I. Most Essential Learning Competency

Explain issues and programs related to political engagement and youth empowerment.

II. Overview

Considering that the youth make up a significant part of the population. It can be
said that they play a large role in Philippine society. In fact, they are often seen as the
hope of the future because of their energy, creativity, resourcefulness, and openness
to new developments. Provided that the youth function effectively in society, they have
the capability to fully participate in efforts toward improving their communities. What is
youth empowerment and political engagement?
Youth empowerment considered as basic human rights where the youth is
given a power to use their skills, critical awareness and opportunities to make an impact
with their own lives in the society where they belong. Youth must be involved in all of
the activities that our society have for them. They can now take charge of their own
decisions and convert all the resources they have to address the present situation they
have for the common good.
Political engagement is the participation of people in governing the nation/
community through expressing their opinions, joining political organizations and
standing for election. Youth must take their part to formulate policies in the government.
Youth policy is an important instrument for promoting greater participation of young
people in determining the direction of development in their societies. Identification of the
current situation and needs of youth and the existing policies and programs that directly
and indirectly affect them, is an essential prerequisite to effective formulation and
implementation of policy in which youth can play a positive and active role.
These are the issues confronted by the youth: (1) pre-marital sex and teen-age
pregnancy; (2) children in conflict with the law; (3) child labor; (4) bullying.
How to address issues about the youth: (1) Republic Act 10627, or the Anti-
Bullying Act, aims to protect children enrolled in kindergarten, elementary, and
secondary schools and learning centers from being bullied; (2) Reproductive Health
Law-Its goal is to encourage family planning to help prevent the fast growth of our
population. Through sexuality education, teenagers will become aware of how it will
affect their lives because rearing children is a serious matter; (3) RA 9344, An Act
Establishing A Comprehensive Juvenile And Welfare System, Creating The Juvenile
Justice And Welfare Council Under The Department of Justice, Appropriating Funds

Therefor And For Other Purposes.

These are some identified advocacy programs for the youth: (1) Youth
Leadership and Organization-Supreme Student Government Organization, YES-O,
Boys Scout and Girls Scout, Sangguniang Kabataan; (2) Information Dissemination
Campaign about the Issue on Bullying; (3) Information Dissemination Campaign about
Teen-age Pregnancy and Drug Abuse; (4) Global March Against Child Labor; (5) Anti-
Slavery International

Directions: Read and analyze the situations below. Answer the process questions that
follow.
Situation Number 1:
Jansen, 15, has no real place to call home. He used to be a street kid in Malabon
City, where he joined a drug syndicate after running away from his father last year.
He started using Methamphetamine and made enough money to get by.

Situation Number 2:
Erick himself had been a part of Sangguniang Kabataan when he was younger,

during those years there is no budget allocated for the said organization. Their

services are anchored on the spirit of volunteerism that helped them developed their
leadership power. It was quite difficult for the group to push through with their
projects and programs for lack of funds.

3. What existing programs in our society can you suggest that will address the main
