 10 weeks of receipt of final clearance/ order.
(ii) Final report will be submitted after receiving comments on the draft report within 04
weeks.
(iii) Total time period will 14 weeks(98 Days).

6.0 Qualification / Eligibility Criteria


The tenderer must fulfill all the following eligibility criteria and submit the documents in
support thereof as mentioned below.
a. The agency should have conducted Energy Audit for at least one major Production Units/
Workshops in PSUs/ Govt. / Semi Govt. with minimum contract demand of 5 MVA in last
three years.

b. The Agency should be enlisted as accredited by the Bureau of Energy Efficiency (BEE)
Engineers who are likely to be working on energy Audits assignment of Indian Railways
should be certified from BEE. Enclose copy of certificate of BEE & proof that engineer is
working since last one year with the agency.
c. The agency should not be involved in any major litigation that may have an impact of
affecting or compromising the delivery of services as required under this contract.
d. The agency must not be black listed by any Central/ State Government/ Public Sector
Undertaking in India.
e. Consortium/ Joint Ventures will be allowed.
f. The agency is desired to have experience in implementation of energy efficiency projects
in Govt. sector.
7.0 Special notes: -
i) CLW will normally provide only one room accommodation in any Rest House at free
of cost, however, intimation should be sent at least 3 days in advance. In exceptional
cases accommodation for longer period can be considered.
ii) No Vehicle / Transport shall be provided by CLW.

8.2 Prior Experience of the Organization:
In this, the bidder needs to provide following documents to support their experience.
(i) One page giving details of at least five energy audit carried out in Government/ PSU/ Corporate
buildings, hospitals, offices, commercial complexes having load more than prescribed in tender.

(ii) Credentials to support experience in preparation of Energy Audit reports thereafter in the last
three years.

(iii) Completion certificates from above mentioned establishments at least five during last three
years will be essential.

(iv) Experience in energy audits and energy efficient projects.

8.3 Comments and Justification:


Suggest and justify here any modifications or improvement to the scope of work, tasks to be
performed, time line, deliverables, payment terms etc. to improve performance in carrying out
the Assignment. Such suggestions should be concise and to the point. (Maximum One page if
required)
8.4 Approach and methodology for performing the assignment:
(i) Approach to carry out energy audits: In this, the Agency shall outline their approach and
methodology to identify energy consuming operations as per scope of this tender and existing
status and performance of operations, which includes measurements, saving potential and ways
to achieve the savings and cost benefit analysis of different options. This portion would highlight
past experience in working for Government sector.

(ii) Development of protocol and format for energy audit: The selected bidder will develop
protocol and format of energy audit report based on the documents collected from employer
and take approval from the employer before starting energy audit of advertised location/ utility.

(iii) Approach to do baseline estimation: An accurate estimation of Baseline consumption plays a


vital role in implementation of energy audit reports. Explain your approach to ensure that an
accurate estimation of baseline consumption is presented in the final report. Agency needs to
mention various factors, which are keys for estimating baseline energy consumption and
approach to capture these parameters.

(iv) Approach to Implementation: This activity shall result in implementation of proposed measures in
Railway stations, hospitals, offices, residential colonies, production units, workshops etc. ENERGY
important to be
addressed in energy audit, which shall give true implementation potential and can be directly
adopted for implementation. This shall also discuss operational as well as administrative
parameters. Agency shall discuss their approach in capturing these parameters keeping
implementation in mind.

(v) Understanding of utilities in consideration: INDIAN RAILWAYS (IR) prefers ENERGY AUDIT
FIRMS/ESCO bid after having understanding about the utilities to be audited in
consideration. Agency explains their understanding of different utilities in consideration.
