MEMORANDUM OF UNDERSTANDING

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Understanding made and entered into by and

The CITY GOVERNMENT OF COTABATO, a local government unit

duly established by virtue of Republic Act No. 2364, with office address at
People’s Palace, Barangay Rosary Heights 10, Sinsuat Avenue, Cotabato
City, herein represented by its City Mayor MOHAMMAD ALI C.
MATABALAO, hereinafter referred to as “LGU COTABATO”;

The MUNICIPAL GOVERNMENT OF BONGAO, a component city of

the Province of Tawi-Tawi, with office address at Datu Halun St., Poblacion
LGU Cotabato

Bongao, Tawi-Tawi, herein represented by its Municipal Mayor JIMUEL S.

QUE, hereinafter referred to as “LGU BONGAO”

WITNESSETH:

WHEREAS, local government units (LGUs) play an important role in

promoting economic development such that the Local Government Code of
1991 has mandated LGUs to exercise such powers and discharge such
functions as may be necessary to provide basic services and facilities
including tourism facilities and other tourist attractions;

WHEREAS, the existing direct flight from Cotabato City to Tawi-

Tawi and vice-versa has bridged the 526-kilometer distance between the
two LGUs thereby making it easier for the constituents of both to visit
each other;

WHEREAS, the foregoing provides an opportunity for the parties to

collaborate with each other for purposes of sharing best practices in

business investments, good public governance and socio-economic
development;

NOW, THEREFORE, for and in consideration of the above premises,

mutual covenants and agreements set forth herein, the Parties agree as
follows:

1. The purpose of this MOU is to establish a framework of partnership

and facilitate collaboration between LGU Cotabato City and LGU
Bongao, on a non-exclusive basis, in areas of common interest.
Witness

Under the auspices of this framework, the Parties shall develop

specific activities and deliverables to be implemented in a spirit of
cooperation and common commitment to advance the tourism and
trade industry of both parties.

2. The specific activities and deliverables to be developed by the parties

shall be aimed at connecting Cotabato City and Bongao, Tawi-Tawi,
and sharing best practices in business investments, good public
governance and socio-economic development.

 3. Such activities and deliverables shall include but not limited to the
following:

a. Exchange of local products and promotion initiatives;

b. Support to tourism enterprises in terms of travel for both
business and leisure;
c. Encouraging domestic travel; and
d. Providing local destination development initiatives and
opportunities.

4. Every proposed activity to be implemented in relation to this MOU

shall be embodied in a separate Memorandum of Agreement
authorized by the respective Sanggunian of both parties in a
resolution issued for said purpose;

5. This MOU shall be implemented and shall take effect on

_____________ until _____________________.

6. The provisions hereof are subject to amendment, revision, or

modification at any time upon the initiation of any of the parties. All
amendments, revisions or modifications require the mutual approval
of all the parties hereto. All parties shall agree in writing on
changes/amendments in this agreement as deemed necessary to
improve partnership.
