The researchers intend to develop, create and implement a program that caters the situation
of indigent students enrolled in Buting Senior High School. The proponents of this study are teachers
and advocate handling Brigada Eskwela for school year 2021-2022. In response to situation of
learners encountering academic difficulty due to poverty, the Home Learning Plan envisions to
extend expertise, resources and support from school and stakeholders willing to assist the students
struggling due to indigency. The propose Home Learning Plan are comprising of two parts: (1),
Project Gabay a student through teachers mentoring and consultations to learners encountered
academic difficulty understanding the topic and/or lessons as part of school’s intervention and
remediation program. (2), Project Kalinga a student from indigent family enrolled in Buting Senior
High School which aims to extend resources and learning materials from school and stakeholders
through Brigada Eskwela initiatives and partnership.
II. ACTION RESEARCH QUESTIONS
The project proposal covers only prerequisites subjects offered in the 1 st Semester for SY
2021-2022 in HUMSS strand and the study are guided by the following research objectives:
1. Who are the indigent learners near school enrolled in Buting Senior High School from
Pantawid Pamilyang Pilipino Program (4Ps) that will be recipient of Home Learning Plan
project kalinga?
2. Who are the indigent learners with academic deficiency enrolled subjects in Buting
Senior High School that will be beneficiary of Home Learning Plan project gabay?
3. What are the School Home Learning plan that can be provided to indigent learners
enrolled in Buting Senior High School through the following:
4. How home learning plan through Project Gabay and Kalinga benefiting indigent learners
will be sustained at school through the following;
1. The project gabay will be implemented as part of school program under intervention and
remediation policy in adherence to the guidelines and policy from Most Essential Learning
Competencies and supervised by subject teachers, subject group head, assistant to the
principal for academics and the school head.
2. Teachers that identify indigent learners with academic discrepancy in the enrolled subject
will create a program using Self Learning Modules aided by text based and online
consultations to concern students as part of intervention and remediation program.
3. The school registrar and School Principal through Subject Group Head and Master teacher
will do the monitoring on the progress of enrolled indigent students undergoing home
learning plan project gabay.
4. The teachers that will be part of the program will be given recognition and subject to the
local arrangement from school head will be allowed to obtain local service credit in return for
handling indigent learners with academic deficiency.
5. In project gabay, at the end of the semester will be evaluated through components of self-
instruction modules comprises of title, target audience, behavioural objectives, instructions,
educational content, learner activity, and learner feed- back given to indigent learners as
supervised by the teachers.
6. In project Kalinga, the school through teachers and or advisers will identify indigent learners
struggling in academic due to financial limitation, lack of learning support and materials.
7. The school through own initiatives and partnership from stakeholders and in Brigada
Eskwela will provide and extend assistance in a form of donation based from capacity and
capabilities to indigent learners enrolled in Buting Senior High School.
Buting Senior High School is considered one of the big schools in the Schools Division of
Pasig operated and administered by the Department of Education. The school offered academic and
technical vocational strands such as STEM, HUMSS, GAS, ABM, and TVL for HE, ICT & SMAW.
Nevertheless, the study is limited to indigent learners and/or from Pantawid Pamilya Pilipino
Program (4Ps) enrolled in Buting Senior High School.
The study will utilize the descriptive method of study from documentary analysis and
reviews of school forms, key informant interviews will be used from indigent students enrolled at
school experiencing academic difficulty to adjust the blended learning at home. Consent of parents
and teachers will be prepared by the school to learners that will became beneficiaries of project
Gabay and project Kalinga home learning plan. Importantly, the school registrar will be consulted
also on the best approaches for indigent learners with academic deficiency and the school through
Brigada Eskwela teachers and partners will identify support that will be given or extended to
indigent learners enrolled near the school.
The research study sought to use expert validation for the implementation and process
monitoring in the implementation of the Home Learning plan project gabay and project kalinga for
indigent learners. First, the concerns of indigent students with academic deficiency will be
coordinated to advisers processing and documenting the school forms of students. Second, teachers
will develop a program based on situation of indigent learners. Third, the Principal, Assistant
Principal, and Assistant Principal for Academics will be consulted as to the best support and
assistance the school through Brigada Eskwela partnership will be extended to indigent students
studying at home. Lastly, monitoring of indigent learners and beneficiary will be recorded and
documented as basis for expansion of program.
The study aims to develop a baseline data about the indigent students enrolled in Buting
Senior High School. The home learning plan project gabay and kalinga result from the indigent
students studying at home will serve as benchmarking to the intervention plan and assistance
program of the school. Key informant interviews and Focused Group Discussion from the indigent
students, teachers and Brigada Eskwela partners will be properly documented. A combination of
data analysis and a thematic scheme will be the primary focus of the Home Learning plan project
gabay and project kalinga. The targeted beneficiaries from indigent students near and enrolled at
school will be monitored and recorded.

Home Learning plan ‘Project Gabay’ targeted indigent learners with academic
deficiency. Using intervention and remediation program, the school aims to assist and support the
indigent learners to passed in the subjects based from most essential learning competencies
(MELCS). On the other hand, Home Learning Plan ‘Project Kalinga’ are intended to extend
resources and support to indigent learners enrolled in Buting Senior High School. Eventually, the
primary purpose of the study is to minimize the number of students stop studying due to
pandemic or struggles in connection to poverty. After the results of the study, the following are
expected to be formulated:
