5 Diagnostics and Therapeutics
The pandemic is still on-going and we saw the challenges last 2021 due to the
delta surge. It was still an exceptional year for the council as we try to be effective in
delivering our regular activities while striking a balance between our own safety,
clinical responsibilities as well as our commitment to education and training. The
annual Spirometry Quality and Interpretation Workshop was still on hold. The logistics
of holding a face-to-face training involving a potential aerosol-generating procedure
was indeed difficult. Other platforms were made available such as the skills session
of the American College of Chest Physicians Philippine Delegation convention. We
were given an opportunity to reach out to learners and review the science of
spirometry.

The logistics of holding a face-to-face training involving a potential aerosol-
generating procedure was indeed difficult. Other platforms were made available such
as the skills session of the American College of Chest Physicians Philippine
Delegation convention. We were given an opportunity to reach out to learners and
review the science of spirometry.

The INHALE workshop for 2021 as a plenary was also on-hold. The yearly skills
workshop for inhaler gadgets and techniques may have some challenges but we were
able to stage one micro-session with PCCP-accredited training institutions at Cebu
(Chong Hua Hospital and Perpetual Succor Hospital). It was held last June 19, 2021
when the province was relatively low in COVID cases.
The Council members will continuously strive to make our presence relevant
to the current needs of the college and its stakeholders. As such, 2 statements were
released by the council to guide healthcare workers in relation to aerosol generating
procedures and inhalational interventions during this time of the pandemic.

The strength of the College is on its members with the council as its work
force. The Council on Diagnostics and Therapeutics will be steadfast on its efforts in
relation to pulmonary education, training as well as advocacy.

On behalf of the Council on Diagnostics and Therapeutics,

Roland M. Panaligan, MD, LLM, FPCCP

Chairman
6. Interventional Pulmonology

The Council has grown to 35 members. The council has maintained its
membership in the World Association of Bronchology and Interventional
Pulmonology (WABIP) and in the Asia Pacific Interventional Pulmonology Association
(APIPA). The members of the council are also members of the WABIP We conducted
the PCCP Pulmonary Grandrounds on Hemoptysis at the start of the year 2021, in
coordination with the PCCP Committee on Training. The council has formulated the
Protocol for the Performance of Pulmonary Procedures during the COVID 19
Pandemic. This document is an interim guideline in the performance of
bronchoscopy in the emergency, urgent and elective situations and the requirements
for negative COVID swab RT PCR, proper personal protective equipment and proper
setting. It also outlines the performance of thoracentesis during this pandemic.

The 11th Bronchoscopy Workshop was held virtually last June 23 to June 25,
spearheaded by the members of the council, in cooperation with WABIP, and APIPA.
Foreign speakers led by Prof. Bing Lam of HongKong graced the occasion. The
workshop featured the sharing of procedural cases by the different training
institutions. We held several meetings during the year trying to standardize the
practice of bronchoscopy as well as aid the accreditation committee in the training
of bronchoscopy. The council recently submitted to the PCCP Board an official
Bronchoscopy Report Form that will be used in all training institutions, to standardize
reporting and facilitate interhospital referrals. This has been approved and now being
used in our training institutions. In addition, the council is now finalizing the core

competencies required in bronchoscopy training as well as the intended learning

outcome of elective bronchoscopy rotation in our training institutions. This will also
include a standardize assessment of bronchoscopy skills. Meanwhile, we continue to
complete the consensus statement on pulmonary procedures that was stalled by the
pandemic.

of sub-committees where one can actively be involved. The following are the
committees of the Council: Advocacy, CME, Guidelines/Statements, Research,
Special Projects, External Affairs and International linkages.

Similar to last year’s condition, the COVID-19 pandemic lingered in our midst
and therefore was not able to hold the annual face to face gathering to celebrate the
annual March 24 World TB Day (WTBD). Despite the circumstances, the council
members participated in the virtual WTBD celebration organized by the Philippine
Coalition Against Tuberculosis (PhilCAT) as well as continued with our TB advocacies
through social medial:

For the Lung Month Celebration, the TB Council through PCCP’s representative

August 18, 2021. Dr. Jubert Benedicto guested in CNN’s show regarding
tuberculosis on the same day.
Dr. Jennifer Ann-Wi represented the TB Council last November 5, 2021 as
speaker in the TB session of the “State of the Art Pulmonology: Disease Updates and
Philippine Response, a 2 day webinar organized by PCCP with other international
speakers from the membership of APSR, ATS and ERS.

The sub-committee on external affairs had a meeting last September 2021

with Innovations for Community Health, an NGO which has various Kalinga Health
Hubs that links private providers to public sector goods for TB. A partnership with
the PCCP is being planned in order for PCCP members to have access to quality and
affordable diagnostics and treatment for TB patients. The MOA with the organization
has been recommended by the Council for approval of the PCCP Board. We were
likewise invited to attend a research forum organized by Innovations for Community
Health last November 24, 2021 and was attended by one of our council members,
Dr. Jennifer San Luis.

The major activity for the year via the advocacy sub-committee is the drafting
