l. The standards of competence that have to be met by seafarers are prescribed in Part A
of the Seafarers Training and Certification and Watch keeping (STCW) Code of the
Intemational Convention on Standards of Training, Certification and Watch keeping for
Seafarers (STCW), 1978, as amended.
2. Seafarers responsible for designated safety duties associated with care, use or in
emergency response to the fuel on board ships, subject to the IGF code, should hold a
certificate in Basic haining for service on ships subject to the IGF code (paragraph 4 of
regulation V/3 of STCW convention).
3. This course has been developed to support the implementation ofthe Convention and
Code. It addresses the requirements of regulation A-V/3 of the Convention and section A-
V/3-1 ofthe STCW Code.
4. This course is essentially a course with practical guidance and information and
provides training and qualifications for masters, officers, ratings and other personnel on ships
subject to the IGF code.
5. To specify the requirement of Basic training for ships using fuels covered within the
IGF code, the Directorate General of shipping has formulated the following guidelines for
the conduct ofthe "Basic training for ships using fuels covered within the IGF code" course
as annexed to this circular.
6. The ID No. assigned for the "Basic training for ships using fuels covered within the
IGF code" course is 53 1 I . The duration of this course is 24 hours (4 days) and the frequency
ofthe course shall not exceed 24 in a calendar vear.
7. DGS approved training institutes, eligible to conduct this course and complying with
the details specified in the annex will be eligible to apply for the conduct of this course along
with a prescribed processing fee of Rs. 75,0001-.

The purpose of this model course is to provide the knowledge and skills to all seafarers
responsible for designated shipboard duties associated with thL care, use of the fuel,

1.2 Objectives:

4.2 Requiredattendance:
100% attendance is required for successful completion of the course.
5. COURSE DETAILS
5'1 course Duration: 5 days. A totar of29 hours of rectures, practicar training and
assessment.

6. HOLIDAYS
6.2 Independence Day (15,' August) and Republic Day (26,' January) shall be compulsory
holidays.
6.3 students shall normally enioy the holidays observed by the Govt. of the state in which the
institute is located.
7. FACULTY REQUIREMENT
At least two faculty required for the course.

7.5 Age limit for faculty members shall be as per DGS Training manual.
8. ASSESSMENT
Assessmenl must be organised so that leamers can, through demonstration and
911mrlation, show that they meet the competences stipurated, aa identified in the tabre
srcw A-v/3-1 and in accordance with the methods for demonstrating competence shown in
column 3 of the table and the criteria for evaruating competence in coiumn 4, in regard to the
use of fuels covered within the IGF Code.

8.1 Re-assessment
A candidate failing in the assessment will be permitted lo re-appear in the subsequent
batches.
