BASKETBALL MEN AND WOMEN
GENERAL GUIDELINES:

1. Each Department must compose a team of not more than 15 players. The list of
players together with the 2x2 picture will be collected on or before March 16, 2023.
Players whose name was not on the list will not be allowed to play.
2. The players must be bona fide student of the College of Engineering and member of
Engineering Students Organization.
3. Only one (1) coach is allowed per team, but not compulsory. The coach must be a
faculty of their department, or a staff from the College of Engineering.
4. Players must wear proper sports attire. Wearing of jewelries (e.g., earrings, necklace,
bracelet, and rings) during the game is strictly prohibited.
5. The team must arrive at the game location before the scheduled time. A 25-minute
waiting time will be given to the late team to complete their players or reach a
minimum of 7 players. Otherwise, the opposing team who has the complete number
of players or has a minimum of 7 players before the scheduled time will be announced
as the winner. If both teams were unable to reach 7 players, they will both receive 1
loss.
6. This competition will follow a Double Elimination Tournament. Draw Lots will be used
for bracketing. The team with zero losses on the way to the finals will have a twice to
beat advantage.

MECHANICS

1. The game shall be composed of four (4) quarters, eight (8) minutes each. A five (5)-
minute extension will be given in case of overtime.
2. Only 5 players per team on the court.
3. A jump ball shall be made at the start of the game to determine the ball possession.
4. The game will follow an Alternating Possession. The team who loses the jump ball will
gain the ball possession at the start of the next quarter, or if a jump ball violation was
called by the officials during the game. Once they have their turn, the other team will
also gain the ball possession following the stated condition.
5. Each team will be given a shot-clock of 24 seconds to shoot the ball or hit the rim to
avoid violation while in ball possession. Once the offensive team grabs the rebound,
the shot clock will reset to 14 seconds.
6. The clock will be running unless a foul or timeout will be called. The clock will stop in
free throws. If a player made the last free throw, the clock will resume after the ball
was in-bounded. If a player misses the free throw, the clock will resume once the ball
was touched by a player. The clock will not stop for violations or if a team scores,
except during the last 2 minutes of the 4th quarter.
7. Each player shall be given a five (5) allowable number of fouls except for the team
captain who have six (6) allowable numbers of fouls. A player who exceeds his
allowable fouls will be disqualified to continue the game.
8. If a player committed two (2) technical fouls, he will be disqualified to continue the
game.
9. Each team will be allotted with five (5) fouls per quarter. Once a team exceeds this
allotment, they will be in “penalty” and the opposing team will be in “bonus”, which
means the officials will award the opposing team with two (2) free throws for every
additional foul committed by the other team in that quarter.
10. Each team shall be given one (1) timeout per quarter and two (2) for the last quarter.
Additional one (1) timeout will be given in case of overtime. If timeouts were not used,
it cannot be carried over to the next quarter.
11. Only the Coach/Team Captain is allowed to raise concerns to the
officials/management.
12. Substitution of players can only be done during dead ball.
13. The rest of the mechanics will follow the FIBA Official Basketball Rules 2022.

Violations:

1. Travelling – taking two (2) or more steps without dribbling the ball.

2. Double Dribble – dribbling the ball before picking it up with both hands and
dribbling it again

3. Carrying – scooping the ball to carry it while dribbling.

4. Jump Ball Violation – If two players held the ball with both hands at the same
time.

5. 3-second Violation – if the offensive player stayed in the painted area for 3
seconds.
6. 5-second Violation – if the offensive team was unable to inbound the ball for 5
seconds

7. 8-second Violation – if the offensive team was unable to get the ball across half-
court for 8 seconds after inbound.

8. 24-second Violation – if the offensive team was unable to shoot the ball and hit
the rim within 24 seconds.

9. Over-and-back – taking the ball into the defender’s half court after the offensive
team took the ball over half-court after in-bound.

10. Lane Violation – when a player jumps into the lane before a player shoots the
free throw.

11. Kicking – when a player kicks the ball.

12. Goaltending – when a player interferes with the ball when it has already
released and goes downward towards the basket.

13. Out of bounds – if the ball touches the ground outside the lines of the court, or if
the player stepped over the line while holding the ball.

Fouls:
1. Blocking Foul – if a defender made an illegal contact to the offensive player
while not establishing a proper position.

2. Charging Foul – if an offensive player made an illegal contact to the defensive


player who had established proper position.

3. Holding Foul – if a defender holds, grabs, or pulls an offensive player.

4. Shooting Foul – if a defender made an illegal contact to the offensive player


while in shooting motion.

5. Illegal Screen – if an offensive player moves while screening his opponent.

6. Reach-in Foul – if a defender attempts to steal the ball from the offensive
player but makes an illegal contact.

7. Technical Foul – if a player made an unnecessary and excessive contact to his


opponent. A foul will also be called if a player disrespected the officials and the
management, or showed inappropriate behavior during the game.

Point System:
1. Two (2) points will be given if a player made a field goal within the Three-Point
Line.
2. Three (3) points will be given if a player made a field goal outside the Three-
Point Line.
3. One (1) point will be given for every free throw.
4. The team with the highest total score at the end of the regulation will be
announced as the winner. In case of a tie score, extra quarters of game time
are played to determine the winning team.
