BESCOM : The Primary and the foremost responsibility of the operation department is to meet the customer’s
energy demands, provide quality energy through its own distribution network and to service customer’s various service
requirements related to distribution of power. Bescom receives its bulk energy requirements through both state and
central allocations and through power purchase agreements entered into with various independent power producers
besides, procuring energy through power exchanges or traders. The electrical energy is received through Transmission
network owned by KPTCL. The energy so received is distributed to consumers through the distribution network
consisting of 11 KV, 400 V and 230 Volts overhead and underground lines owned and maintained by BESCOM.
Depending on the geographical locations and constraints, the distribution network can be in the form of either

overhead lines or underground cables. Cables are Generally used in urban areas and overhead lines are adopted in

rural areas. Different network configurations are possible in order to meet the requirement of the consumers.

BESCOM HISTORY:

The Mysore State had the enviable and glorious position of establishing the first major hydroelectric generating

station for commercial operations at Shivasamudram as early as 1902. The art at that time was still in its infancy,

even in the advanced. The longest transmission line, at the highest voltage in the world, was constructed to meet the

power needs of mining operations at Kolar Gold fields.

The generating capacity of the Shivasamudram Power House gradually increased to 42 MW in stages. To meet

the increasing demand for power, the Shimsha Generating station, with an installed capacity of 17.2 MW, was

commissioned in the year 1940. The power demand was ever on the increase, for industries and rural electrification,

and additions to generating capacity became imperative. The 1st Stage of 48 MW and 2nd stage of 72 MW of the

Mahatma Gandhi Hydroelectric Station were commissioned during 1948 and 1965, respectively.

The State of Karnataka, with availability of cheap electric power, and other infrastructure facilities, was

conducive for increased tempo of industrial activity. It became necessary to augment the power-generating capacity

by harnessing the entire potential of the Sharavathi Valley. The first unit of 89.1 MW was commissioned In

1964 and completed in 1977.


Till the year 1986, KEB was a profit-making organisation.

Bangalore Electricity Supply Company Limited is responsible for Power distribution in Eight districts of
Karnataka Bangalore Urban, Bangalore Rural, Chikkaballapura, Kolar, Davanagere, Tumkur, Chitradurga and
Ramanagara).

The company has 4 operating Zones – Bangalore Metropolitan Area Zone(North), Bangalore Metropolitan Area
Zone(South), Bangalore Rural Area Zone and Chitradurga Zone, 9 Circles, 32 Divisions, 147 Sub-divisions and
534 Section Offices.

CLASSIFICATION OF SUPPLY

For arranging power supply, the following system and classification shall be applicable.
SYSTEM OF SUPPLY: The declared voltages are as follows:-

LOW ETENSION SUPPLY:


Alternating Current, single phase, 230 volts, between phase and neutral.
Alternating Current, 3phase, 440 volts, between phases and 230 volts between phase and neutral.
HIGH TENSION SUPPLY :
Alternating Current, 3 phase, 11/13.2/33 KV depending upon the voltage available in the are
EHTSUPPLY
Alternating Current, 3 phase, 66/110/220/400 KV or two phase supply at 220kv .

TARIFF ECATEGORY
TARIFF SCHEDULE LT-2(b)
Applicable to the installations of Private Professional and other Private Educational Institutions including aided, unaided institutions,
Nursing Houes and Private Hospital having only lighting or combined lighting & heating, and motive power.
TARIFF E SCHEDULE LT-4(a), LT-4 (b) & LT-4(c)
Applicable to (a) Agricultural Pump Sets including Sprinklers (b) Pump sets used in; (i) Nurseries of forest and
Horticultural Departments; (ii) Grass Farms and Gardens; (iii) Plantations other than Coffee, Tea, Rubber and Private
Horticulture Nurseries.

HT TARIFF CATEGORY:
TARIFF SCHEDULE HT-1(a)
Applicable to Water Supply, Drainage / Sewerage water treatment plant and Sewerage Pumping installations, belonging to
Bangalore Water Supply and Sewerage Board, Karnataka Urban Water Supply and Sewerage Board, other local bodies,
State and Central Government.
TARIFF SCHEDULE HT-2(b)
Applicable to Industries, Factories, Industrial Workshops, Research & Development Centers, Industrial states, Milk
dairies, Rice Mills, Roller Flour Mills, News Papers, Printing Press, Railway Workshops, Cold Storage, Ice & Ice-cream
mfg. Units.
TARIFF SCHEDULE HT-3(C)
Applicable to Government Hospitals, Hospitals run by Charitable Institutions, hospitals, Universities Educational
Institutions belonging to Government and Local bodies, Aided Educational Institutions and Hostels of all Educational
Institutions.
THE POWER TARIFF REVISION IN KARNATAKA
 Up to 30 units: increase from Rs.3.50 to Rs.3.7
 31 to 100 units: increase from Rs. 4.95 to Rs.5.20
 101 to 200 units: increase from ERs. 6.50 to Rs.6.75
 201 to 300 units: increase from Rs. 7.55 to Rs. 7.80
 301 to 400 units: increase from Rs. E7.60 to Rs. 7.80
 Above E401 units: increase from Rs. 7.65 to Rs.7.80

According to an estimation, the domestic power bill expected to go up by around 6% following the implementation of the
new tariff plan. The KERC also proposed a number of changes for industrial and commercial users.

MAINTENANCE OF DISTRIBUTION SYSTEM

Unit Office
 Operational & Maintenance Unit is the primary link between the consumer and the company. It is the lowest

office in the hierarchy, where consumer relationship is established. It is headed by an officer of the rank of an
Assistant Engineer or a Junior Engineer. The duties of the official in charge of an O&M Unit are as follows :
 Receiving applications of power supply from prospective consumers.

 Preparation of estimate to assess the expenditure involved and to obtain sanction for incurring the expenditure

for releasing connections.


 Examination of the feasibility of Power Supply from the existing infrastructure.

 Forwarding the application of the prospective consumer with their comments on feasibility and estimate to the

sanctioning authority.
 Releasing service connection duly following the prescribed procedure on receipt of power sanction from

competent authorities.
 Maintenance of 11 KV lines, distribution transformers, cables and equipments to ensure reliable and quality

power supply to the consumers.


 Attending to consumer complaints regarding power supply in terms of its quality, and other technical matters.
Sub-divisional Office
 A Sub-division consists of 3 to 5 O&M Units and headed by an officer of the rank of Assistant Executive Engineer. He

oversees the functioning of O&M Units, so as to ensure reliable distribution of power in the jurisdictional area. An Assistant

Accounts Officer/Senior Assistant is placed in the Sub-division to look after the Accounting and Finance related functions.

The duties of the Sub-divisional Officers are as follows :

 Sanctioning of service connections as per powers vested with him.

 Approving works mainly in the nature of maintenance works as per power vested with him.

 Maintenance of 11KV lines, distribution of transformers, cables and equipments to ensure reliable and quality power supply

to the consumers.

 Attending/Monitoring of consumer complaints regarding power supply in terms of its quality, interruption and other

technical matters and bill related issues.

 Proposition of Augmentation works to cater to the needs of public.

 Monitoring of works.

 Billing the consumers in the jurisdictional area.

 Collection of bills from consumers as per the terms and conditions of Supply.

 Maintenance of Consumers Accounts in the prescribed manner.

 Preparation and submission of various statistical information to the higher offices.


 Divisional Office
 A Division has 3 to 5 sub-divisions under its jurisdiction. It is purely an administrative office and does not deal with

consumers directly. It is headed by an Officer of the rank of Executive Engineer and assisted by sub-ordinate officers. An
Accounts Officer is also placed in the Division office to look after the Financial and Accounting functions of the
Division. The duties of the Divisional Officers areas as follows :
 Overseeing the functioning of the sub-divisions as per specified parameters and regulations.

 Sanctioning of service connections as per powers vested with him.

 Approving works both in the nature of Maintenance and Capital works as per power vested with him.

 Approval of Augmentation Works within the powers vested with him.

 Procurement of men and materials within the powers vested with him.

 Monitoring of various works being undertaken in the jurisdictional area and ensuring timely completion of the same.

 Rendering periodical statistical information to Head office and other offices.

 Ensuring the activities of the Company such as execution of works , releasing of service connections, prevention of

theft of power, realization of revenue, redressal of consumers grievances etc.,


 Initiating disciplinary actions against the officials who found guilty of offence, non-performing etc., within the

powers delegated.
 Circle Office

 A Circle has 3 to 5 Divisions under its jurisdiction. It is also an administrative office which does not deal with consumers

directly. It is headed by an Officer of the rank of Superintending Engineer and assisted by sub-ordinate officers. A
Deputy Controller of Accounts is placed in the Circle office to look after the Financial and Accounting functions of the
Circle. The duties of the Circle Officers are as follows :
 Overseeing the functioning of the jurisdictional Divisions and sub-divisions as per specified parameters and regulations.

 Sanctioning of service connections as per powers vested with him.

 Approving works both in the nature of maintenance works and Capital as per power vested with him.

 Approval of Augmentation works within the powers vested with him.

 Procurement of men and materials within the powers vested with him.

 Monitoring of various works being undertaken in the jurisdictional area and ensuring timely completion of the same.

 Rendering periodical statistical information to Head office and other offices.

 Ensuring the activities of the Company such as execution of works, releasing of service connections, prevention of theft

of power, realization of revenue, redressal of consumers grievances etc.,

 Initiating disciplinary actions against the officials who found guilty of offence, non-performing etc., within the

 Zonal Office
 A Zone has 2 to 3 Circles under its jurisdiction. It is also an administrative office which does not deal with consumers

directly. It is headed by an Officer of the rank of Chief Engineer and assisted by sub-ordinate officers. A Controller of
Accounts is placed in the Circle office to look after the Financial and Accounting functions of the Circle. The duties of
the Zonal Officers are as follows :
 Overseeing the functioning of the jurisdictional Circle, Divisions and sub-divisions as per specified parameters and

regulations.
 Sanctioning of service connections as per powers vested with him.

 Approving works both in the nature of maintenance works and Capital as per power vested with him.

 Approval of Augmentation works within the powers vested with him.

 Procurement of men and materials within the powers vested with him.

 Monitoring of various works being undertaken in the jurisdictional area and ensuring timely completion of the same.

 Rendering periodical statistical information to Head office.

 Ensuring the activities of the Company such as execution of works, releasing of service connections, prevention of theft

of power, realization of revenue, redressal of consumers grievances etc.,

CONCLUSION

Electrical supply system in any building is complicated, from its placement to the maintenance of each

component. the arrangement of each systems are well thought of and they maintain the quality of the
system to be able to work on a daily basis the entire system is needed to be able to run smoothly to

produce undisrupted amount of electricity to the building. Overseeing the functioning of the sub division
as per specified parameters and regulations. Sanctioning the service connection as per power vested with

him. Approving works both in the nature of maintenance and capital works as power vested with

him. Approval of augmentation works within the powers vested with him. collecting tariff from the
consumers properly. provide reliable power supply to the consumers. providing continues power supply to
