Purpose: The purpose of this handbook is to define the Scope: This handbook applies to the management of Network Rail

Text re-written/re-structured to provide improved clarity.
Underwater examinations and scour assessments are to be undertaken at maximum 3 yearly intervals to all structures exposed to
flowing water.
Additional exams – upstream face exams for spans up to 10m over water following severe weather warnings/flood alerts –
incorporation of Letter of Instruction 243.
Culverts/Retaining walls/Coastal, estuarine & river defences/Ancillary structures not subject to RBE.
Exam regime reviewed at each evaluation (yearly).
Risk assess if non-compliant due to decreased exam intervals.
Tolerance periods - Maximum allowable time within which an examination is to be completed – Table 1C.1. Incorporates Letter of
Instruction 238.

Appendix A
Principal Hazards -
EMGTPA – No default ‘Higher’ risk category for tonnage.
Primary material exam intervals amended.
Cast iron split by ‘subject to tensile stress’, 'not subject to tensile stress'.
Enterkin Burn Letter of Instruction 155 incorporated (multiple span/curved masonry bridges subject to RA10).
Subordinate hazards table amended to incorporate RAIB incident recommendations:

Footbridges – Good/Fair/Poor. No change.

Appendix C
Culverts – No RBE. Up to 12 years subject to Risk Assessment.

Appendix D
Retaining walls – up to 12 years with RA, underwater every 3 years.

Condition category table combined with risk category table. Attribute/condition of component updated.
