At present, there are 12 city corporation in Bangladesh. A City
Corporation consists of the mayor, the number of councilors as specified by the gazette notification of the government, and the number of women councilors in reserved seats subject to the provision of the Section 5 (2) that refers that “Subject to the provision of the subsection 1 (kha) one third of the total councilors will remain reserved for women”1 (Section 5(1) and (2) of the Local Government (City Corporation) Act, 2009). In practice, the number of wards is determined on the basis of geographical location of each City Corporation. For instance, there are 30 wards in the Rajshahi City Corporation while the Dhaka North City Corporation consists of 36 wards. The tenure of a City Corporation shall be 5 years from the date of the first meeting of the Parishad (Section 6 of the Act of 2009).2 Since each City Corporation differs in the number of words and the intensity of the volume of work, their organogram is also different. For the understanding about the organogram of a City Corporation, the organogram of the Dhaka North City Corporation (hereinafter DNCC) is presented in the Fig. 4.1.3 As per the Local Government (City Corporation) Act 2009 (Amendment Act 2011), the mayor is the head of the City Corporation as well as approval authority for administrative, financial, policy, and decisionmaking matters, and also holds the chair of the Councilor’s meeting. He/she is elected by the universal adult franchise for a 5-year term. In the absence of an elected mayor, an administrator gets appointed by the Government for 180 days. Like the mayor, ward councilors are also elected by universal adult franchise. One counselor from each ward (general) gets elected by the respective citizens of the ward and for reserved seats for women; one woman councilor gets elected by votes. Paurashava :
Municipal Corporations, also known as paurashava, are the local
governing bodies of the cities and towns in Bangladesh. There are 329 such municipal corporations in eight divisions of Bangladesh. A Pourashava consists of an elected Chairman and Commissioners, both elected and nominated to LG ( PS ) Act , 2009 each Paurashava consists of Mayor , such number of Councilors in the general seats and one - thi reserved seats exclusively for woman Councilors whose number fixed by the government . The women Councilors in the reserved seats will represent one from each three wards . The Mayor and Councilors and women Councilors of a Paurashava are elected by direct election on the basis of adult franchise . The Paurashava Mayor is to be considered a Councilor . The Mayor and Councilors are paid an honorarium fixed by the government N Term of Paurashava The term of a Paurashava is five years , commencing from the day of its first meeting after its formation . The first meeting is to be held on a date not later than 30 days from the day of gazette notification of the names of its Mayor and Councilors . The jurisdiction of a Paurashava is the area declared by the government as city area. As per the provision of Local Government (Paurashava) Act 2009 (Hereinafter referred to as Paurashava Act 2009), The below- mentioned conditions have to be met to be declared as city area:
(a) Three-fourth of the people is involved with non agricultural
profession. (b) 33 percent land is non-agriculture type. (c) Density of population is not less than 1500 in average in each square km. (d) Population is not less than 50 thousand.
