THE YOUTH
Youth is defined differently in
various groups. The youth in
National-Building Act of 1995 (RA
8044), which establishes the
National Comprehensive Youth
Department, defined youth as the
critical period in a person's growth
and development from the onset of
adolescence
towards the peak of mature, self-
reliant, and responsible adulthood
comprising the considerable sector
of the population from the age of
fifteen (15) to thirty (30) years.
The World Health Organization,
on the other hand, defines youth to
be those between 15 to 24 years
old.
THE YOUTH
Currently, the Philippines have a
projected 112.3 million population.
The youth comprises more than 40
percent of the total population. Of
this, 21% are enrolled in high
school, tertiary and vocational
schools, 22% are young peasants,
21% are contractual young workers
in the urban areas,
36% are unemployed and out of
school and 4% are working
students. This means that they
make up around ⅓ of the
Philippine population.
THE YOUTH

From the psychological

perspective, youth is defined as
those within the adolescence
stage, the youth have already an
integrated image of themselves
as unique persons and are in the
process of constructing their
personal identity.
Also, this is the stage when they
cling to a peer group. In the early
adulthood stage, the youth form
close relationships with others

Development Plan (2005-2010)
THE YOUTH

Youths are the parts of the community.

The community can solve every
problem with the tenant of youths. A
community is not just a group of
people but it is a group of children,
young and old people who have
different knowledge but they are
interested to work with each other.
At a young age, youths have the
power to generate new ideas to
solve problems of the society.
THE YOUTH
However, because of their young age,
they are vulnerable to many forms of
social menace that can potentially
hamper their transformation into
productive members of the
community. It is for this purpose that
some concerned individuals are taking
the initiative in ensuring a better life for
the coming generations.
WHAT ARE THE
RESPONSIBILITIES
OF YOUTH?
RESPONSIBILITIES OF
YOUTH
1. Reproduce: reproduction
here does not mean increasing
the population but it means
that they fulfill the position left
by the elder. Like son takes up
the position of father in a
company.
RESPONSIBILITIES OF
YOUTH
2. Protection: Youth are
expected to protect their culture
and tradition while at the same
time makes it better and
embraces changes in the
society.
For instance it is youth only who
becomes a part of political movement
for a major change in a country. They
become a part of armed forces too, to
safeguard the freedom of people and
so on
RESPONSIBILITIES OF
YOUTH

3. Growth: The growth of a

country in all the spheres like
Social, political and economic
spheres mostly depend on
youth only. They with a fresh
energy can perform better and
ensure the growth of society.
FACTORS
AFFECTING YOUTH
PARTICIPATING IN
THE COMMUNITY
1. EDUCATION

The participation of the youth

in community activities may be
influenced by their academic
performance in High School, the
likelihood of attending classes in
college, and the efforts of
schools in setting an example
and reinforcing positive social
values.
2. VALUES

The willingness of the youth

to engage in their community
may be influenced by their
feeling of efficiency, or the ability
to do what they need to do. They
may also be influenced by the
need to be valued and taken
seriously by other members of
the community.
Furthermore, the youth may also feel
that they have a responsibility to
perform a public duty and that
fulfilling this obligation will increase
their self-esteem recognition, and
values in the community.
FACTORS THAT MAY
DISCOURAGE THE
YOUTH PARTICIPATION
IN THE COMMUNITY
1. INSUFFICIENT RECOGNITION OF
THEIR ABILITIES AND
CONTRIBUTIONS

The youth who are hindered from

voting will most likely be involved in
community activities. Prohibiting the
youth from voting disregards the fact
that voting privileges reflect the
recognition of the youth’s decision-
making abilities and the importance of
their ideas in developing the
community.
2. LIMITED OPPORTUNITIES TO
BECOME INVOLVED IN GOVERNMENT
AFFAIRS

According to a 2012 survey by the

United Nation, the youth believe that
they are given fewer opportunities to
take part in the decision-making
process and other important aspects
of governance. There is a need for the
youth to be given more trust and be
given more opportunities to harness
their talents and skills in contributing to
their communities.
HOW THE YOUTH CAN
BE INVOLVED IN THEIR
COMMUNITIES?
1. ATTITUDES

Attitude is made up of the affective,

behavioral, cognitive components. The
effective component involves feelings
or emotions; the behavioral component
pertains to one’s actions; the cognitive
component involves belief or
knowledge. All of these components
are reflected in what the youth does for
the community.
2. VALUES

Values refer to the beliefs or ideals

shared by the members of a
group. These values will serve as
the basis of what is desirable or
not to that group or to other
groups. Values can also influence
one’s attitude.
3. MINDSET

Mindset is defined as a set state

of mind. The mindset of the
youth regarding their roles in the
community can be conditioned
by the environment.
ORGANIZATIONS THAT
SUPPORT YOUTH
ACTIVITIES
Basketball Without Borders (BWB)
BWB is a community outreach
program of the National Basketball
Association of the United States. It
uses sports to influence positive
social change and bring hope to kids
who dream of becoming big names
in sports. The NBA selects kids from
different parts of the globe aged 19
and below to participate in the
training camp.
The training camp is
conducted by selected
coaches and basketball
superstars from both the NBA
and the WNBA.
