1. GENERAL

1.1. Grounds for Design

The State Enterprise Radioactive Waste is the Employer under project for construction
of the National Disposal Facility for Low- and Intermediate Level Radioactive Waste at
“Radiana” Site, funded by the „Kozloduy“ International Fund.
Under the scope of Project R-5, a Technical Design for the near-surface repository
was elaborated, serving as a basis for the elaboration of the present Working Design.
Under the policies and rules of the European Bank for Reconstruction and
Development, in the year of 2015, an open and competitive Tender Procedure was
conducted. A “German Bulgarian Consortium ”National Disposal Facility”” was selected for
a Contractor of the “Construction of Phase 1 of the National Disposal Facility for Low- and
Intermediate Level Radioactive Waste” (Project R-10), consisting of four local companies
and a Consortium Leader “NUKEM Technologies” GmbH. The leading foreign partner
selected and assigned to the Bulgarian company “Smart Synergy” JSC the elaboration of
the Working Design, which is within the Contractor's scope under Project R-10.
The Working Design further develops and details the technical solutions adopted in
the approved Technical Design. In the process of its elaboration all applicable regulatory
requirements in force are observed. All changes in other external projects, related to the
implementation of the activities for construction of Phase 1 of the National Disposal Facility
for Low- and Intermediate Level Radioactive Waste are considered.
This document is part of the Working Design documentation, prepared according to
the scope and requirements of Project R-10.

1.2. Scope of the design part

The current working project has been prepared based on the approved Technical
Project, the previous revision of the same, as well as information from the Contractor
regarding approved and delivered to the site and technological equipment in the building.
The current revision of the working drawings is issued based on comments and
prescription from the Client.
For the purpose of easier review of and work with the design documentation, the
structure of the Technical Design has been preserved during the Working Design
elaboration.
The present Working Design of Part Electrical for Building R-09 covers technical
building, earthing system layout, lightning protection system, distribution panels and
technology consumers, lighting and socket installation layout, electrical single line diagram.
CONSTRUCTION OF PHASE 1 OF NATIONAL DISPOSAL FACILITY

Document Explanatory Note ID AP-R10-WD-ELE-R09 Rev. 4

Part Electrical Page 11 / 18

The present document is elaborated on the basis of document EQEB-11207-TD-ELE-

R09 from the Technical Design.

2. POWER TRANSFORMERS L-EA-MT, L-EE-DTR И L-EE-DTR-DG

The specifications of transformers are given in document EQEB-11207-TD-ELE-R01

from Technical Design sections 4.1.2. for power transformers 20/0.4 kV and 4.2.9 for
distribution transformers 0.4/0.4 kV.

3. LV SWITCHGEAR L-EB-LVS

The switchgear comprises two sections - L-EB-LVS-MT and L-EB-LVS-DG connected

by a tie-breaker.
The design basis and main ratings are according to document EQEB-11207-TD-ЕLE-
R01, section 4.2.5 from the Technical Design.
For the purpose of Working Design is developed equipment of the company Schneider
Electric and earth fault detectors by Siemens. Other possible configurations shall provide
similar functions.
In case of selection of other types of circuit breakers the discrimination with upstream
and downstream protections shall be checked.
The configuration includes freely scalable modular system with panels type “OKKEN“
of Schneider, consisting of typically tested according to EN-60439-1 standard panels.

4. LV POWER STARTER BOARDS

The following Motor Control Centers (MCP) are subject of this section:
Powered by "EB" power supply system:
 HVAC Motor starter board L-VA-PSB-01
 HVAC Motor starter board L-VA-PSB-02
Powered by "EE" power supply system:
 HVAC Motor starter board L-VA-PSB-03
 HVAC Motor starter board L-VA-PSB-04
The design basis and main ratings are according to document EQEB-11207-TD-ЕLE-
R01, section 4.2.7 from the Technical Design.
For the purpose of Working Design is developed configuration based on PrismaSet P
series by Schneider Electric with fixed motor protection thermo-magnetic circuit breakers
directly attached to contactors. Other possible configurations shall provide similar functions.
CONSTRUCTION OF PHASE 1 OF NATIONAL DISPOSAL FACILITY

Document Explanatory Note ID AP-R10-WD-ELE-R09 Rev. 4

Part Electrical Page 12 / 18

In case of selection of other types of circuit breakers the discrimination with upstream
and downstream protections shall be checked.
This configuration has been preferred to more sophisticated modular systems for the
following reasons:
 All motors are comparatively small and are started in direct mode. This
refers also to the motors operated by frequency converters, as the solutions
developed in design part HVAC anticipate the solutions with frequency
converters built in the units.
 The total power of the motor starter boards is small and correspondingly
comparatively simple molded case circuit breakers are sufficient as
incomers.
 As the system is designed for operation exclusively in automatic mode, no
other control means are anticipated for these panels except status indication
lamps. The motor control for the common systems – hot water and chilled
water systems shall be done from the panel L-VA-PLC-01. Means for
manual operation for testing purposes shall be provided in the latter panel.
The buildings’ air handling system shall be controlled by the local HVAC
control panels x-VA-PLC01. Start/stop push buttons for starting and
stopping of each Air Handling system, including motors, fed from L-VA-PSB-
01/2 are provided at each building’s local HVAC control panel x-VA-PLC01.

5. FIRE FIGHTING PUMPS. POWER STARTER BOARD L-DA-PSB-01

This report provides as well functional diagrams for control of the following HVAC
systems:
 Hot water system
 Chilled water system
 Fan coils for building L
The following Power Starter Boards, anticipated for NDF shall be complete delivery
with the equipment, therefore no separate design is necessary:
 Fire protection motor starter board L-DA-PSB-01
 Motor starter board L-AA-PSB-02
This report provides functional diagrams for control of the fire fighting pumps.
According to three separate feeders are provided to L-DA-PSB-01 panel – for each of
working and back-up pumps and for the jokey pump.
