PROPOSED RULES AND REGULATIONS FOR THE AMMUNGAN SPACE RENTAL

A. Coverage. These rules and regulations shall cover ALL VENDORS operating
within the Capitol Compound or designated area(s) allowed by the Provincial
Government of Nueva Vizcaya, in accordance with existing rules and regulations,
ordinances, laws and other pertinent laws.
B. Business Permit Regulations. No person shall be allowed to engage in any kind
of business within the Ammungan Park or those designated areas as allowed by
the Provincial Government of Nueva Vizcaya, without first securing a Governor’s
Permit. In addition, the following are also required and should be valid within the
operating year, to wit:
a. Barangay Business Permit/Clearance (capital of P20,000 and below)
b. Mayor’s Permit (capital of above P20,000)
C. Documentary Requirements for Registration. ALL VENDORS shall, prior to
registration, present the following documents:
a. Valid Identification Card (ID)
b. Duly accomplished registration form
c. Latest 2x2 ID picture
D. Allowable Goods/Products/Commodities. The following are allowable
Goods/Products/Commodities, but not limited to:
a. Cooked Foods
b. Processed Foods
c. Fruits and/or vegetables
d. Furniture
e. Handicrafts including Gift and Holiday Decors
f. Others as may be approved by the committee

E. Rental Fees. The following are monthly rental fees,
a. P500 per month for 2m x 2m (adjusted accordingly by PT)
b. P___ water consumption
F. Responsibility of Vendors. Registered vendors must observe all laws,
ordinances, and regulations with respect to health and sanitation, public safety,
environment and others. In addition, thereto, they shall:
a. Ensure and maintain their designated vending space proper waste
segregation and disposal methods;
b. Wear at all times his/her ID or hung up conspicuously in the stall;
c. Secure business permit(s) and have it renewed upon expiration. The same
must be conspicuously displayed at his/her stall for ready inspection;
d. Keep his/her stall in good sanitary condition at all times, by having a
garbage can or receptable of his/her own. Comply at all time with the
Provincial Solid Waste and Management;
e. Use biodegradable utensils and packaging
f. Pay promptly without demand his/her monthly dues and/or fees at the
Provincial Treasury Office. In case of his/her failure to do so, pay all fines
and penalties accruing thereto;
G. Prohibited Acts by vendors in the conduct of business.
a. Selling of goods not designated in assigned areas;
b. Unauthorized making of extensions of stalls beyond leased/rented areas
and/or utilizing pathways for display of goods
c. Short weighing and false measuring including tampering of standard
weights and measures;
d. Utilizing any of the stalls or vending spaces as residence or living quarters
e. Littering, vandalism and improper use of comfort rooms and non-
observance and cooperation on cleanliness and orderliness;
f. Selling or transferring the privilege to lease the stalls or spaces or permitting
another person to conduct business therein;
g. Operation of Videoke machines and the like;

h. Display and selling of illegal products/items; and,
i. Others as may be identified by the committee.
H. Vendor’s Association. It is encouraged that registered vendors form an
association. Once registered, this organization shall be accredited as a CSO by
the Sangguniang Panlalawigan (SP). The vendor’s association with be responsible
to police their own ranks and ensure that their members strictly comply with the
requirements of the Provincial Government or committee or rules and regulations.
I. Temporary Vacation of Leased/Rented Space during Special Events.
Temporary vacation of leased/rented space during Special Events by the Provincial
Government of Nueva Vizcaya (e.g., Ammungan Festival) SHOULD be followed
by ALL VENDORS.
J. Sanctions and Penalties for Violation. Violations committed on any of these
rules and regulations, not otherwise covered by the existing law and ordinance,
rules and regulations shall be dealt with in accordance with the following:
a. First violation – Fine of P1,000.00
b. Second violation – Fine of P1,500.00
c. Third violation – Fine of P2,000.00 plus revocation of permit and
termination of lease/rent contract
K. Conduct of Monitoring. The following Provincial Government departments shall
monitor their respective area of jurisdiction:
a. Health and sanitation – PIHO
b. Waste and Environment – PENARO
c. Fees/dues and Penalties – PT
d. Business registration and compliance – PROCEDE
e. Designated area including ancillary support – PGSO
f. Emergencies - PDRRMO
g. Peace and Order - PNP
