Applications for RPAS (the Drone) Operator Certificate/Permit will be assessed on a case-by-case basis. The average
processing time is approximately 2 weeks for an Activity Permit and 8 weeks (2 months) for an Operator Certificate
after submission, presuming that the documents are received in good order. The processing time includes time
required for assessment of submitted documents and coordination with other competent security agencies for security
vetting prior to certificate issuance. Applicants are encouraged to submit their application well in advance of the date
of their unmanned aircraft activity.
For non-Rwandan citizen or non-permanent Rwandan resident, the the application for the RPAS Operator
Certificate/Permit must be made by a person who is a Rwandan citizen or permanent Rwandan resident or body/entity
incorporated under the Rwandan laws on behalf of the non-Rwandan citizen or non-permanent Rwandan resident for
the duration of the intended operations.
The original application must be submitted to the Rwanda Civil Aviation Authority, at Kigali International Airport.
Operating unregistered RPAS or without operating certificate/permit may result in regulatory and criminal sanctions.
The RCAA may assess administrative fines up to twenty million (20,000,000) Rwandan francs. Offenders may also be
liable to prosecution under existing laws such as the Penal Code.
It is an offence to make, with intent to deceive, any false declaration or statement for the purpose of procuring the
grant, issue, renewal or variation of any certificate, licence, approval, permission or other document. Therefore, any
person who knowingly and wilfully makes a false declaration or statement in an application for RPAS operator
certificate/permit will be prosecuted under Penal Code.

1 An RPAS Activity Permit is granted by RCAA to an applicant for a single activity or a block of repeated activities to be carried out by an
unmanned aircraft at a specific area of operation, and which are of specific operational profiles and conditions.

An RPAS Operator Certificate is granted by RCAA to an applicant if the applicant is able to ensure safe operation of unmanned aircraft, taking
into account the applicant’s organisational set-up, competency of the personnel especially those flying the unmanned aircraft, procedures to manage
safety including the conduct of safety risk assessments, and the airworthiness of each of the aircraft. The permit is valid for up to one year.
