Honorable Governor:
We are the homeowners of Barangay Bagasbas compose of 173 families applying for a Housing
Program of Social Housing Finance Corporation (SHFC). It impelled us to organize due to the
following obvious reasons:
 We are all an informal settler and does not own a lot.
 We are living in a place near the sea (seashore) and considered as a hazardous/danger
area in times of Strong Typhoon.
 The type of housing structure of most of our people are made of light materials and
can be easily thrown by strong winds.
 We are the constant people who are always in the Evacuation Center every time you
call to evacuate because of Calamities.
 Our people are living below the poverty line and most of us are grantee of 4Ps and
earning just enough for our family.
This has been a long-time problem in our Barangay but never heard any actions/solutions from our
previous leaders. This gives us the courage to organize ourselves and take advantage the
pronouncement of our President Ferdinand R. Marcos Jr. about his Priority Program, to give 7
million Filipinos a Good Shelter before his term ends.
As our Governor, we believe that you are supporting our President in his endeavor to make all his
programs a reality. In this regard, we are asking for your assistance to help us to process our
Application in SHFC. Below are initial requirements that we need to comply:
1. PDRRMO Certification that the place we found are suitable for Housing.
2. Certification from the Engineering Office that the Housing Project has the Access Road
or Road Right of Way.
3. Negotiating the Price of the Land the government will buy for the Housing Project.
This is to inform you also that we already find a place for the said Housing Project and needs an
immediate meeting with the Landowner to discuss about the contract of selling. The place is ready for
your inspection to assess the place, to know the suitability of the area for housing, and to know the
possible design plan for the housing project.
We are not interested for a relocation far from our place in case you will ask us to do that. Most of our
residents are dependent to the sea, our work living is in Bagasbas were most of us are Fishermen,
Fish Vendors and other Fishing related occupation. What we need is a permanent housing where our
families will not become worried anymore every time there is a typhoon.
In our First Endorsement last October 2022, your team visited our place with our people 3 times, one
in October and twice in November. They saw the living condition of our people in purok 5 –
Bagasbas. They promise us that they will do everything to process immediately our request. Kindly
consider also the following facts to assist you make a decision and marked our request an urgent
one.
1. Considering the 173 household that we have, think of the nearest evacuation center you can
provide if a strong typhoon will come today. If you are thinking that Bagasbas Elementary
School is a good place to accommodate them, I don’t think that it will be enough given the fact
that there are only less than 20 classrooms in the said School. Have you ever tried to ask us
where we are going every time there is a typhoon since you don’t have the place to provide
us.

2. July 4, 2019 a press release was published by PIA Region 5 (see attached article). It says,
there 31 evacuation centers to be built in Bicol, where it was built, did we get at least 5 from
that 31 (each evacuation center costs 32 million Pesos). We want to know the nearest
evacuation center in Daet, Camarines Norte Promised by the RDRRMC.

3. In the latest list of LGU applications under the project of our president Ferdinand R. Marcos
Jr., Pambansang Pabahay para sa Pilipino Program, a national housing program aims to
build around six million housing units between 2023 and 2028. Camarines Norte or any of the
Municipalities in our province still not submitting intentions to join the program. We haven’t
heard any resolutions yet in the Sangguniang panlalawigan filed or being discussed in relation
to this program.

4. The 173 families are already expecting that what you have promised us will be happened. In
our latest meeting of the homeowners, our members are already preparing for the possible
needed requirements in this housing project.

Attached herewith is the complete list of Head of the Families of our future homeowner’s association
who will avail the Housing Program. We are hopeful that this request will be given a favorable
response as this undertaking of our group is an Urgent and Long Overdue Need.
