1 Project Charter
Designmen Consulting Engineers (Pvt) Ltd. is a project and construction management
company, and is highly regarded and reliable company in Pakistan. Designmen Consulting
Engineers (Pvt) Ltd possesses expertise in overall planning, co-ordination and control of a
project from its inception to required timely completion, and meeting the quality standards
within estimated costs. The main aim of Designmen Consulting Engineers (Pvt) Ltd. is to
produce projects, which complies with the client's requirements and objectives. We
ascertain widespread agreement on the owner's objective, and ensure they are maintained
throughout the phases of Design, Construction and finally Commissioning of the project.

Recently our company signed a contract for the construction Supervision project of School
buildings – CONSTRUCTION OF AGA KHAN HIGHER SECONDARY SCHOOL MUHAMMADABAD
GILGIT -with one of our clients, Aga Khan Education Service Pakistan (AKESP). The school is

to be constructed on Muhammadabad Gilgit, which has an overall covered area of 40000


square feet.

1.1 Executive Summary


The buildings are designed to enhance the learning experience with multi-purpose and
flexible learning spaces reflecting the rapid changes in modern teaching methodologies. It
will facilitate students to question, explore and collaborate which are necessary
foundational skills to equip students to meet the complex challenges of the 21st century.
The new facilities have been designed as green buildings to work in harmony with the local
environment.

1.2 Project Purpose/Justification

1.2.1 Business Need/Case/Purpose


The AKHSS Muhammadabad Gilgit is constructed to increase the combined capacity of
student to ensure increased future demands are converged. The buildings are design to
enhance the learning experiences. This project would also serve as a stride towards
meeting the mission of the Organization which is to produce well aesthetic and modern
educational institutes and give quality education.
1.2.2 Business Objectives
The business objectives for this project are precisely streamlined with the Organization’s
corporate strategic plan, i.e., to enhance quality of Education with multi-purpose and
flexible learning spaces reflecting the rapid changes in modern teaching methodologies.

1.3 Project Description


The Construction AKHSS Muhammadabad Gilgit project will assist and enable the
Organization to increase its enrolment capacity of students, with modern and spacious
classrooms, science and computer laboratories, libraries and offices and other facilities will
be constructed.

1.3.1 Project Objectives and Success Criteria


The objectives which mutually support the milestones and deliverables for this project have
been identified. In order to achieve success on the project, the following objectives must be
met within the designated time and budget allocations:

1. To construct a school building for the client.


2. The new facilities have been designed as green buildings to work in harmony with
the local environment.
3. Use of natural light and air will ensure minimal energy consumption and carbon
footprint.

1.3.2 Requirements
This project must meet the following list of requirements in order to achieve success.

1. Construction of the School Building


2. Solar panels will be installed to provide renewable energy while insulated building
material.
3. The structures will also be seismic-resistant.

Additional requirements may be added as necessary, with project sponsor approval, as the
project moves forward.
1.3.3 Constraints
The following constraints have been identified for this project:

1. Time, the project needs to comply with the stated deadline since the completion of
the building structure is depended on other projects.
2. Scope (The scope needs to be clear as it may affect the efficiency of the project)
3. Cost (Estimates and cost calculation)
4. Quality (No compromise on quality should be done)
5. HR (Proper planning and efficient utilization of resources)
6. Stakeholders, effective management and engagement of stakeholder throughout the
project lifecycle is key to success. Stakeholders’ management plan would be drafted
which would highlight the needs to each stakeholder and would outline when and
how information would be communicated to each one.
7. Change Control Management (any changes required would be proposed through the
change control, where the proposed change would be evaluated by the change
control board and implemented accordingly, if approved.)

1.3.4 Assumptions
The following are a list of assumptions. Upon agreement and signature of this document, all
parties acknowledge that these assumptions are true and correct:

1. This project has the full support of the project sponsor, stakeholders, and all
departments
2. The objectives of this project will be communicated throughout the company prior
to deployment
3. Scope of work has been fixed and agreed by all stakeholders.
4. All the required suppliers, resources, goods and services will be available as required
by the project.

1.4 Preliminary Scope Statement


This construction of school building project which is set to be completed in September 2024.
The overall project is divided into different phases and each phase is dependent on the
previous one. To Ensure Quality while executing the structural design and architectural
layouts including with MEP(Utilities) and follow quality standards.

1.5 Risks
The following list identifies possible risks for the project. The project manager will
determine and employ the necessary risk mitigation/avoidance strategies as appropriate to
minimize the likelihood of these risks:

1. Delays in the supply of required material can cause a delay in the overall project.
2. The Quality has to be up to the standard.
3. Environmental factors.
4. Security Situations

1.6 Project Deliverables


The following deliverables must be met upon the successful completion of the HVOSD
Building. Any changes to these deliverables must be approved by the project sponsor.

1. Architectural design completion and approval.


2. Structural design completion and approval.
3. MEP design completion and approval.
4. Technical documentation for execution
5. Construction completion
6. Handling over and validation

The project Summary Milestone Schedule is presented below. As the project progresses and
the requirements are more clearly defined this schedule may be modified. Any changes will
be communicated through project status meetings by the project manager.

1.10 Roles and Responsibility:

1.10.1 Project Manager


Muhammad Ayaz is Project Manager for the duration of the Building Project. Mr. Ayaz’s
responsibility is to manage all project tasks, He is authorized to approve all budget.

1.10.2 Planning Engineer


Maintaining and updated the project records and documentation from the point charter is
signed till the handing over.

1.10.3 Execution Engineer


He would be working alongside the Resident engineer and undertaking all tasks allocated as
per the project plan. He is responsible for quality control.
