Rewards and Recognition
The Legislative Department or the Office of the Sangguniang Bayan enacts ordinances, approve resolutions and appropriation funds for
the general welfare of the municipality and its inhabitants pursuant to Section 16 of the Local Government Code of the Philippines. Executive
Branch or the Office of the Mayor is tasked with promoting the general welfare of the Municipality and its constituents through the efficient,
effective, relevant and economical governance and enforce all laws and ordinances relative to the governance of the Municipality. The process
starts with planning by the Executive Department together with the cooperation of Department Heads and employees to formulate Program,
Plans and Activities that will benefit the general public. The said PPA’s were then included in the Annual Investment Plan and Annual Budget
which is then submitted to the Office of the Sangguniang Bayan for the approval of the Appropriation Ordinance. After the approval of the
Annual Budget, the responsibility is then delegated from the Municipal Mayor to each department which the certain PPA’s were assigned for its
implementation. In the implementation stage comes the strategy for effective implementation. I have listed three strategies that we were
adapting which includes Digitization, Innovation and Encouraging the Workforce. Section 5 or Republic Act 11032 Ease of Doing Business Act
provides that all government agencies are mandated to regularly undertake cost compliance analysis, time and motion studies, undergo
evaluation and improvement of their transaction systems and procedures and reengineer the same if deemed necessary to reduce bureaucratic
red tape and processing time. Digitization and Innovation will fall under this RA 11032 while we stive to adopt digital transactions like iBPLS for
business registration and the continuous improvement of our processes as reflected in our Citizen’s Charter. Another strategy in the illustration
is Encouraging the Workforce. Everything is not possible when the employees are not engaged in the goal of the organization. It is important
that everyone has one vision and is aware of the things that needs to be done on time. Aside from motivations and encouragement from the
organizations’ leaders, incentives and rewards and recognitions are some of the effective ways to encourage employees to give their full
potential. The design and strategy illustrated are some of the practices we were doing and still improving for our organization’s effectiveness and
our goal to satisfy the needs of our constituents.
