Situation Report #19

State Emergency Operations Center Activation Level: Full Activation


On Thursday August 25, 2011 at 4:55pm Governor Dannel Malloy proclaimed a state of civil preparedness
emergency pursuant to CGS 28-9 relating to Hurricane Irene’s expected landfall on Sunday August 28,
2010. The State EOC is fully staffed with additional partners.

Summary
Debris management and commodities teams are putting plans in place for actions immediately after the
storm passes.

C.L. & P. continues restoration activities throughout the state.


Seven year old child struck by tree in New Milford. Transported to hospital unconscious. Child has since
been transferred to Westminster, NY with head injuries.
One death related to a residential fire in Prospect caused by downed power lines. Two firefighters were
injured. Both were treated and released.
All non-emergency travel is discouraged, many trees are down and wind gusts persist.
38 Shelters are open statewide serving 921 persons.
State and Federal response assets and teams are on stand-by, DMAT, SAR, Shelter Support, Debris
Management, Utilities crews. *CT Army Guard has taken the lead for the Commodities distribution.
A unified Command meeting was held at 1715 hrs

WEATHER

Today: Sunny, with a high near 80. Calm wind becoming west between 4 and 7 mph.

Requests for assistance from the State Emergency Operations Center:


Regional Coordinators have received requests from local EMDs and Municipalities for resources, primarily
consisting of sandbags and cots. August 24-27 totals sandbags 60,890, cots 8,586.

DEMHS continues to act as the Multi Agency Coordinator. Ongoing planning, response and recovery
operations are underway.

Canterbury closed, and Route 97 on the Scotland/Hampton line closed.
Troop I
All telephone lines, including 911 lines down and forwarded to Troop A.

All other troops report no changes since last report.

The numerous road closures reported earlier are being cleared.

to the impact of Hurricane Irene.

Air

Bradley –

· Sun is presently shining!!!!! Paved surfaces beginning to dry


· EOC closed at approximately 1445; have initiated staggered release of personnel, however key
administrative, maintenance and operational personnel remain on duty until at least 1700
· All Maintenance personnel will be released at 1700 except for a crew leader and three grounds
personnel and two electricians from Building Maintenance; Operations will evaluate the need to
retain these personnel at or before 1930 for potential release at 2000 or 2100, depending on
existing conditions and wind velocity
· CAT 2-3 ILS antennas expected to be reinstalled by 0600 8/29/11 allowing for operations in
much poorer visibility once again
· Passenger air carrier operations expected to resume on staggered basis at 0830 tomorrow
· FedEx will have a flight arriving tonight at 2300 that will turn right around and go out and then
another arrival at 2345 that will remain overnight at Bradley; UPS will resume operations on a
staggered basis tomorrow
· At this time, no additional wind damage to the ceiling area over the loading dock in Terminal A;
Operations will continue to monitor throughout the night
· One security camera will need to be replaced due to water that leaked in the bowl surrounding
it; approximate value $350, have one in stock. Also one card reader board at outside gate burned
out; has already been replaced and is covered under warranty
· Now only about 1/2 dozen or so stranded passengers, 4 of which are still using airport cots.
Others declined the cot offer.

Groton –

· Airport Manager remains on duty until 1900; two Maintainers released at 1500, balance of staff,
including ARFF at 1600
· Power still OTS
· All flooding of critical surfaces has receded; no debris on those surfaces, minor damage to
terminal building, more precise evaluation of damage will follow tomorrow
· Airport remains closed, anticipated opening at 0600 8/29/11
· Just received word that two FAA personnel, Acting ANE Airports Division Chief and Certification
Inspector, plan to stop at Groton to review conditions yet tonight.

Brainard –

· Anticipated reopening 1700 today, 8/28/11; awaiting the arrival of ATC personnel; tower to
operate until 2400, its normal time
· Dike lights returned to service (RTS)
· Partial power outage in CT DOT hangar, to be addressed tomorrow
· Personnel released at 1630, except for Kurt Sendlein, who is driving to Windham to inspect the
airport for opening.

Oxford-Waterbury –

· Open, Tower open until 2100 local


· Some downed trees around airport, no impact on operations
· No airfield damage
· Personnel released at 1630

Windham –

· Maintenance contractor reported airport weathered the storm well, no significant damage
· Anticipated reopening 1730 today
· Kurt Sendlein to conduct airfield inspection prior to reopening at 1730 and will issue appropriate
notices
Danielson –

· Airport remains closed - no power


· Maintenance contractor reported airport weathered the storm well, no significant damage
· Barry Pallanck will inspect tomorrow morning, 8/29/11
· Reopening anticipated after inspection, hopefully by 1000, condition dependent

TSA
Bradley Int'l Airport (BDL) - OPEN - however, no flight activity
Tweed New Haven Regional Airport (HVN) - OPEN - however, no flight activity
This is a change from the last reported airport status.

Commission on Fire Prevention and Control


No requests for assistance or actions since the last reporting period.
At the request of Director Hackett, compiled from SitReps list of communities reporting damage.

Connecticut Army National Guard


The CTNG Joint Operations Center is activated. The CTNG is currently providing a representative to the
State EOC. The CTNG has established three Task Forces and currently has 1002 Soldiers and Airmen
executing and supporting
various relief missions throughout the state in support of civil authorities.

DAS (BEST)
No change in status. Steve Casey has relieved Chuck Hoadley.

Department of Health
0705 MRC Activation request from Uncas MRC to support special needs shelter operations in Norwich. I
recommended approval and forwarded to Bill and Dana

Update sent to ACHs @ 0700 to update facility status boards to accurately report if ECC was activated
and/or if they were on generator power. As of time of this report no updates yet.

No other activity to report for last 3 hour period

Department of Corrections
The Department of Correction is offering inmate workers to assist towns, or cities.

Metropolitan District Commission


The MDC currently has approximately 20 pump stations and the Poquonock Water Pollution Control Facility
in Windsor operating on generator power. A 16" water main on John Fitch Boulevard in South Windsor is
currently under repair and expected to be back on-line within 2 hours. A water main leak in Springdale
Lane in West Hartford is still active, CL&P needs to respond to down power lines in the area before
excavation and repair can begin. The MDC and the City of Hartford are monitoring the Connecticut River
water level and enacting the various stages of the Flood Control Plan for the expected river crest at 24 feet.

Department of Energy and Environmental Protection


DEEP has no new information to report
Department of Agriculture
Hartford Regional Market is open for business and trucks coming and going. No major problems at this
major distribution center.
Guida's Dairy is reporting that the only significant milk delivery problem is in the Bridgeport area due to
store power outages.
DoAg staff are meeting today plan for assessing damage to agricultural crops. We expect significant
damage to tree crops, produce and field corn for livestock feed due to wind blowdown and flooding.
Will be using field staff to obtain info and contacting producers directly via email and phone. Working with
USDA-Farm Service agency on this info as USDA will be involved directly with insurance claims on
agricultural crops.
All shellfish beds remain closed until further notice.

American Red Cross (ARC)


37 Shelters open with 939 clients. Damage Assessment will begin today and the Civil Air Patrol Ground
Teams will be assisting. We have asked for other partners if available.

U S Coast Guard
STATUS: USCG Sector Long Island Sound, New Haven, CT, changed to Port Condition Yankee
Small craft advisory for Long Island Sound has been discontinued.
All moveable bridges remain closed, estimated time of return to normal operations is currently unknown.
No reports of environmental impact at this time.
Future plans include collecting and attending to aids to navigation discrepancies; port assessment teams
have begun waterways and shoreline assessments via air, land and sea, as of Monday morning.
Current Search and Rescue capability:
Station New Haven – x2 41 foot Utility Boat (moored at Branford)
x1 45 foot Response Boat medium (moored at Branford-no SAR capability)
Station New London- fully mission capable
Station Montauk- x2 47 foot Motor Lifeboat (heavy weather) (moored at Station)
Cutter Bollard (aids to navigation boat) – underway for ATON assessment/restoration, returning to Sector
Long Island Sound

Air Stations Cape Cod and Atlantic City are fully mission ready

United Illuminating
The UI Storm Center is open, fully staffed and continually managing system activity. As of 0730 hours
there were 109,726 reported customers (34.3%) without power in UI territories. This is down from the
storm peak of 158,046 customers without power. 46% of the total outages are in Fairfield, Milford, New
Haven and Hamden.Crews from Kansas City Power and Light along with additional tree crews arrived last
night and are currently in the process being deployed.

Connecticut Light & Power


Priority for CL&P - 8/29/11
1. Continue to make areas safe
2. Continue to communicate and coordinate with the towns to open roads and address their issues.
Working DOT priority list.
3. Patrol main circuits including back bones and assess damage areas including Transmission lines. Two
helicopters will be assessing transmission lines and right-of-ways for damage.

Work accomplished since storm started:


Approximately 157,000 customers restored as of 7am on 8/29/11
3 hospitals restored over night
Millstone Off-site power restored
Westport down town feeder
State Police on Country Club Road
Along with numerous other restorations.

We have adjusted work schedules so that approximately 75 percent of crews will begin their shifts around 7
a.m. so we can maximize daylight hours and be most productive. The remaining 25 percent of crews will
begin their shifts around 3 p.m. and will work through the night. Given the restoration efforts we face
going forward, all employees are also required to take at least an eight hour rest period between shifts to
ensure their safety.

Still have approximately 587,000 customers out with approximately 8600 trouble spots.

Millstone Power Station


Site Power Restored via Flanders Line
- Data networks restored
- SERO callout test in progress
- GE Makeup water restored to full capacity
- Station hotel loads all in service
- Met tower in service
- Feed to U1 restored; however, we are having problem with the battery charger for the DC
control power to bus 14H. Troubleshooting. Pursuing power from alternate DG in parallel.

ISO-NE still has Min Gen Alert declared (real time price is $0.00/MWH)
Winds are <10mph from east
U2
50% power, does not have permission from ISO to increase power
SG Na is 1.2 ppb and decreasing. Balancing makeup water for tank inventory with SG cleanup. Expect to
clear CEI impact prior to 0900
U3
68% power and increasing to 75% by 0900. Does not have permission from ISO-NE to increase >75%
Backflushed all circ bays. Improved backpressure from 3.5” to 2”
Power plan is to stabilize AFD at 75% while U2 increases power to 100% then 2%/hr to 98% and 1%/hr
above to limit AFD peaks

Staffing
Following confirmation of SERO paging ability, release ERO staffing.
Will Poll sirens on dayshift
Corporate help needed:
Our Part26 Station lead has been on nights. Need Fatigue rule help available for questions on days.

Connecticut Insurance Department


Nothing new to report since last SitRep
Department of Developmental Services
No report for this period.

Department of Consumer Protection


DCP is in the process of collecting information pertaining to the current status of fuel supplies in CT.

Information as of last night follows:

The terminals have been closed since Saturday pursuant to Coast Guard requirements. Generally after
an event demand tapers somewhat but we should have a better evaluation of conditions by noon.
Confounding this expectation is the problem of power outages and the extensive use of generators.
Institutional generators at hospitals as an example are typically diesel fueled, such units are fueled with
Ultra Low Sulfur Diesel.

There are reports, unconfirmed at this time that Ultra Low Sulfur Diesel may be in short supply in
Stamford. Waivers to use No 2 are possible pursuant to State statute through DEEP and there may be
additional supply available at other Connecticut terminals or at out of state locations.

No 2 is also untaxed and a possible waiver may have to be granted by DRS to allow for that.

As indicated above we should have a better handle on the situation by noon, on Monday.

Info Line (2-1-1)


32 storm related calls since midnight. Most calls are related to power outages, road conditions, and
office/business closures.

REGION 1

REGION 2
SITREP # R2-007 0700 HOURS 29 AUGUST 2011

SIGNIFICANT EVENTS / IMPACTS:


All Region 2 municipalities continue to monitor/survey damages and impact of Hurricane Irene.
Lower Housatonic River remains at Flood Warning Status. Reported outflow of 40,000 cfs reported at 0600.

STAFFING PATTERN: Region 2 Coordinator – Roy Piper; DOC Representative – Keith Grabowski.

CURRENT ACTIVITES: Monitoring weather conditions and damage reports as they become available.
Regular communications / information sharing with Region 2 municipalities.
EOC STATUS: As of 0600 hours following municipalities have activated their respective EOCs: No changes
this period

SHELTER OPENINGS: Additional Shelter openings during this reporting period. No changes this period.

OTHER:
Declaration of State of Emergency – No additional Emergency Declaration received.

REQUESTS FOR STATE ASSISTANCE:


All Region 2 Cities and Towns are currently conducting damage surveys and are reporting same, and any
specific requests for assistance, to the Region 2 Office as information becomes available.

REGION 3
Region 3 SitRep 0700 Hours 8-29-11

SIGNIFICANT EVENTS:
Several email communications to EMDs are being reported as “undeliverable” due to power outages or
other problems with the town servers. This will hamper our ability to communicate to them regarding
damage assessment or other purposes for communicating with them. Hopefully, they will have other power
sources to maintain their cell phones which will be used for communicating with them.

East Granby resolved a housing situation locally without intervention by the State.

Tolland reports that the entire town including the EOC is without power. The EMD is fulfilling his duties by
operating (communicating) out of his truck. Tolland is one of the towns where I am getting an
“undeliverable” response to emails directed to the EMD.

Simsbury reports:
1. This morning several homes had to be evacuated due to flooding but only one person needed to
take advantage of their shelter availability.
2. Two main State roads leading to Hartford are shut down this morning and their EOC is monitoring.
3. No curfew was declared in Simsbury.

The Johnson Memorial Hospital evacuation was completed successfully. Power was restored to the hospital
but officials were reluctant to stop the evacuation since the generator that failed has not be replaced as
yet.

Finally, no Region 3 towns initiated a curfew which includes Hartford.

REGION 4
Voluntown EOC activated. All roads passable. 100% power outages in town.
Stonington EOC opened as of 0800. Pawcatuck River flood control gates opened at 1930 28 Aug 2011

REGION 5
