First would be finance and resources, you can’t run a good
system if it lacks the budget and funding. The government needs it to keep its administration from running.
Second would be corruption, no matter how good someone
says they are, they’ll still be tempted to commit greedy sins. As long as an administration is run by humans there will always be greed in the mix. This affects progress a lot since funds would slowly decline thanks to corrupt people in charge.
I think 3rd would be culture, it’s so hard for a certain culture to
adapt to systematic changes even if it’s for the improvement of things. There will always be a stubborn culture who gets swayed easily. Thus, leads to slow progress of a place or country.
