SLAC SESSION NARRATIVE REPORT


TOPIC: “RA 11930: Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) Law
& DepEd Order #37 Series of 2022: Guidelines on the Suspension of Classes for the Event
of Disasters and Other Natural Calamities”

The LAC session was held on 14th of October 2022 at CDONHS-JH Learning Event Center
(Gymnasium) at exactly 1:00 o’clock in the afternoon. The session started with the solemn
prayer and gave us an energizer before the session began. Mr. Jame M. Hernane Jr., introduced
the resource speaker, Atty. Hevah Naga Salic who gave an informational talk about “RA 11930:
Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) Law”.

She said that a “CHILD” is a person below eighteen (18) years of age. Over 18 years old, but is
unable to fully take care of himself/herself from abuse, neglect, cruelty, exploitation or
discrimination because of a physical, mental, intellectual or sensory disability or condition. For
the purpose of RA 11930, a child shall also refer to: a person regardless of age who is presented,
depicted or portrayed as a child as defined herein; and computer-generate, digitally or manually
crafted images or graphics of a person who is represented or who is made to appear to be a child
herein.

The CSAEM/CSAM is any representation, whether offline, or by, through or with the use of
ICT, by means of visual, video audio, written, or any combination thereof, by electronic,
mechanical, digital, optical, magnetic or any other means, of a child engaged or involved in real
or simulated sexual activities or depicting acts of sexual abuse or exploitation of a child as sexual
object.

The speaker said that any person who has responsibility of reporting cases under this Act must
provide an action such as reported within twenty-four (24) hours from the act of blocking
internet address, removing a website or domain, or taking down of shared video, picture or
messages; necessary to prevent access dissemination of CSAEMS and done in good faith.

The second resource speaker is Mr. Ryan Q. Blanco. The speaker shared about the DepEd Order
#37 Series of 2022: Guidelines on the Suspension of Classes for the Event of Disasters and Other
Natural Calamities. He shared the guidelines on the cancellation or suspension of classes and
work in school during Typhoon that from Kindergarten to Grade 12 and ALS are automatically
cancelled in schools situated with TCWS 1, 2, 3, 4, or 5 by PAGASA and when the classes
begun, the learners and the teachers will advised to suspend and go home immediately for the
safety. This is also the same with the other natural disasters such as in heavy rainfall and flood in
a signal of orange and red rainfall warning and even in Earthquakes if it is declared by the
PHILVOCS in PEIS is V or above. The Local Chief Executive shall decide as well in
cancellation or suspension in cases where the PEIS is IV and below.

The speaker also shared the First Aid & Basic Life Support Training for the CDONHS-JH
Teachers that will certainly apply during emergencies in school and anywhere.
The session ended with the awarding of a certificate to the speakers with the school principal,
Doc. Norma B. Delima PhD and assistant principal, Doc. Hasima Salic. The LAC Coordinator,
Mr. Jame M. Hernane Jr. acknowledged the resource speakers and the presence of the EAGLES
Organization for the donations for the teachers and learners. The SLAC adjourned at 4:00
o’clock in the afternoon.
