2 - PGAdmin3 Server
From PEGA 7.4- PGAdmin4 Server
How to Configure RuleBase/PGAdmin4 Server:
Start PEGA Server:  ( To Start Server Click on StartUp Icon in Desktop)
After Starting it takes 2- 3Min

From Directory go to below path:

 PRPCPersonalEdition -> pgsql -> pgAdmin4-> bin-> PGAdmin4.exe
First Add Desktop Short cut for PGAdmin4.Exe
Right Click on File->  Send to -> Desktop (Create Short Cut)
Double Click on PGAdmin4.exe
If you get error -> Click on retry
While Opening pgAdmin4.exe if you get system error follow steps provided
below.

If no error directly start with configuration steps

Click on Download
Download highlighted file shown below and install. After Install restart the PC.

Install above patch

Restart system (Optional)
Again Start Pega Server
From Desktop click on pgAdmin4.exe file
If you get below error:

Close Window & Retry Again

Add New Server Connection
Right Click on Servers-> Create->Server
Go to Connection tab:

Password: postgres
Enable Save Password ( Check box)
Save
Now Close Server & Open again
Create Desktop shortcut & Open Server from Desktop Icon:
Go to Below Path to Check Tables:
Local Host-> Data bases-> postgres-> Schemas-> Data-> Tables ( PC, PR , PR4 )
