CM&U Project Managers are trained and experienced professionals who lead a matrixed support team that
includes GE Engineering, Procurement, Logistics, HSE, Installation, and Warranty professionals.

The primary method of project communications with GE and customers shall be via a single GE Project
Manager who will direct email, teleconferences, and when agreed, on site meetings to ensure effective pro-
ject control. The frequency and format for these communications varies depending upon the project re-
quirements and customer preferences. An on site Project manager is excluded from the scope of this pro-
ject but can be included at additional cost.

Contract Signature Date* 20% of Contract Price

90 days after Contract Signature Date 60% of Contract Price
120 days after Contract Signature Date 95% of Contract Price
180 days after Contract Signature Date 100% of Contract Price

If Contract is terminated prior to Notice of RTS, title to any Equipment that has not passed title shall remain
with the Seller. The termination fee for any Equipment that has passed title is 100% of the price of that
equipment. Any progress payments actually received by Seller prior to the notice of termination shall be
credited against these termination charges.

Termination for Cause; Suspension

Grounds for Termination by Buyer. The Buyer shall have the right to terminate this Contract for cause in the
event that the Seller: (i) becomes insolvent, makes an assignment for the benefit of its creditors, has a re-
ceiver or trustee appointed for the benefit of its creditors, or files for protection from creditors under any
bankruptcy or insolvency laws; or (ii) substantially breaches and fails to comply or perform its material obli-
gations hereunder (but only with respect to a material obligation for which this Contract does not provide
exclusive remedies), provided that: (A) that the Buyer shall first have provided the Seller with written notice
of the nature of such breach and of the Buyer’s intention to terminate the Contract as a result of such
breach, and (B) that the Seller shall have failed within thirty (30) days after receipt of such notice (or such
extended period as is considered reasonable by the Parties) either (1) to commence to cure such breach
and diligently thereafter to pursue such cure, or (2) to provide reasonable evidence that no such breach has
occurred.

Remedy in the Event of Termination by Buyer. If the Buyer terminates this Contract as provided above, the
Buyer shall pay the Seller that portion of the Contract Price allocable to the Equipment title transferred prior
to the termination notice. If the payments received by the Seller as of the date of such termination are in
excess of such portion of the Contract Price, the Seller shall return the excess of such payments to the Buy-
er. To the extent that Buyer has paid for Equipment that has not yet been title transferred to Buyer as of
the date of the termination notice, Buyer may elect to either (a) continue to receive delivery of the Equip-
ment upon full and complete payment for the Equipment or (b) forego delivery and title transfer of the
Equipment in exchange for a refund of the portion of the Contract Price allocable to the Equipment that has
not been title transferred to Buyer (in which case Seller shall retain title to such Equipment.)

Suspension by Buyer. It is expressly agreed that the Buyer shall have no right to suspend manufacture of
the Equipment except to the extent that Buyer elects to exercise its rights hereunder to terminate this Con-
tract for convenience or Seller default.

Grounds for Termination by Seller. The Seller shall have the right to terminate this Contract for cause in the
event that the Buyer: (I) suspends work at the Site for a single period of twelve (12) months or for a cumula-
tive total of one hundred and eighty (180) days (ii) becomes insolvent, makes an assignment for the benefit
of its creditors, has a receiver or trustee appointed for the benefit of its creditors, or files for protection from
creditors under any bankruptcy or insolvency laws; or (iii) substantially breaches and fails to comply or per-
form its material obligations hereunder or fails to make any payment when due or to fulfill any payment
conditions, including any payment security, as set forth in this Contract, provided: (A) that the Seller shall
first have provided the Buyer with written notice of the nature of such failure and of the Seller’s intention to
terminate this Contract as a result of such failure, and (B) that the Buyer shall have failed within thirty (30)
days after receipt of such notice to correct such failure.

Remedy in the Event of Termination by Seller. If the Seller terminates this Contract as provided above, the
Buyer shall pay to the Seller the charges set forth in the Termination Schedule.

mediately upon the failure of the Buyer to make any payment when due. The Seller shall further have the
right to suspend any shipment of the Equipment if all payments due prior to the applicable Scheduled RTS
Date have not been made. Any cost incurred by the Seller in accordance with any such suspension (includ-
ing storage costs) shall be payable by the Buyer upon submission of the Seller’s invoice(s). Performance of
the Seller’s obligations shall be extended for a period of time reasonably necessary to overcome the effects
of such suspension, except that Seller’s suspension shall not be deemed to extend the Warranty Period
hereunder.

Appendix C. Description of offering and benefits

1. INTRODUCTION
The primary differences between the base LM2500SAC gas turbine and the LM2500+DLE gas turbine are
the reconfigured and enlarged combustion section, and 0 stage blades are added to the compressor.
The DLE weighs more, contains a larger fuel supply (manifold) system with new metering and staging
valves, and incorporates bleed air systems for the Compressor Discharge air extractions.

The LM2500+/DLE is approximately 14 inches longer the base LM2500. The LM2500+DLE series gas gener-
ator is a two-shaft engine consisting of a variable geometry compressor, a triple-annular combustor, a
high-pressure turbine (HPT), an accessory drive gearbox, and controls and accessories. The triple-annular
configuration enables the combustor to burn fuel at a lower temperature over a larger cross sectional area
to achieve the same bulk gas temperature rise as a single set of nozzles burning at a higher core tempera-
ture. Gas fuel is introduced into the combustor through 75 air/gas premixers packaged in 30 externally
removable and replaceable modules. Nitrogen emissions (NOx) increase dramatically with higher firing
temperatures, and by lowering the highest temperature, NOx levels are kept at a minimum across the en-
tire power range. The combustion configuration of the DLE system is efficient enough to also maintain the
unburned hydrocarbons (UHC’s or CO typically) at low levels in the same ranges. The premixers produce a
very uniformly mixed, lean fuel/air mixture with half of these modules having two premixers and the other
half have three. The bleed air control system consists of an off-gas-generator CDP (Compressor Discharge
Pressure) bleed-valve and valve actuator, which houses a torque-motor-positioned by a hydraulic servo.
Bleed air is piped to the exhaust section.

2 MECHANICAL UPGRADE

2.1 New engine and Kits

The mechanical portion of the DLE upgrade will consist of the following new components: triple annular
combustor, new gas manifolds, nozzles, gas metering systems, and a CDP bleed. The control system will
have to be upgraded in order to control the +DLE model engine (controls and fuel sequencing).
The New Triple Annular Combustor/Fuel System will require the complete replacement of the present sin-
gular annular combustor. The new fuel system will consist of new premix nozzles and gas fuel manifolds
(3). The gas supply is controlled to these 3 manifolds via separate metering valves.
The DLE model engine requires CDP bleed consisting of a bleed valve and valve actuator with piping to ex-
tend from the CDP on engine connection to the exhaust.
The installation of a Compressor Discharge Pressure (CDP) bleed valve, which releases engine CDP air into
the exhaust stack

LM25+ with modified base, new front mounts & CDP line

Added engine and package instrumentation will include the addition of another probe to measure CDP
pressure, 2 additional pressure probes to measure fuel manifold pressures, an additional dual element T3
temperature sensor, redundant P2/T2 sensors, and 2 additional pressure sensors for acoustics.

The new fuel system instrumentation will require a gas chromatograph to monitor ongoing fuel lower heat-
ing values (LHV), 3 new fuel metering valves, and 11 new fuel staging valves

2.2 Fuel System LM2500PE SAC to LM2500+DLE

The 3 Fuel Metering Valves (FMV) for the DLE system require a space approximately 900mm long x 1250
mm wide x 400 mm high. Locating the FMVs below the turbine and in the base similarly to the current GE
package arrangement is the preferred choice. Not exceeding the maximum entrapped fuel volume re-
quirement of the LM2500+DLE Installation Design Manual (IDM) is easier with this arrangement. The valves
are also in a protected location and make a neater arrangement. The arrangement will either be pre-
skidded to fit into the base, or will be built into the base piece by piece.

The on base gas fuel supply will also be modified to GE standards, full stainless steel components, new in-
struments, 24 VDC rated solenoids for valves adapted to the new Micronet/+ control system.

DLE FMV GS6 skid On-engine DLE manifold

2.3 Filter House modifications

At standard day conditions, approximately 250,00 m3/h of filtered air is required of the combustion section
of the gas turbine. This can be accomplished through modification to the filter house in order to apply the
existing filter house full capacity or rating (3x 24 elements) for combustion air only. A separate filter module
will be placed in front of inlet plenum.
The Gas turbine enclosure ventilation extraction flow is rated for the LM2500 +/DLE requirements, no need
for modifications except the filtration module connected to the existing enclosure vent air supply ducts at
both sides of the inlet section of the package.

2.4 Package / Plenum modifications

The turbine room and clean room (or inlet plenum) will have to be modified in order to accept the longer
+DLE. The inlet plenum will be moved forward up to 14” in order to accommodate the additional length of
the LM2500+DLE gas turbine and the IDM requirement for straight run distance to insure distortion free air-
flow. The turbine package has to be modified (made longer and the mounting system for the +DLE has to
be moved towards the clean room).

The gas fuel supply system shall include gas filter / separator up stream, all stainless interconnecting pip-
ing, components, etc.
Block and bleed valve is part of filter / separator assembly and is required to meet ATEX requirements for
gas fuel supply.
Also a gas analyzer is also required for DLE operation support:
• Sample probe location is preferably downstream of the compressor units discharge (incl gas accumula-
tor vessel), sample shall be clean and free from condensates
• Actual sample line length shall not exceed 4.5 meter , preferably 1/8” OD, SS 316 or 304
• Rate of expected gas composition changes shall not exceed/match the sample rate of the proposed
chromatograph
• Gas composition changes in time should be limited, preferably not exceeding a ramp rate of 2 BTU/lbm
- second or 4.65 kJ/kg-second

Maximum gas fuel supply flow is estimated at 1.9 kg/s for full load operation, with max. gas supply pressure
of 40 barg

Maximum gas supply temperature of 120 C, in order to avoid condensation of hydro carbons 30 C super-
heat is recommended, also elevated temperature shall be maintained to avoid sulfur condensa-
tion/precipitation inside the metering valves, also for low concentrations of this element.

NOTE: Application of reciprocating compressors shall limit allowable pressure pulses in gas flow not exceed
2% of 520 psig (peak to peak) for frequencies above 20 Hz, no pulsation is allowed at frequencies at 20 Hz

2.7 Flow enhancer Exhaust

The new 6 stage Power Turbine will require a new exhaust collector provided with unique designed Flow
Enhancer.

LM2500+ Flow Enhancer

The Exhaust Flow Enhancer reduces exhaust flow turbulence, which results in less backpressure and im-
proved efficiency of the LM2500 gas turbine. The Flow Enhancer is a patented design that smoothes out
the exhaust airflow and reduces backpressure on the exhaust collector. It incorporates a three-dimensional
curved structure design and is mounted in right-angle exhaust collectors and six stage power turbines of
LM2500 gas turbine.

The flow enhancer is designed to redirect the high velocity airflow to the center of the exhaust collector /
duct. Vibrations are significantly reduced on the downstream wall, which normally receives most of the
high-velocity turbulent airflow. This reduction will result in longer exhaust duct life and lower maint. cost.

The noise reduction is also a direct result of better flow distribution in the transition duct. This will improve
the efficiency of downstream heat recovery system and extend its maintenance period. Other performance
benefits in a typical industrial Cogeneration Plant include: decreased heat rate, increased power output,
and reduced backpressure

• Generator 26,500 kVA with 15C cooling water.

Given the above limits the LM2500+ DLE unit will not be able to operate above 26 MWatts. Buyer needs
to contact the generator OEM (ABB) in order to have the generator inspected for actual condition and
to evaluate a potential power uprate

2.10 Lube oil systems

2.10.1 Synthetic Lube Oil (Turbine Lube Oil ‘SLO’)

The new LM2500PR Gas Turbine will be connected to the existing synthetic lube oil system. Temperature
sensors (Dual RTD); electric chip detectors and interference of existing piping with the new gas fuel meter-
ing needs to be considered during installation so small modifications of the SLO system are expected. Addi-
tionally the SLO hoses will be replaced with new ones due to the existing oil leak issues.

The hydraulic oil system will be removed from the package, incl. AGB mounted pump.

tion monitoring and control.

4.1 New Control System MicroNet Plus™ Hardware

The MicroNet™ Plus is a state-of-the-art digital controller that is programmable for a wide variety of control
applications. The MicroNet™ Plus control system provides a flexible platform to control any prime mover
and its associated processes such as high-speed control functions, system sequencing, auxiliary system
control, surge control, monitoring and alarming, and station control.

The MicroNet™ Plus system can be expanded by adding

additional I/O chassis, or utilizing distributed I/O. In either
case, I/O density that exceeds the capability of a single
chassis (18 VME slots) can be accommodated. If additional
chassis are used, the units communicate with each other by
means of a real time communications network. This
network can also be configured in a redundant fashion to
protect the system against networks faults that may occur.

The chassis contains a VME backplane that connects the

computational and I/O modules that are needed for the
application at hand. It will support any mix of I/O, including
networked distributed I/O. Plug-in I/O modules are
available for installation into the MicroNet™ Plus chassis.
These modules are designed and tested for the specific

needs of prime mover control and protection. Exceptional accuracy, fast update rates, high channel-to-
channel isolation and other features differentiate them from more common industrial modules.

The MicroNet™ Plus control system can be configured (optional scope) with dual redundant CPU’s and
power supplies for increased reliability, as the system will be fault tolerant for CPU card failures. The 2nd
CPU card will be running in “hot standby” mode and will be immediately available to take over control of
the turbine package in the event of the first CPU failing. This will ensure continuous operation of the turbine
and reduce the number of shutdowns related to control system failures.

Field wiring is connected to the MicroNet Plus via Field Termination Modules (FTM). These FTMs provide an
easily accessible wire landing terminal strip for all field wiring. An electrical cable connects the FTM to its
respective MicroNet Plus module located in the MicroNet Plus rack. All I/O modules are identical to the
previous MicroNet family of plug-in modules.

External HMI communications are handled by Ethernet connections to the MicroNet Plus, thereby
facilitating remote operator control as well as graphical display of system parameters.

MicroNet™ Plus offers:

• Total system control

MicroNet™ Plus CPU Card

The MicroNet™ Plus system is based on a Motorola 5200 Core CPU design and provides extremely fast and
reliable data throughput. The speed of data handling is crucial for gas turbines application. The MicroNet™
Plus Control is a custom system and can be programmed to perform a host of applications including speed
control, system sequencing, auxiliary system control, STIG control, DLE, and shutdown functions, all in one
integrated package.

This powerful Motorola 5200 Based CPU coupled with Woodward’s Graphical Application Program (GAP™)
software rate group structure allows critical program code to be processed within 5 milliseconds. Less crit-
ical code is typically assigned to slower rate groups.

The unique programmable rate group structure assures deterministic update times for precise, predictable
control. GAP™ is programmed using an industry standard IBM compatible PC. The program is “built” by
connecting functional blocks to control signal flow. A picture of the MicroNet™ is shown.

MicroNet™ Plus input modules have tunable first order filters to compensate for fast transient noise spikes
that could cause inadvertent shutdowns. The filtering values are individually adjustable for each channel
so "problem" signals can be handled without affecting the responsiveness of the remaining clean signals
on the card.

The readings from the precision voltage reference are also used for on-line temperature compensation and
automatic calibration for thermocouple, current, and voltage modules. The signals read through the A/D
converter are used by the micro-controller to determine software scaling and offset constants for each
channel. This constant fine-tuning ensures that the MicroNet™ cards always read the exact correct signal
input and never need calibration.

The MicroNet™ Plus may also function as a First-Out indicator for system shutdowns, thus reducing trou-
bleshooting time. Multiple system shutdowns can be brought into the MicroNet™ to allow it to shutdown
the system safely, latch-in the cause of the shutdown, and time-stamp the event to a 1-millisecond resolu-
tion.

The MicroNet™ Plus control will communicate directly with the Human-Machine Interface/Engineering
Workstation through ModBus™ communication ports. These ports support RS-232, -422, or -485 commu-
nications using ASCII or RTU ModBus™ transmission protocols. Ethernet communication is also available.

The MicroNet™ Plus is custom engineered, allowing application engineers to configure the control to buy-
er’s specific application. Future control configuration changes can be made by site personnel using the
Windows based PCI interface or by Seller’s engineers. On-line adjustments are available to allow program
refinements while a unit is running. Inputs and Outputs are programmed as required by the application or
interface.

Redundancy Strategy - CPUs

- 1st CPU runs in Master mode and is in control while 2nd CPU runs in Standby mode. Both CPUs run exactly
the same program
- I/O information goes to both CPUs at the same time
- Master CPU continually write its current operating information into Standby CPU’s memory
- Control is transferred to the Standby CPU in less than a millisecond if Master CPU fails
- The Standby CPU now becomes the Master CPU and the failed CPU is repaired
- When the repaired CPU is re-installed, it acts as the Standby CPU until a CPU transfer is initiated again
- Annunciation of any control transfer is given through communication links

Redundancy Strategy - Power Supplies

- Dual power supplies allow the panel to be fed from two different power sources.

4.2 Software Tools

Woodward offers several software service-tool products to simplify troubleshooting, from simple monitor-
ing of any system variable to high resolution plotting of control variables. PC-based software service tools
provide a powerful interface to operators and technicians. Service or debug communications to the control
are through serial or Ethernet connections. The service tools provide operational and analytical information
such as graphical display of operational data, historical trending, event logging, X-Y plotting, system over-
views, calibration pages, and other functions.

4.2.1 Woodward Monitor Gap Version: 2.18

Monitor GAP is a licensed software service tool that allows service personnel to view and edit runtime val-
ues for GAP (Graphical Application Program) generated application software. GAP software is Woodward’s
pictures-to-code programming tool. This programming system uses libraries of control objects that are
connected together in a graphical format. The final control design is displayed as a group of interconnected
blocks that represent the actual functionality of the code running in the control hardware.

Monitor GAP works in parallel with the GAP graphical display and superimposes the actual runtime values
on that display. The user is then able to see directly all control values—true/false for Boolean variables and
numeric values for real or integer variables. In addition, Monitor GAP can edit variables that have been pre-
viously declared as ‘tunable’ in the original GAP design.

The basic GAP editor includes Monitor GAP within its core structure. As such, Monitor GAP software need
only be activated by installation of the GAP Editor/Monitor software and license authorization of the Moni-
tor GAP features.

Monitor GAP and the GAP editor both run on a PC, and both are required in order to view running values via
Monitor GAP. Both programs have access to the actual runtime values through an Ethernet TCP/IP connec-
tion that is running OPC protocol. Data is collected in real time so that the values displayed by Monitor GAP
are always current.

Other benefits include:

Powerful troubleshooting tool for Woodward controls
Monitor / Adjust variables
Ability to force discrete outputs from the software for ease of troubleshooting
Real-time display
Easy to use graphical format
Boolean, real, integer display values

4.2.2 Woodward Watch Windows

Watch Window presents variables in a tabular format. Variables are organized into one or more “sheets” of
information, and sheets are grouped into “Inspectors”. Multiple Inspectors can be created, each with useful
parameters for various troubleshooting or tuning procedures. The user can toggle between Inspectors or
sheets depending on the task being performed.

Watch Window II Professional is the Ethernet-enabled version of Watch Window Professional. It is an OPC
client that functions with Woodward’s OPC server, which is available on Woodward controls with Ethernet
OPC (supported with Intel Pentium CPU). The Watch Window Professional interfaces are typical Microsoft
Windows applications that provide a powerful and intuitive interface. The menu structures are familiar to
Windows users. Variable navigation is provided through the Explorer window similar to the Explorer in Win-
dows.

The Watch Window II interfaces perform three primary functions:

Monitoring and Tuning of Control Variables – Watch Window Standard allows the user both to monitor
selected system variables and to adjust tunable variables from the PC.
Management of Configuration and Set Points – Watch Window Standard can upload or download all tun-
able and configuration variables from the control system. This feature allows a user (e.g., fleet owner, dis-
tributor, packager) to upload (and save) all tunable parameters from one control and download the same
settings to other controls for similar engine configurations.

4.2.3 Woodward Control Assistant 3.x

Control Assistant software provides powerful troubleshooting and maintenance tools for Woodward's
product lines. Providing additional functionality beyond variable viewing, Control Assistant provides the
tools to perform advanced system diagnostics and other functions. Control Assistant is a suite of three
software products:

Datalog Capture and Graph View functions provide a powerful graphical tool for viewing dynamic control
variable performance off-line. Millisecond time resolution gives great clarity to dynamic control transients.
Control Assistant's graphical features complement lower-resolution trends from a traditional HMI, letting
you solve problems quickly and get back on-line sooner.

Data Capture - Datalog block within GAP (the application program) determines the variables available to
view. Data is collected at defined time intervals (5mS - 160mS) in the control system. The time span of the
data capture is determined by the time resolution, number of variables viewed, and control CPU memory.
Data Transfer - Data (from the Datalog block) is transferred from the control to the Control Assistant pro-
gram for viewing through a serial or Ethernet connection.
Graphing - Graphical viewing allows the plotting of control variables versus time. Any combination of vari-
ables may be viewed. Millisecond time stepping allows detailed off-line dynamic analysis.
Tunable Maintenance Utility includes the capture, sorting, comparing vs. baseline, saving, and uploading
new tunables to the control. This feature allows a user to download all the tunable information out of one
control system and upload it into another. Or download tunables from two control systems and compare
the difference.
HEX file download is the utility to load a new program into the control system.

4.2.4 Woodward AppManager with Datalog Retrieval Capabilities

AppManager is a free software management tool that facilitates uploading and downloading GAP associ-
ated software.

The Datalog Retrieval functionality, once enabled in AppManager, performs automatic archiving of the high
speed Datalog files generated by the control after every trip occurrence of the package. The collected files

are given unique names based upon the original file name, the last time of modification, and the source
control. AppManager resides on a PC (usually the HMI or engineering computer dictated by the end user) in
the system tray.

The Datalog Retrieval function of AppManager allows operators the ability to concentrate on returning the
unit to service with the knowledge that the High Speed Datalog will no longer lost because of being over-
written or erased as in older vintage applications. Every High Speed Datalog that is generated will be au-
tomatically downloaded from the control, date stamped and stored

4.3 Bently Nevada 3500

The BN3500 vibration monitoring system replaces the current vibration monitoring inputs. The system pro-
vides continuous, online vibration monitoring suitable for machinery protection applications.

The new BN3500 system with the full-size 3500 Rack is available in 19" EIA rail-mount, panel-cutout-mount,
and bulkhead-mount versions. The racks provide slots for two Power Supplies and a Rack Interface Module
in the left-most slots and are reserved exclusively for these modules. The remaining 14 slots in the rack can
be populated by any combination of monitor, display, relay, Keyphasor®, and communications gateway
modules. All modules plug into the rack's backplane and consist of both a front panel portion and an asso-
ciated I/O module at the rear of the rack where permanent wiring connections are made.

The BN3500 is the latest vibration system from Bently Nevada. The 3500/15 Power Supply can be ordered
for AC or DC input power, providing compatibility with voltage sources worldwide. It features line noise fil-
ters as standard. Single or dual Power Supplies may be used in a rack for redundancy when power inter-
ruption cannot be tolerated, and reside in upper and lower positions in the left-most rack slot. Redundant
Power Supplies can be energized with different voltage sources.

The Rack Interface Module (RIM) is the primary interface to the 3500 Rack for connection to configuration,
display, and condition monitoring software. One RIM is required for each rack, and it resides in the rack slot
immediately adjacent to the power supply(s). The RIM supports a proprietary protocol used to configure the
rack with 3500 Configuration Software and to retrieve rack data and statuses for 3500 Operator Display
Software. It also provides engineered connections using our proprietary Data Manager® protocol for con-
nection to an appropriate external communications processor such as TDXnet™, TDIX, or DDIX when Bently
Nevada's condition monitoring software is used with the 3500 System. The RIM must be located in the rack
slot immediately adjacent to the power supplies.

The RIM supplies "self monitoring" functions for itself and for the rack in addition to those provided by the
individual monitor, relay, communications, and other modules. While the RIM provides certain functions
common to the entire rack, it is not part of the critical monitoring path and has no effect on the normal op-
eration of the overall 3500 System or its machinery protection functions.

The BN3500 system monitors unfiltered broadband vibration signals (25–350Hz) detected by the engine-
mounted vibration sensors. The accelerometers signals are routed to the charge amplifiers (which are
normally mounted adjacent to the package). Since the wide band signal has already been filtered to the
necessary response curve in the charge amplifier, the 44M module is set for 1X and direct measurements.

4.4 Gas Analyzer

Gas Analysing Equipment consists of combined Calorimeter and mini-chromatograph option.
Calorimeter has reduced response time; 5-7 seconds to follow rapid gas composition fluctuations.
Chromatograph analysis is provides gas properties for flow calculation required for accurate DLE gas flow
assessment

4.3.1 CONTROLS
Calorimeter Interface
The Calorimeter is interfaced with both hardware 4-20 mA inputs and a Modbus link. The purpose of the
Calorimeter is to give fast values of both specific gravity and lower heating value, this allows for quicker
feedback on changing gas parameters. Micronet I/O is used for SG & LHV values and Modbus back-up link
in case the hardware outputs or inputs fail.

The Gas Chromatograph is used as back-up to the Calorimeter for lower heating value and specific gravity
and feeds the Micronet the rest of the fuel core software for accurate flow calculations.

Fault Accommodation Logic

The calorimeter is the primary source for Lower Heating value and specific Gravity. Hard wired I/O is the
primary feed from the Calorimeter if a signal fault is detected by the Micronet the source of both these sig-
nals switches from hard wire to Modbus from the same device. If both interfaces from the Calorimeter fail
the third back-up is the Gas Chromatograph Modbus Link. If all devices fail a last good value is sent to the
fuel core software (default)

Fuel Gas Wobbe Index / Calorimeter with Density cell is supplied complete with:
Self - supporting structure & sun canopy
Sample conditioning system
Cable entries
Sample probe assembly for installation in customers, main natural gas supply
Heated sample line
4x pressure reducers for calibration gas containers
Turbine Control system software

5. SITE SPECIFIC CONFIGURATION

5.1 Turbine Control Panel
The current configuration at “Torraspapel Montañanesa consist of a MK V panel where all field cables are
landed directly on the I/O cards inside the panel. No separate field termination section is applied.

For the new configuration GE propose to keep the existing MK V panel in the current location and take out
all the internals for the MK V control system. This panel will then be re-used to house the new BN3500
panel, the new F&G panel and all the LinkNet distributed I/O modules for the low-speed I/O’s connected to
the MicroNet Plus control system.

The MicroNet Plus control system will be installed I a new cabinet located back to back with the existing
customer panel in the middle of the panel room – side-ways straights in front of the existing MK V cabinet.
All the existing cables in the MK V panel that will connect to the high-speed I/O FTM’s for the MicroNet Plus
control will be pulled back to the center of the room and re-terminated in the new control panel. Field
cables with low-speed I/O will remain in the MK V cabinet and will be terminated on LinkNet modules that
will be mounted in the cabinet. Also Vibration signals and F&G signals will remain in the MK V cabinet and
will be terminated to the new BN3500 rack and to the new Allestec 800 F&G rack. Signals to/from the GCP
will also be handled through LinkNet modules mounted in the MK V cabinet.

A new Modbus over Ethernet link will be established for DCS communication. The new Modbus link will
come directly from the MicroNet Plus rack. Customer is responsible for termination of the link and
reconfiguration of the DCS system to match the new Modbus link configuration.

For the avoidance of doubt the core software block does not include the primary frequency control
software and therefore does not comply with BOE 197 of Aug-18-1998 section P.O. 15 “Establecimiento de
la reserva para la regulacion frecuencia/potencia”

5.2 Generator Control Panel:

The existing GCP is an independent cabinet both physically and functionally. No upgrade of the GCP
equipment is proposed. A hardwired interface to new MicroNet Plus control system will replace the existing
interface.

5.3 Fire & Gas detection panels

The existing fire (Honeywell) and gas (Ajax) detection panels are obsolete Seller proposes to upgrade with
the standard equipment used in the GE LM1800e packages.
The fire suppression and gas detection control system is designed to detect hydrocarbon-based fires,
accumulation of combustible gases, and other potentially explosive conditions in the turbine compartment.
Once such a condition is detected, the Fire Suppression and Gas Detection Control System will release fire
suppression material, sound local notification devices, and signal outside assistance if so equipped. The
system will also accept operator-initiated commands.
The new system enables fire alarm and gas detection systems to utilize one control system and comes
equipped with multi-alarm notification capability, which enables facility-wide and state/local fire
department notification.
The existing fire and gas system logic will be utilized in this upgrade along with the existing fire and gas
system components, which include the CO2 piping assembly and detectors. The existing combustible gas
detectors will be replaced due to the typical life span of these components.
5.3.1 Operation and Control
If a fire or combustible gas concentration is detected (or if the manual discharge switch is activated) the
suppression system shuts down the GTG set and floods each compartment with an inert gas (usually CO2).
Flooding the compartments with CO2 or other inert gas will smother a fire in progress, expel combustible
gases, and produce a noncombustible environment. The fire suppression system is controlled automatically
at the Turbine Control Panel (TCP).
5.3.2 Remote Notification
Control system is capable of remote notification (building alarm, Fire Department) and can accommodate
notification required by local fire codes.
5.3.3 Control Panel
The gas and fire control panel is designed to supervise and respond to the result of a gas or fire signal while
maintaining simple panel annunciation. This modular system is primarily suited for the end user who

requires a minimum learning curve and simplicity in installation as well as operation. One panel assembly is
designed to accommodate small to medium requirements. As many as 32 points of initiating devices can
accommodate a panel assembly. Field wiring is completed on a point-to-point installation between devices
and the panel. A remote abort is possible with the optional digital Abort Panel. Completely occupied, the
entire panel dimensions are only 3.5" high X 19" wide X 7"deep. Task specific modules perform functions
related to their respective input detectors or output appliances. The modules can be selected to
accommodate the best possible configuration while allowing room for expansion as necessary. Removal of
any module from the slot will induce a system fault.
All faults, including ground fault, are displayed at the lower half of the modules and are bussed to the
system Fault Module. The Fault Module can be silenced for any successive faults. All faults will be locally
announced at their respective modules and transferred at the Fault Module. All audible appliances can be
silenced locally or remotely. An inhibit function is provided to allow system testing of all operations without
solenoid activation. The panel cannot be reset until all active alarms have been cleared.
The system is protected from reverse voltage polarity, power surges, and RFI energy. Under voltage or over
voltage from the redundant power source will induce a fault and be displayed on the Fault Module. A cover
protector plate spans the length of the rack, containing the wire and associated terminal strips. Flow
through ventilation allows cool and silent operation without the need of forced air.

5.3.4 Combustible gas (methane) detectors

The combustible gas detector is a stand-alone system that is used with the fire suppression controller.
Combustible hydrocarbon detectors are placed throughout the turbine compartment to ascertain if
combustible levels of hydrocarbons have accumulated. Each sensor uses two temperature-sensitive units:
an active and a reference element. The active element is coated with a substance that catalyzes the
oxidation of combustible gases; the reference element is identical to the active element but is rendered
insensitive to combustible hydrocarbons. When electrically-heated and exposed to a combustible gas, the
active element oxidizes the gas in an exothermic reaction. The difference in electrical power required to
balance the active and reference elements at a constant temperature is directly proportional to the
concentration of gas present.
NOTE: Replacement of all the combustible gas detectors is recommended due to the typical short life span
of combustible gas detectors. Typical life of the catalytic converter based combustible gas detector is three
to ten years based on the level of combustible materials present and exposure to contaminants.
The combustible gas detectors can be replaced independently of the rest of the system.

6 COMPRESSOR WASH SYSTEM

Aero derivative gas turbines consume large quantities of air, which even after filtering includes significant
amount of airborne particles. If allowed to accumulate, fouling deposits on the compressor airfoils reducing
airflow and thus reducing engine output.

Compressor washing can be accomplished atomizing a detergent solution into the bellmouth while the unit
is shut down motored by the starter (off-line wash) or during operation (on-line wash). On-line cleaning is

typically performed daily for extending the off-line cleaning interval, and thus minimizing downtime. Off-line
cleaning is more effective at removing airfoil deposits, but it is also more time consuming. Several wash
and rinse cycles are often required to remove deposits from compressor airfoils during an off-line wash.

6.1 GTE Water Wash System

The Gas Turbine Efficiency (GTE) direct injection compressor water wash system is a high-pressure engine-
mounted wash system, which can be used for both offline and online compressor cleaning. The GTE con-
cept provides extremely effective compressor cleaning by utilizing a patented optimal pressure (between
50 and 70 barg) spray of ideally sized heated water droplets through specially designed nozzles. The bene-
fits of the GTE concept, compared to traditional low-pressure systems, are reduced usage of chemicals,
minimized compressor blade leading edge erosion, a small footprint, and ease of implementation and op-
eration.

The GTE compressor wash system is comprised of the tank and control system assembly suitable to be as-
sembled in non-hazardous areas, and a nozzle kit. The nozzle kit includes the spray nozzles, interconnect-
ing high-pressure hoses, high-pressure stainless steel manifold filter, and all required couplings. The GTE
system design allows for both off-line and on-line washes to be performed with the same nozzle manifold,
same pressure and flow rate. All nozzle assembly welding is performed by certified welders and every noz-
zle kit is tested according to GTE NDT (non-destructive testing) methodology before delivery.

The only preventive maintenance required for the GTE nozzle hardware kit is cleaning the high pressure
filter (Recommended frequency is every six months. Frequency depends on water and fluid quality), and
nozzle cleaning with compressed air to prevent blocking. Also, it is recommended that the nozzle adapters
be tested annually, according to GTE NDT (Non Destructive Testing) methods.

Spain by GTE experts.

Note: in case an “Ex” version is needed Seller can offer a GTE 200iE-30 wash skid suitable for hazardous
areas.

Controls

The proposed system is operated from the water wash skid, nevertheless a variety of ways of controlling
the water wash system for performing wash schedules can be offered ranging from remote to local control.

o Seller excludes .integration and mechanical integrity of buyer's existing hardware to be reused
through conversion. Package integrity and package seal are not within the responsibility of seller
o Hardware provided by seller to be compliant with applicable wa as 3000, 3814, etc. Codes deemed
required by gas inspector. Sil certification is not included in this proposal and not considered in the
design of this hardware. Sil will be evaluated and changes from sil workshop based on initial scope
and certifications to be managed through change order
o Seller excludes any civil and foundation work required for package conversion, although only minor
ones are expected (skids).
o Any winterization equipment (e.g. trace heating, lagging)
o Off-base gas supply piping: Carbon steel is considered a possible ‘contamination source’ due to po-
tential corrosion. Incidences of corrosion have been experienced on other sites, and have been
found downstream in combustion pre-mixers. GE specifies all piping downstream of the last filter
(and including the filter wetted parts) in the gas supply line shall made be of stainless steel. Off-base
piping is excluded from seller scope. BUYER will need to replace any carbon steel gas supply piping
and filter assemblies with Stainless Steel (if the existing is not already stainless steel).
o Buyer needs to confirm with the OEM (ABB) the possibility of rerating the generator above 26
MWatts
