AN ORDER REORGANIZING THE CITY BANTAY ASIN TASK FORCE AND ITS
SPECIAL WORKING GROUP IN THE CITY OF VALENCIA, BUKIDNON AND FOR
OTHER PURPOSES.

WHEREAS, R.A 8172, otherwise known as “An Act Promoting Salt Iodization Nationwide and for
Related Purposes”, or commonly called “ASIN Law” is a major step to end the nutritional problem Iodine
Deficiency Disorders (IDD)which is a spectrum of abnormalities that results when the body does not get
enough iodine;

WHEREAS, the universal salt iodization continues to be recognized as the cheapest, safest, efficient and
long term intervention that would address IDD, with R. A 8172 that mandates the iodization of all salt for
human and animal consumption providing the policy cover for actions;

WHEREAS, iodine status of women at reproductive age must be well-managed and maintained at the
adequate level to prevent infertility and miscarriage, abortion or stillbirth during pregnancy;

WHEREAS, iodine deficiency can lead to the reduction of intellectual and physical capacity affecting
everyone who is iodine deficient, and can severely compromise the thyroid function of the fetus and
neonate, cause neuro cognitive impairment, irreversibly impair brain development and increase infant
mortality during pregnancy and lactation;

WHEREAS, the results of the 2013 National Nutrition Survey (NNS) of the Food and Nutrition Research
Institute (FNRI) showed that while IDD is no longer a problem in the general population as indicated by
the Urinary Iodine Concentration (UIC) of the marker population group, i.e. school children 6-12 years
old at 168 μg/L median UIC, it is still of public health significance among pregnant, lactating women, and
even older persons;

WHEREAS, considering the consequences of IDD, efforts to eliminate the problem will be continually
pursued in 2018-2022 as stated in the Philippine Plan of Action for Nutrition (PPAN) 2017-2022. Thus,
the goal is to achieve universal salt iodization (USI) or 90% of household use adequately iodized salt by
2022;

WHEREAS, Sec. 5 (d) of ASIN Law mandates that LGUs shall provide mechanism to promote the use
of iodized salt through ordinances and information campaigns;

WHEREAS, the Sangguniang Panlungsod passed the City Ordinance No. 18-2017 intensifying the
distribution, retail and the use of iodized salt in the City of Valencia providing penalties for violation
thereof;

WHEREAS, there is a need to update the composition of the City Bantay Asin Task Force and Its
Special Working Group of the City of Valencia, Bukidnon in order to ensure the sustainability of the
implementation of ASIN Law and guarantee the iodization of all salt being produced, sold or traded, and
utilized in the locality.

NOW, THEREFORE, I, AZUCENA P. HUERVAS, Local Chief Executive of Valencia City,


Bukidnon, by virtue of the power vested in me by law and the constitution do hereby reorganize
the City Bantay Asin Task Force and Its Special Working Group of the City of Valencia, Bukidnon , as
follows:

SECTION 1. COMPOSITION. The City Bantay Asin Task Force and Its Special Working
Group of the City Government of Valencia shall be composed of the following:

SECTION 2. FUNCTIONS

A. The City Bantay Asin Task Force shall have the following duties and functions:

1. Promotes full and effective implementation of the Salt Iodization Program in the
City with the provisions stipulated in the Republic Act No. 8172 or “ASIN” law
and City Ordinance No. 18-2017;

2. Formulates and implements programs that intensifies the promotion, distribution,


sell, and use of iodized salt to the public, and ensure sustainability of the program;
3. Frames effective strategies to enhance awareness of the general public on the
importance of iodized salt thru the conduct of intensive Information Education
Campaign (IEC);

4. Identifies problems and issues relative to the implementation of the salt iodization
program ordinance in the City;

5. Coordinates with the National Salt Iodization Program (NSIP) in the provincial
and regional offices and formulate a City annual NSIP operational plans and
programs in line with the program implementation;

6. Encourage the 31 Barangays of the City of Valencia to reorganize and/or actively


mobilize the Barangay Bantay Asin Task Force in their respective barangays for
wider operation;

7. Recommends to the Sangguniang Panglungsod possible amendments of the City


ordinance on salt iodization program and other legislative measures for the
efficient execution of the policy;

8. Directs and supervises the activities of the Special Working Group.

B. The Special Working Group is responsible of the following:

1. Serves as the front liners in the conduct of advocacy and dissemination of


information relative to Republic Act No. 8172 otherwise known as “ASIN law”
and the effective implementation of City Ordinance No. 18-2017 to intensify the
distribution, retail and the use of iodized salt in the City of Valencia.

2. Conducts surprise and/or scheduled visitation to all concerned establishments to


ensure that the iodized salt sold in the market is within the required parts per
million (minimum of 30 ppm) iodine content;

3. Collects samples of salt and conducts testing of iodized salt from different
business establishments, and food outlets to check the level of iodine found in the
iodized salt which were sold, and used. Testing shall be done within the premises
of the establishment using technology of acceptable national and international
standard;

4. Conducts inspection and testing during the delivery of iodized salt product from
the distributor to make sure that adequate amount of iodine content (not less than
50 parts per million) is met. Further, authorized to stop and/or return all the part/s
of the stocks to the distributor if iodine content is not on conformity with the
standard parts per million (ppm) requirements;

5. Confiscates iodized salt products that are below 50 parts per million (50ppm) for
distributors and below 30 parts per million (ppm) for retailers;

6. Submits quarterly reports to the City Bantay Asin Task Force; and

7. Issues Ordinance Violation Ticket and conducts Salt Iodization Program


orientation to violators; and

8. Performs other functions as may be directed by the members of the City Bantay
Asin Task Force.
SECTION 3. SECRETARIAT. The City Nutrition Committee shall serve as the Secretariat for
purposes of administrative and/or technical staff support of the Bantay Asin Task Force and its
Special Working Group and shall be carrying the following responsibilities:

a. Serves as the center of the communication by receiving and disseminating


information from and to members of the City Bantay Asin Task Force and its
Special Working Group;

b. Documents and keeps all the proceedings during the conduct of meeting/s of the
Task Force and its Special Working Group;

c. Keeps all the records of activities conducted by the Special Working Group in
line with the enforcement of the order;

d. Take care of iodized salt products which were confiscated during a legitimate
operation by the Special Working Group; and

e. Performs other functions as may be directed by the City Bantay Asin Task Force.

SECTION 4. MEETING AND QUOROM. The City Bantay Asin Task Force together with its
Special Working Group shall meet once in every quarter or as necessary.

SECTION 5. ATTENDANCE TO THE MEETING. All the members of the Committee are
required to personally attend the meeting called by the Chairperson. However, in the event that
any of the members herein are not available to attend the meeting called for due to conflict of
schedules, or the member is on official Travel, he/she shall be represented by his/her duly
authorized representative.

SECTION 6. REPEALING CLAUSE. Any other Executive Order or parts thereof inconsistent
with the provisions herewith are hereby repealed or modified accordingly.

SECTION 7. SEPARABILITY CLAUSE. Should any part or parts of this Executive Order be
declared invalid or unconstitutional, the other parts not so declared shall remain in full force and
effect.

SECTION 8. EFFECTIVITY CLAUSE. This Executive Order shall take effect Fifteen (15)
days after its publication in a newspaper of general circulation and posting in the bulletin boards
of the City Hall, Central Market and the New Integrated Bus Terminal of the City of Valencia.
