EXECUTIVE ORDER NO. 05

Series of 2021

REORGANIZING THE “ MAMAMAYANG AYAW SA ANOMALYA,

MAMAMAYANG AYAW SA ILIGAL NA DROGA “ ( MASA MASID ) GROUP

WHEREAS , the Constitution mandates that the government shall promote the quality of life of
the people;
WHEREAS , Section 16 of the Local Government Code of 1991 provides that Local
Government units shall pursue undertakings to improve public morals and maintain peace and order;
WHEREAS , Republic Act No. 9165 also known as the “ Comprehensive Dangerous Drugs Act
of 2002 “ protects the state and its individuals from the possible harms brought about by the abuse of
illegal drug substances as well as provides supporting unrelenting campaign against trafficking and use of
illegal drugs through the effective enforcement of anti-drug policies, programs, and projects;
WHEREAS , the Department of the Interior and Local Government ( DILG ) has issued policies
on advocating peace and order, public safety, transparency and accountability, and anti – illegal drug
campaigns, one of which is the DILG Memorandum Circular No. 2015-63 or the Revitalization of the
Barangay Anti-Drug Abuse Councils ( BADACs ) and Their Role in Drug Clearing Operations;
WHEREAS , corollary thereto, DILG Memorandum Circular No. 2016 – 116 dated September
2, 2016 was also issued directing the implementation of the “ MAMAMAYANG AYAW SA
ANOMALYA, MAMAMAYANG AYAW SA ILLEGAL NA DROGA “ ( MASA MASID ) Program
which is a community based initiative to engage volunteers in the fight against criminality, corruption,
and illegal drugs;
WHEREAS , in the line with the recent terrorism related incidence, the DILG realized the role of
the MASA MASID would play in preventing the entry of groups and individuals who wish to spread
fears in the community;
WHEREAS , considering the above premise, DILG MC No. 2017-112 dated August 29, 2017
was further issued to include violent and extremism and other threats to peace and security as additional
concerns of the MASA MASID;
WHEREAS , based on this new directive. It is imperative that the Barangay MASA MASID
Team be organized.
NOW THEREFORE, I NADOR M. PINTO, Punong Barangay, Kasuga, Magsaysay Davao del Sur
by virtue of the power vested in me by law, do hereby order :

SECTION 1 , Reorganization of the Barangay MASA MASID Team and Its Composition. The
Barangay MASA MASID Team ( MMT ) shall be organized to serve as the main implementing arm
based in the barangay which shall work closely with the Barangay Peace and Order Committee ( BPOC )
and the Barangay Anti-Drug Abuse Council ( BADAC ). The reorganized MMT shall be composed of the
following :

SECTION 2. Responsibilities of the MMT. Pursuant to DILG MC No. 2017-112, the MMT shall
perform the following responsibilities:

A. ON ADVOCACY
(1) Organize for a , seminars and related activities on prevention of corruption, illegal
drugs, crime and violent extremism and other threats to peace and security
(2) Distribute IEC materials; and
(3) Establish partnership with academic institutions, faith-based organization, and other
key stakeholders;
B. ON REPORTING SYSTEM
(1) Ensure the involvement of the community and volunteers in gathering and reporting
information;
(2) Collect reports coursed through drop boxes installed in the barangay hall and receive
reports through other modes of reporting for submission to the MASA MASID
Group’s Technical Working ( TWG );
(3) Ensure that Good Governance is being practiced and institutionalized in the barangay
through monitoring of the following;
 Compliance with DILG MC No. 2010-83 dated August 31, 2010 entitled “ Full
Disclosure of Local Budget and Finances, and Bids and Public Offerings “ MC No.
2014-81 dated July 15, 2014, entitled “ Amendment to DILG MC 2014-149 re :
Posting of Barangay Budget, Statement of Income and Expenditures and other
Barangay Financial Transactions and Annual Procurement Plan”;
 Participation in the Semestral Synchronized Barangay Assembly Day; and
 Adherence to all other policies provided in the DILG MC No. 2010-122 dated
October 26, 2010, entitled “ Guidepost in promoting and Sustaining Barangay Good
Governance “.

SECTION 3. MMT SECRETARIAT. The secretariat of the MMT shall be headed by

the Barangay Secretary who shall be responsible for providing technical support, documentation of
proceedings, preparation of reports and such other assistance as may be required in the discharge of the
MMT functions.
 SECTION 4. MMT Meetings. The MMT shall conduct meetings as
well as special meetings when necessary.
SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.
