Queries for the Principal and Management of Wilson College, Mumbai

The document herein highlights the concerned queries of students and guardians with reference
to the Attendance Policy Circular available on the college website.

1. Since the circular does not mention the exact date of when it was drafted and uploaded,
or an exact date for effective implementation, we would like the answer for the same.
2. Wrt Point 3, the SY batch started the first year of their degrees when the college was not
under autonomy and when asked about curriculum change under autonomy for SY, it
was stated that their batch do not come under the criteria for curriculum changes.
If criteria was not met for curriculum changes, what criteria was considered that led the
college to include SY under the attendance policy modified under the Autonomous
Status of the College?
3. Wrt Point 4, there are a number of students who have missed lectures participating in
co-curriculars and extra-curriculars this academic year. Has the administration prepared
a list of events, fests and competitions that are included in these broad categories? What
protocol has been followed to ensure that such students’ attendance is condoned? If
there hasn’t, why?
4. Wrt Point 5, The administration had not notified students officially about the decision to
reduce the cut off for debarment to 50%. Where do we find the notice for the same and
why were students not officially informed about this change before the tentative debarred
list came out?
5. Wrt Point 5, clarity is needed with respect to the college’s decision to not contact
parental and guardian authorities of students in conducting personal hearings in official
capacity. Further, there is no official documentation guidelining the protocol and
procedure of the personal hearings, rationale for decision and any appellate modes.
6. Wrt Point 6 and 7, the college website, as of date 14 - 03 - 2023 has no mechanism to
display a list of defaulters for each month. Why? In addition to this, what led to the
decision to send emails to personal IDs and not the institutional IDs of students? Being
aware that this took place even before the institutional IDs were disabled for security
reasons, we would like to know why the decision for the same was made.
7. Wrt the point above, As of 14 - 03 - 2023 the institutional IDs of a majority of students
still have not been re-enabled. Keeping in mind that some course material still hasn’t
been shared on the respective subject Whatsapp groups and with exams in less than a
week, what is going to be the administration’s course of action to rectify the same?
8. Wrt point 9, the Attendance Grievance Redressal that was held during 11th March and
the notice for the same, why were students not explained to beforehand what would take
place at the redressal and only found out on the day itself that no appeals would be
heard? In addition to this, clarity is needed about the confidence of the administration in
the robust nature and accuracy of the muster record for the management to correct
errors only through manual counting of signatures. Additionally, what measures were
taken to avoid miscounting and oversight for the same? The online portal of attendance
has also proved to be glitchy and inaccurate at times. What steps were taken to ensure
that attendance would be properly recorded, both on the college musters and the Data
Vista Portal before a debarred list could be prepared?
9. The last teaching day according to the circular dated 2nd March, was the 11th of March.
What was the decision making process that led to the counting of attendance only till the
4th of March and were students informed of the same prior to the redressal?
10. Wrt point 9, 10 and 11,
As of 14thh March, with less than a week remaining for exams, the final debarred list has
not been displayed yet.
Debarred learners are supposed to be allowed to appeal to the principal and make a
representation to the committee at least 10 days before the final list is displayed. During
the redressal held on 11th March, why was this not communicated to the debarred
students in any capacity?
Supposing the final debarred list comes out on 15th March, how does the college explain
the timeline of hearing the appeals of a large number of students 5 days before exams.
If the management has decided to not hear appeals, clarity is needed as to why it has
been mentioned in the circular.
Based on what procedures is the final debarred list being prepared, especially without
holding a meeting with the respective parents/guardians of each learner?
11. Wrt point 12 and 15,
Every student was allowed to sit for the Semester 3 Regular Exams of Second Year
regardless of their lack of attendance with no defaulters’ or debarred lists.
According to the circular, the policy takes effect from AY 2022 - 2023. What was the
criteria that students met in Semester 3 that they do not meet in Semester 4 that has led
the college to implement such stringent rules in the middle of the academic year?
In addition to the question above, how does the college justify implementing the extreme
consequences of debarment under the autonomous policy in the middle of the most
crucial semester of SY, a batch that does not study the autonomous curriculum or give
exams through the autonomous exam taking method?
12. Wrt the consequences of debarment, why wasn’t there a meeting held with parents
during Semester 4 to explain exactly what course of action would be taken if their child
was found to be running short on attendance? Why does the circular not mention the
consequences of debarment for each semester, keeping in mind that debarment for odd
semesters and even semesters would not mean the same?
13. Why is the academic record of students with exceptional marks and grades not being
considered as the basis for condonement? Clarity is needed about the administration’s
belief on attendance being of more importance than a student’s academic record.

We require that the management answers each of our queries to the best of their capacity in a
manner that does not leave the parents more confused than they already are. The poor
implementation of policy, with rules being changed wherever and whenever the administration
pleases with no intimation to the parents all during the most crucial semester of a SY student’s
life with 5 days remaining for exams is extremely unfair and the parents as a collective do not
stand for this. We demand the administration let each and every student of Second Year give
their Semester IV Regular Exams and agree to happily oblige when the management is
equipped enough to implement their policies effectively without causing an upheaval so close to
Semester End Exams.
