PREFACE
In the era of progress and development of science and technology that takes place very quickly
and has directly affected people's lives, higher education has a very important role in providing quality
human resources who are able to compete globally. For this reason, it is very necessary for universities
to have qualified lecturers who continuously improve their competence as professional educators and
scientists as mandated by Law of the Republic of Indonesia No. 14 of 2005 concerning Teachers and
Lecturers and based on the Decree of the Minister of Education and Culture No. 3 of 2021 concerning
Main Performance Indicators of State Universities and Higher Education Service Institutions at the
Ministry of Education and Culture, especially on KPI No. 3 concerning Lecturers with Tridharma activities
outside the campus and IKU No. 4 regarding Lecturers with doctoral qualifications, having
competency/professional certifications or lecturers from professional practitioners, the industrial world
or the world of work.
The WCP program is a program that aims to invite world-class professors from various well-
known domestic and foreign universities as visiting professors to be placed in various universities in
Indonesia. This program is intended so that lecturers/researchers can interact with well-known and
superior professors so that they can improve academic life, competence, quality and contribution to the
development of science and technology and strengthening the National Innovation system, especially in
the fields of green economy, blue energy, digital economy, health and medical devices, as well as tourism.
Finally, we express our appreciation and gratitude to the Development Team and all parties who
have made various efforts so that this year's World Class Professor Program Guide can be completed

A. Background
One of the national development agendas contained in the National Medium-
Term Development Plan IV (RPJMN IV) 2021-2024 is Improving Quality and Competitive
Human Resources. Human resources in question are human resources who have the skills
and abilities to meet development needs; Healthy human resources are intelligent,
adaptive, innovative and have character. In addition, future development is also directed
to encourage the growth of qualified science and technology in development, both in
natural resource management, governance and decision making. The government wants
the economic posture to be in line with quality growth. This means that economic growth
must be inclusive, broad-based, and based on the advantages of human resources and the
ability of science and technology. To achieve the above, universities have a very important
and strategic role through the implementation of the Tri Dharma of Higher Education.
Referring to the data presented in the 2020-2024 RPJMN Technocratic Draft, it is
targeted that the number of international publications can reach 36,500 by 2024. In
addition, the government is also targeting 1 (one) university to be included in the world's
Top 100 according to the World University Rank (WUR) version, 2 (two) universities
included in the Top 300 WUR, and 3 (three) universities are included in the Top 500 WUR.
To be able to achieve the strategic target indicators mentioned above, the
Directorate General of Higher Education of the Ministry of Education, Culture, Research
and Technology has implemented several innovative programs such as the Masters
Education Program Towards Doctoral Degrees for Excellent Bachelors (PMDSU), the
Indonesian Lecturer Excellence Scholarship Program (BUDI) in particular for doctoral
education both at domestic and abroad, SAME (Scheme for Academic Mobility and
Exchange), and world-class Indonesian Diaspora Professor visiting programs to various
universities in Indonesia.
In order to accelerate the achievement of development targets as described
above, the Directorate General of Higher Education, Research and Technology, Ministry
of Education, Culture, Research and Technology has again opened the World Class
Professor (WCP) program in 2022, which is a program that aims to invite world-class
professors from various fields. Well-known domestic/overseas universities as visiting
professors to be placed in various universities in Indonesia for a maximum period of time
until the end of November, and sending Indonesian researchers to the visiting professor's
home institution. This program is intended so that lecturers/researchers can interact with
well-known and excellent professors so that they can improve their academic life,
competence, quality and contribution to the development of science and technology and
strengthening the National Innovation System in an effort to optimally utilize the diversity
and wealth of Indonesia's natural resources for the greatest welfare Indonesian people as
mandated by the constitution of the Republic of Indonesia.
Referring to the Decree of the Minister of Education and Culture No. 3 of 2021
regarding the main performance indicators (IKU) of State Universities and Higher
Education Service Institutions at the Ministry of Education and Culture, the WCP
Program has been redesigned to be able to contribute as much as possible to the
achievement of the IKU, in particular:

1) IKU Number 3 concerning Lecturers Doing Tridharma Activities Outside Campus


2) IKU Number 5 concerning Lecturers' Work Results Used by the Community or
Received International Recognition
3) IKU Number 6 concerning Study Programs in Collaboration with World Class Partners
4) IKU Number 8 concerning Study Programs with International Standards.

In addition, WCP program activities are also expected to optimally support the
implementation of the 2017-2045 National Research Master Plan (RIRN) with related
priority themes: blue energy, green economy, digital economy, tourism, and health
independence and medical devices.

B. Legal Basis
The implementation of this program refers to:

1. Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 Tanggal 8 Juli 2003


Tentang Sistem Pendidikan Nasional.
2. Undang Undang Republik Indonesia Nomor 12 Tahun 2012 Tentang
Pendidikan Tinggi.

3. Undang-Undang Republik Indonesia Nomor 14 Tahun 2005 Tentang Guru dan Dosen.
4. Undang-Undang Republik Indonesia Nomor 18 Tahun 2002 Tentang Sistem Nasional
Penelitian, Pengembangan, dan Penerapan Ilmu Pengetahuan dan Teknologi.
5. Undang-Undang No. 6 Tahun 2011 tentang Keimigrasian.
6. Peraturan Pemerintah Republik Indonesia Nomor 31 Tahun 2013 Tentang Peraturan

C. General Purpose
1. Provide opportunities for universities to interact with world-class institutions and
professors.
2. Improving the performance of the Tri Dharma of Higher Education and the
competitiveness of higher education human resources.
3. Increase the ranking of universities towards QS WUR 100 until world's best 500.

D. Special Purpose
1. Improving the competence of human resources in building international networks
and partnerships with universities at domestic and abroad.
2. Explore the potential of lecturers and Indonesian resources to contribute to the
development of Indonesian and global science and technology, especially in the fields
of green economy, blue energy, digital economy, health independence and medical
equipment, and tourism.
3. Improve the ability of higher education human resources to support study programs
to obtain international accreditation from institutions recognized by the Ministry of
Education, Culture, Research and Technology.
4. Improving the competence of human resources in producing international
publications in reputable journals with a minimum level of Q2 SJR-Scimago and or
patents.
5. Improve academic reputation and citations per lecturer.

E. General Requirements of College


1. Academic Universities within the Ministry of Education, Culture, Research and
Technology.
2. Accreditation of higher education institutions that propose at least B.
3. Activities are part of the university's strategic plan.
4. The proposing University may involve other universities.
5. It is preferable to be able to provide cost sharing in the implementation (not
necessarily in the form of money) either from the proposing university or from
other sources.
6. Each proposing university may propose more than 1 proposal. Each proposal can be
submitted by each Lecturer with a cover letter from the head of the university and
invites one WCP professor.
7. The proposing university is obliged to arrange immigration documents for invited
professors.

F. Terms and Obligations of the Proposing Lecturer


1. The proposer is a permanent lecturer who has an National Lecturer Identification
Number and holds a Doctorate.
2. Minimum h-index scopus of Proposer is 4 and has been a first author at least in a
Scopus indexed journal with SJR Q4 in the last 5 years or registered patent or
monumental work at the national level.
3. When proposing a WCP program, a draft of a national joint publication / patent /
monumental work has been prepared and approved by the WCP who will be invited.
4. The date of the submitted joint publication/patent/national level monumental work
must be after the determination of the recipient of the WCP program.
5. Joint publication status must be under review by the end of December 2022 (when
WCP program activities end).
6. Applicants may visit the invited WCP Institution for 15 s.d. 30 days excluding
quarantine abroad with an official invitation letter from the WCP institution.
7. The WCP program budget is not allowed to be used again after the end of November
2022.
8. For proposing lecturers and WCPs who have received WCP programs from previous
years, they must have fulfilled all the obligations and predetermined output targets.
9. The proposing institution is responsible for making an invitation letter to the visiting
WCP in accordance with the commitment letter from the WCP.

G. WCP Conditions
1. Having the Academic Position of Full Professor, it is also possible to be Professor of
the Indonesian Diaspora.
2. Foreign WCP invited are preferably from PT with QSWUR TOP 500 or by subject TOP
300. WCP from domestic PT comes from PTN BH.
3. The invited WCP has a Scopus h-index 12 for the field of science and technology or at
least 1 patent with granted status that already has a partner for commercialization,
and a Scopus h-index 10 for the social humanities field or has an international
monumental art work.
4. Have the required expertise in the PT proposer.
5. Able to communicate orally and in writing in English or other required international
languages.
6. WCP must be affiliated with a university with evidence of attaching a Supporting
Letter from the head of the WCP institution who is invited to join this program.
7. One WCP may only be invited by one proposer.
8. The invited WCP shall provide a Commitment Letter which contains:

a) Stating the ability to come with a clear period of 8 to 14 days outside the
quarantine period.
b) Willing to provide facilities at the WCP institution if the lecturer receiving the
WCP program visits the WCP institution.
c) Agree to include his name as a co-author in an joint publication/patent/
international monumental work.
d) State the title (tentative) for joint publications/patents/international
monumental works.
e) Targeting journal names with a reputation of at least Q2/patent/monumental
work,
f) Write the names of the authors involved in the joint publication / patent /
international monumental work as a complete proposal.
g) Declaring that they have prepared a draft of a joint publication / patent /
international monumental work with the author and co-authors.
h) Committed to submitting joint publications/patents/international monumental
works and following the development of joint publications until under review,
patents until registered or international monumental works at the end of WCP
activities at proposer college.

H. WPC Activity type


1. Fine tuning of joint publication articles for submission to reputable international
journals at least Q2 Scimago.
2. Assist in preparing human resources for study programs to obtain international
accreditation.
3. Assist the proposing university in making proposals to obtain funding for the
development of an education project which will be submitted to the respective
government or to international funders.
4. Become a guest lecturer or consultant at the proposed university.
5. Become a peer reviewer for international journals published in Indonesia.
6. Carry out joint supervision for S2 and S3 students and become an external examiner.
7. Assist in data analysis for students who are completing S2 or S3.
8. As a speaker/presenter at scientific meetings.
9. Consolidation and improvement of cooperation networks for proposing study
programs in the development of double degree programs which include curriculum
development and strengthening, and credit transfer mechanisms.
10. Assist in drafting international patents/monumental works.

I. Activity Implementation
The implementation of WCP program activities in 2022 is planned offline.
However, if conditions are not possible, it can be carried out in a hybrid or online
manner. The duration of the activity is from August to the end of November 2022.

J. Program Outcome
Outcomes produced by program recipients to invite guest professors according
to the type of activity:

1. Mandatory Outcomes
Joint jublication manuscripts in reputable international journals have at least Q2 (at least
under review status, proposer as first author and WCP invited as co-author) or registered
patents or international monumental works that have been registered in international
activities after the date of determination of WCP program recipients by Director of
Resources, Directorate General of Higher Education, Research and Technology,
Ministry of Education, Culture, Research and Technology. Minimum number of joint
publications/patents/international monumental works is 1 (one), preferably on 5 (five)
national priority research themes (Green Economy, Blue Energy, Digital Economy, Health
and Medical Devices, and Tourism).

2. Additional Outcomes
a. Draft document of capacity building program development, double degree, joint
degree, curriculum development, or credit transfer mechanism in order to
support international accreditation, and/or
b. Development of laboratory manuals/SOPs, workshop materials, and others in
accordance with the activity targets that have been agreed upon when declared
as activities announced by the Directorate of Resources, Directorate General of
Education, Research and Technology as proposals that qualify for funding, and/or
c. Implementation of guest lecturers equipped with learning materials/tutorials or
results of consultations, and/or
d. Implementation of joint supervision or external examiner in the double degree
doctoral program.
e. Implementation of the strengthening of one of the 8 (eight) IKU College policies
of the Kampus Merdeka.

Description:
The budget details mentioned above are the maximum amount, while the proposed
budget from each WCP recipient is adjusted to the number of proposed activities.

A. Fees for WCP Professors


1. Overseas WCP
a) WCP Profession Service Honors
WCP Profession Services Honors are given to invited WCP Professors with a
maximum number of 10 meetings with each meeting given 2 hours
Professional Services Honorarium.

b) Living Cost of WCP


WCP living cost are given to WCPs who are invited and come attractively to
Indonesia. The cost of living includes accommodation, local transportation
and meals.

c) Transportation Cost
Transportation costs for WCP are given as much as 1 time round-trip flight
from overseas to Indonesia economy class.

d) Health Insurance Costs


Health insurance costs are given once if the Abroad WCP visits Indonesia.
Health insurance costs are provided at cost.

e) Visa Fee
Visa fees are given to WCPs who will visit Indonesia 1 time. Visa fees are
given at cost.

f) Domestic PCR Cost


The Domestic PCR fee is given to WCP upon arrival in Indonesia. PCR Cost
given at cost.

g) Abroad PCR Cost


Abroad PCR fees are given to WCP for PCR costs in Abroad before leaving for
Indonesia. The cost of PCR is given at cost.

h) Covid-19 Quarantine Fee


Quarantine fees are given for WCP quarantine when they arrive in Indonesia,
if they are required to undergo quarantine.

2. Domestic WCP
a) WCP Profession Service Honors
WCP Profession Services Honors are given to invited WCP Professors with a
maximum number of 10 meetings with each meeting given 2 hours
Professional Services Honorarium.

b) WCP Living Cost


WCP living cost are given to invited WCPs who come to the inviting
university. The cost of living includes the cost of accommodation, local
transportation and consumption.

c) Biaya Transportasi
Transportation costs for WCP are given as much as 1 time round-trip
flight/bus/train from the Professor's place of origin to the inviting university.
Transportation costs are provided at cost
B. Fees for WCP Recipients
1. Abroad Living Cost
Abroad living Cost are given to lecturers receiving the WCP Program who will
visit University Professors at Abroad. The standard of living costs provided is 2
(two) times the standard of living costs of the LPDP according to the goals of
each country. Living expenses are given for 1 month.

2. Transportation Cost
Transportation costs for recipients of the WCP program are given as much as 1
time round-trip flight from Indonesia to foreign economy class. Transportation
costs are provided at cost.

3. Health Insurance Costs


Health insurance costs are given once when the recipient of the WCP program
goes abroad. Insurance costs are provided at cost.

4. Visa Fee
Visa fees are given once when a lecturer visits the recipient of the WCP program
to a foreign country. Visa fees are given at cost.

5. Domestic PCR cost


Domestic PCR costs are given to recipients of the WCP program when they leave
for overseas. Domestic PCR fees are given at cost.

6. Overseas PCR Cost


Overseas PCR fees are given to recipients of the WCP program for PCR costs
abroad upon arrival and return abroad. Overseas PCR fees are provided at cost.

7. Covid-19 Quarantine Fee


Quarantine fees are given to recipients of the WCP program when they arrive
abroad, if they are required to undergo quarantine. Quarantine fees are given at
cost. When returning to Indonesia, the quarantine process is adjusted to the
rules of the Covid-19 Task Force.

8. Manuscript Writing Assistance for WCP Recipients


Manuscript assistance costs are given to recipients of the WCP program, with a
target of under review at the end of the WCP program at the end of November
2022. Manuscript writing fee assistance is given for 1 publication manuscript.

9. The cost of assistance for the implementation of the Workshop / Seminar / Guest
Lecture is given a maximum of 3 (three) activities.

L. Fund Distribution
1. The cost component of the Professional Services Honors for WCPs is given directly to
the invited WCPs. Professional Service Honors for WCP are awarded at the end of the
WCP program implementation. The document that must be attached for
disbursement of funds is the monthly report on the implementation of the WCP
program as attached in the attached format in attachment 2.
2. The cost components of the workshop/seminar/guest lecture will be sent to the
university from which the WCP program was awarded by attaching the RAB for the
implementation of the workshop/seminar/guest lecture.
3. Other cost components will be transferred to the recipients of the WCP program with
the following details:
a. WCP living cost are provided to invited WCPs according to the LPDP cost
standard. Disbursement of WCP's living cost by attaching an invitation letter
containing WCP's schedule of visits to the inviting college.

b. The living cost of the WCP program recipients is 2 times the standard LPDP living
cost for the respective country of destination. The document that must be
attached for disbursement is the LoA which includes the period of the visit
abroad.
c. Transportation Cost
The transportation costs provided are transportation costs for departure and
return for both WCP and participants receiving the WCP program.
Transportation is given 1 time round trip with a reimbursement system.
Documents that must be attached for disbursement of transportation costs are
tickets, boarding passes or other proof of transportation.

d. Health Insurance Costs


Health insurance costs for WCP and WCP program recipients are provided at
cost with a reimbursement system. Documents that must be attached are
invoices for insurance costs and insurance policies.

e. Visa Fee
Visa fees for WCP and WCP program recipients are given at cost with a
reimbursement system. Documents attached for disbursement are visa and
visa fee invoices.

f. Quarantine cost
Quarantine costs for WCPs and recipients of the WCP program are provided at
cost with a reimbursement system. Documents attached for disbursement are
quarantine fee invoices and screenshots of quarantine rules in the destination
country.

g. PCR Cost
PCR costs for WCPs and recipients of the WCP program are provided at cost
with a reimbursement system. Documents attached for disbursement are PCR
fee invoice and PCR results.

h. Manuscript Assistance Fee


The maximum manuscript assistance fee is given for 1 manuscript. Documents
attached for disbursement, namely manuscript documents and proof of
manuscripts are already under review status.

i. Assistance fee for the implementation of Workshop/Seminar/Guest Lecture


Assistance fee for the implementation of Workshop/Seminar/Guest Lecture is
given a maximum of 3 activities. Documents that must be attached are the RAB
for the implementation of the Workshop/Seminar/Guest Lecture.

M. Proposal Assessment Criteria


1. Administration of documents (reputation of invited WCPs, commitment letters,
number of draft joint publications/patents/international monumental works, HIndex,
ranking of PT/by subject WCP). (40%)
2. The proposed activity plan (activity schedule, type of activity, proposed cost,
sustainability). (30%)
3. Performance indicators (number of publication drafts of proposing study programs /
patents / international monumental works, strengthening of study programs,
baseline June 2022 to November 2022 target). (30%)

N. Procedure for Proposing Activities


1. The activity proposal is prepared in the following format:
a) Title

i) Schedule of activities
j) Attachments (CV of the invited Professor and CV of the proposer involved in the
joint publication, commitment letter of the invited professor, supporting letter
from the university leadership from WCP, draft article for the joint
publications, and other supporting documents)

2. Registration and submission of proposals are proposed online in the following way:
a) Registration:
Applicants can apply online by registering first using the National Lecturer
Identification Number (NIDN) on the page:

b) Login
After getting an account, registrants can log in and choose the program of
activities offered.

c) Proposal Submission
The registrant fills out the proposal data form that has been provided and
uploads the required documents.

Each stage of the selection of prospective participants can view online through
the registrant's account on the assessment history, the results of the assessment
selection will be informed via the registrant's e-mail and through the website:

P. Reporting Mechanism

Submission of program reports and use of WCP program budgets from participants is

Q. Refund
In the implementation of the LPDP and Kemdikbudristek Cooperation program,
if there are remaining funds that must be returned to LPDP for financing several
programs, either because there are remaining funds after accountability, or due to other
reasons for returning. As for the remaining funds, the funds will be returned to the LPDP
account with the following refund mechanism:

1. Funds are transferred to the LPDP checking account

2. When making a transfer, include the delivery report with code <PD> space <Type of
Fund> space <Program> for example: “PD Biaya Seminar/worksop/guest lecture
WCP”. Not allowed to make transfers using ATM.

3. The party who returns the refund sends a refund email to email
invoice.lpdp@kemenkeu.go.id and bayar.lpdp@kemenkeu.go.id by attaching proof
of transfer and filling in the following e-mail description:
• Subject email is filled <Pengembalian Dana> spasi <Type of Fund> spasi <Program>
example "Pengembalian Dana Biaya Seminar/worksop/guest lecture WCP "
• In the Body Email, fill in the following information:
- Name of Fund Recipient:
- Description of Refunded Funds * :
*example: Biaya Seminar/worksop/guest lecture WCP, etc.
- Amount : Rp/USD/JPY/ etc.
- Sent via Bank :
- Information :
4. If the refund is in batch form from several beneficiaries, it is expected to attach an excel
file detailing the return.
5. LPDP will send a reply email to confirm that the refund has been received.

R. Sanction
For recipients of the World Class Professor Program who cannot fulfill their
obligations to submit reports and the promised output targets, they cannot apply for
other competency improvement activity programs organized by the Directorate of
Resources before submitting reports and meeting the output targets
