• Every year, there are 1.35


million road traffic deaths
worldwide
• 92% of road traffic deaths
occur in low- and middle-
income countries
• Road traffic injuries are now
the leading cause of death for
children and young adults
aged 5-29 years old.
• Vulnerable road users
account for half of all road
traffic deaths globally

ROAD SAFETY SCENARIO IN ASEAN

• In 2016, it was estimated that


more than 113,000 people died in
road crashes in ASEAN countries.
• Diversity among the ASEAN
nations – fatality rate per 100,000
populations in Malaysia and
Thailand is about 5 times greater
than in Singapore.
• Road trauma is generally higher in
middle income countries and still
increasing – this is also true in
ASEAN (WHO, 2018).

Unless strong action is taken, economic development in ASEAN will


be accompanied by increasing deaths and injuries on their roads.

2014: The 20th ASEAN Transport Ministers Meeting (ATM) appointed MIROS as the ASEAN
Road Safety Centre (ARSC)

Aims of ARSC: To promote and provide knowledge on road safety issues among ASEAN
Member States, including road traffic laws and regulations, data management, standards
development, and road safety awareness and education

MIROS ROAD ACCIDENT ANALYSIS AND DATABASE


SYSTEM (M-ROADS)
• A data collection & analytics system
developed by MIROS to support for
road safety research and evidence-
based road safety programs and
intervention.
• Currently implemented by:
• MIROS – PDRM crash data analysis, crash
investigation and road safety audit
• DBKL – Black-spot identification and
monitoring
• LLM – Mandatory for all highway
concessionaires to use the system for data
collection, analysis and reporting
• PLUS – A customized advanced version
developed to support their advanced
operational needs

COMMUTING SAFETY SUPPORT
PROGRAM (CSSP)
• Due to various road crashes occurred
while commuting to work, MIROS and
SOCSO established CSSP.
• Objectives:
• Improvise existing OSH policy by
incorporating Commuting Safety
Management
• Improve driving behaviour –
defensive driving, safety talk, family
safety reminder
• Driving preparedness – route hazard
mapping, motor inspection, fitness to
ride assessment
• Module is based on SIRIM 4 : 2014

1. After the implementation of CSSP, 81.3% out of total companies completed the survey
with significant reduction of riding behaviour (improved riding behaviour)
2. About 85% of participants had improved their riding behaviour specifically on compliance
of personal protective equipment while riding.

✓ A platform for the bus operators to provide vital information - star
rating labels will be displayed on their bus, ticket counters or office and
premises for general public in making their choice.

BLIND SPOT TECHNOLOGY (BST) FOR
MOTORCYCLE DEVELOPMENT TEST
• Among the main road safety
issues in ASEAN countries are
motorcycles.

• BST is included in the current


assessment protocol as part of the
requirement in obtaining points
for ASEAN NCAP star rating.

• By having BST, the detection will be able to warn the driver that a motorcycle is
approaching.

• BST help to deter a collision from occurring or minimize the injury sustain by the
motorcyclist, in the event the motorcyclist was not visible when the car was about
to perform lane changing action or making a turn.

REVIEW AND REDEVELOPMENT OF ROAD SAFETY


EDUCATION (RSE) MODULE

❑ RSE has been implemented in schools


since 2007 as part of the intervention
programme by the Road Safety
Department of Malaysia (JKJR).
❑ The effort was supported by Ministry of
Education as part of long term
proactive action plan to increase
awareness on road safety among
primary and secondary students.

monitoring of the programme’s
evaluation.
