A. Background Of The Paper
After the tournament was canceled in 2021, on December 24th, 2020 FIFA awarded
the hosting rights of the 2023 edition to Indonesia. From the 24 participating countries,
there are several parties who refuse Israel to participate in the 2023 U-20 World Cup. The
rejection of several parties in Indonesia encouraged FIFA to drop Indonesia as the host for
the U-20 World Cup.
“FIFA has decided, due to the current circumstances, to remove Indonesia as the host
of the FIFA U-20 World Cup 2023,” FIFA said in a statement, without providing further
clarification. “A new host will be announced as soon as possible, with the dates of the
tournament currently remaining unchanged.” The statement said sanctions against the
Football Association of Indonesia (PSSI) were also possible.
FIFA's decision to cancel the U-20 World Cup draw was conveyed to the LOC
(Local Committee). So far FIFA has not conveyed the reason for the cancellation.
However, other agendas related to the organization of the tournament such as stadium
inspections continue as usual.

B. Problem Formulation
From the background of this paper, there are several problem formulations that can be used
as a racetrack to be discussed in the next chapter, including:
1. Chronology of Indonesia's elimination as host of the 2023 U-20 World Cup
2. Unpreparedness and conditions in Indonesia that are not conducive to hosting the
World Cup U-20
3. Indonesia's advantages and disadvantages if Indonesia continues to host the 2023
World Cup U-20
4. Is Indonesia's action in calls for Israel banned to participate a necessary action?
