FOREWORD
As School head of Villa Hermoza Elementary School, I am honored to
introduce our School Learning Continuity Plan in the time of COVID-19. Our
Learning Continuity Plan is not the work of one person alone. It is truly a unified
output of the school head, teachers, learners parents and stakeholders (PTA,
Alumni and Knowledge bearer).
The LCP is our major response and our commitment in ensuring the
health, safety and wellbeing of our learners, teachers, and personnel in the time of
COVID-19 while finding ways for education to continue amidst the crisis for the
upcoming school year.
Villa Hermoza Elementary School thanks all who have contributed to the
preparation of this Learning Continuity Plan. Together, let us face the challenges
of the ‘new normal” with the virtues of the “old normal” – courage, faith,
adventure, and discovery!

EXECUTIVE SUMMARY

The School Basic Education Learning Continuity Plan (BE-LCP) of Villa


Hermoza Elementary School for S.Y. 2020-2021 contain essential objectives to be
pursued, strategies, activities, programs to address various concerns before the
opening of classes and during the holding of classes. The health, welfare, and
safety of the learners, teaching and non-teaching personnel have considered. The
plan likewise identifies the most appropriate teaching-learning modality which is
MODULAR as reflected in the survey conducted and in compliance with health
protocols as stated by the Inter-Agency Task Force and other existing requirements
required by this COVID-19 pandemic.

5. MESSAGE OF THE SCHOOL HEAD

This School Basic Learning Continuity Plan of


Villa Hermoza Elementary School (VHES), Maddela
District 1, Villa Hermoza Norte, Maddela, Quirino was
crafted in response to and in adherence to DepEd Order
No. 12 s. 2020 dated June 19, 2020. titled “ Adoption
of the Basic Education Learning Continuity Plan for
S.Y. 2020-2021 in Light of the COVID-19 Public
Health Emergency. "The COVID-19 pandemic is
definitely a health issue, The severe short-term
disruption has been felt by all families and has greatly
affected the education system not just in the
Philippines but in the whole world. Education should
be our top priority, Despite the present condition, DepEd is guided with the pronouncement of
our Dep Ed Secretary, Leonor M. Briones, “Education Must Continue”. Align with our DepEd
Mission and Vision, it shall be our passion and ultimate goal to render the best services for our
clienteles this pandemic carrying the principles of BBQ leadership, and so, I challenge everyone
to work together for the betterment of our clienteles- the school children.

The implementation of the School Learning Continuity Plan will not be easy. Thus, we
seek the understanding, support and solidarity of our DepEd family and all our stakeholders, in
true spirit of unity and bayanihan. This implies that everyone is held accountable of pupil’s
performance this pandemic. All efforts and initiatives to implement the Learning Continuity
Plan (LCP) will greatly depend on family and community support. We need to prepare not only
our school, learners, teaching and non-teaching personnel but also the parents or guardians of
the learners. We shall endeavor to have strong engagement by LGU, alumni and other
stakeholders in contributing to educational needs, especially at this critical time. This will only
be possible if shared governance in the community will be dignified, as well as accountability
among committed and supportive parents and stakeholders. Joining our hands together while
empowering each other will surely lead to success.

I. INTRODUCTION

Henry Ford once said, “Coming together is a beginning, staying together is progress and
working together is success.“ This has been started to realize since everyone gave a share in the
planning of School Learning Continuity Plan.
Villa Hermoza Elementary School continues its odyssey as it partakes to the fulfillment
of DepEd’s vision and mission. Every year imprints significant changes in terms of physical,
curricular and co-curricular development. The metamorphism evolves gradually through the
collaboration of all stakeholders who are always on the go to bolster up the programs, projects
and activities of the school.
Anyone could be an eyewitness of a spectacle of collaboration in the school,
Undoubtedly, everyone cares for our children’s welfare especially this critical time.
As we move forward, we see to it that every pace we take will be a remarkable one, one
that is beneficial to our learners. Passion must be the magic word that will prevail in our midst.
Hand in hand, let us attune our steps to the efforts of others, making every learner a
bearer of hope of our country. Joining hands together while empowering each other will surely
lead to SUCCESS.

II. SCHOOL HISTORY

In the early 1920’s a group of Christian land seekers explored the upper Cagayan River Basin
and settled on the fertile plain from the Tungcab creek. This place is a beautiful place to live in and
when created as a regular barrio it was named Villa Hermoza this means beautiful village derived
from a Spanish word “Villa Hermoza”. After the Second World War, Villa Hermoza Primary School
was opened. The site was verbally donated by the late Cristino Bacting Sr. PTA building were
erected, followed by Pre-Fab building. In 1963 to 1967 the intermediate grades opened followed by a
Marcos Type Building for academic instruction under a Teacher In-Charge, Mrs. Emilia A. Pascual.
In 1971, a full pledge Head Teacher was assigned, Mr. Noe C. Ladia with six teachers started to plan
the development of the school like planting fruit bearing trees. Simultaneously the Bagong Lipunan,
library and one classroom instruction were constructed.
In 1975, Mr. Noe Ladia was promoted as Principal of Dumabato Elementary School, was
succeeded by Mr. Segundo C. Capinpin, from Cabarroguis, Quirino. The H.E. building was

constructed. The construction of concrete fence was started by previous administrators. In 1979, Mr.
Segundo C. Capinpin was promoted as Principal in Aglipay, he was succeeded by Mr. Teodoro
Dranciang from Dipintin. School improvement were implemented with the assistance of PTA.
In 1981, Mr. Teodoro Dranciang was promoted as Principal to Dipintin Elementary School,
he was succeeded by a Teacher In-Charge, Mr. Arsenio C. Asuncion from Balligui Elementary
School. Under the leadership of the school manager coupled with the giant assistance of PTA and
Barangay Officials, the H.E. building was repaired, some more toilets were installed, school nursery
was renovated,the official deed of donation papers for the school site was acquired from the donors.
Donations from civic spirited persons solicited like the gate school sign.
In 1984, Mr. Arsenio C. Asuncion was promoted to Principal and was succeeded by Mr.
Bravo A. Valdez. Official deed of donation papers for school site was acquired from the donors,

In 1992, Mr. Bravo A. Valdez was transferred to Dumabato Elementary School. He was
succeeded by Mr. Carlos N. Ramos from San Pedro Elementary School, under his leadership the
BOD building was constructed for instruction. The VHES mini-gym was improved.
In 2005, Mr. Carlos N. Ramos retired and he was succeeded by Mrs.Liwliwa B. Bareng. In
2006, Mrs. Liwliwa B. Bareng was transferred to Dumabato Elementary School and was succeeded
by Miss Charibel F. Guillermo.
In 2007, Mrs. Gloria A. Bacani took over as Principal 1. She initiated improvement of the
school in academic as well as physical development. The Multi-Purpose building was improved and
served as the Principal’s Office. After more than 2 years she was transferred to Maddela North
Central School. Mr. Roel B. Sarandi was transferred then to VHES IN 2009.
With the able leadership of Mr. Sarandi, internet and water system were installed, sheds were
put-up, Home Economics building was renovated. He made the school competitive in academic and
in sports.
In 2014, reshuffling of Maddela 1 School Heads was done. Ms. Mildred G. Roque took over
as Principal 1 of VHES. Under her administration, phases of development is on the GO with the full
support and cooperation of VHES staff, pupils, GPTA, LGU and public and private stakeholders.

In 2021, another reshuffling of Maddela 1 School Heads was done. Mrs. Dionicia B.
Mabbayad took over as School head of VHES., phases of development continued with the full
support and cooperation of VHES staff, pupils, GPTA, LGU and public and private stakeholders.

males and 71 females from Kindergarten to Grade 6 with a total of
161. Grade 1 has the highest enrolment followed by grade 3 and
Grade 4 and the least are Kindergarten and Grade 2.

E. CHALLENGES ON DISTANCE LEARNING

Distance learning defined as a planned teaching/learning experiences that uses a


wide technology to reach learners at a distance and is designed to encourage learners’
interactions and certification of learning according to Greenberg (1998)

1. Lack of support
-The physical absence of the teacher means that they may not be available to
guide or support the pupils why they need assistance or guidance in the lesson.

2. Feelings of isolation
-The pupils learn by their own. They feel alone, no comparison except parents or

-Insufficient technology and low internet connectivity, no WIFI connections at

-Attitudes of pupils are not seen by teachers. Some parents are too busy with their
daily routine, work or businesses.
5. Not all pupils are suited to this distance learning and not all subjects are best taught on
line or radio-based instructions.
6. The learning abilities of pupils cannot be gauged or measured. Not sure if they really
done their part or not.
