AN ORDER DESIGNATING THE LEAD ACTION OFFICER IN DISSEMINATING

REPUBLIC ACT NO. 11934 AND IT’S IMPLEMENTING RULES AND
REGULATIONS (IRR) TO THE CONSTITUENTS OF THE CITY OF MANILA.

WHEREAS, the State recognizes the vital role of information and communications
technology in nation-building and encourages its growth and
development.

WHEREAS, the State shall promote responsibility in the use of Subscriber Identity
Module (SIM) and provide law enforcement agencies the tools to
resolve crimes which involve its utilization and a platform to deter the
commission of wrongdoings.

WHEREAS, the State, through the Republic Act (RA) No. 11934, shall require the
registration of SIM for electronic devices by all users.

WHEREAS, the Implementing Rules and Regulation (IRR) of RA No. 11934 issued
by the National Telecommunication Commission (NTC) through
Memorandum Circular No. 001-12-2022 dated December 12, is
scheduled to be effective fifteen (15) days after its publication or on
December 27, 2022.

WHEREAS, DILG Memorandum Circular No. 2022-154 encourages all local

government units to carry out interventions that will result to the
successful implementation of SIM Registration Act.

NOW, THEREFORE, I, ___________________________________________,

Punong Barangay of Barangay _____, Zone ____, District ____ of the
City of Manila, by virtue of the powers vested in me by law, do hereby
order the following:

Section 1. The Barangay Secretary, _____________________________________,

is hereby designated as the Lead Action Officer in disseminating RA
No. 11934 and its IRR to the constituents of the City of Manila, in
addition to the current position.
Section 2. The Lead Action Officer shall primarily carry out interventions that will
result to the successful implementation of the SIM Registration Act
which are not limited to the following:

1. Coordination and/or partnership with telecommunication companies and/or

the National Telecommunication Commission (NTC), Department of
Information and Communications Technology (DICT), Department of Trade
and Industry (DTI), National Privacy Commission (NPC), and concerned
agencies to harmonize all information that will be disseminated.

2. Conduct of information drives in their respective areas using all forms of

media to ensure that relevant information can easily be understood by all
residents, especially those in the remote areas of the LGU;

3. Promotion of the SIM registration drive in LGU activities, such as the flag
raising ceremony, council and committee meetings, barangay assemblies,
and other similar activities attended by the public; and

4. Any other interventions that can result to the successful implementation of

Republic Act No. 11934.

Section 3. This Executive Order shall take effect immediately.
