Bombers (2) - To use you must have an army within 3 spaces of an Axis home space. That country must discard the top 4 cards of its draw deck.
Heavy Bombers (2) - Same; within 2 spaces, discard 5.
Firestorm Bombers - Same; within 1 space, discard 7.

Arsenal of Democracy - The UK may immediately build an Army and a Navy. The units may be built in the order of the UK’s choice.
Free French Allies - In any order, the UK may build an Army in Western Europe, North Africa, and Africa.
Fleet Deployed To Pearl Harbor - Build a Navy in the East Pacific, then in North Pacific, then an Army in Hawaii.
All 3 actions are build actions, done in order, so it is unlikely you will receive all 3 pieces, unless there’s a friendly Army adjacent base to the North
Pacific. Normally players will only end up being able to build the Navy in the East Pacific and the Army in Hawaii.
Lend Lease - The UK may play and then draw a card. After playing, you may discard the top 3 cards of your draw deck and place this card on top of
it.
Murmansk Convoy - Recruit an available Soviet Army in Russia, then the USSR may build an Army.
Patton Advances - Build an Army in Western Europe and battle an Army in Germany or Italy.
Magic - Discard a Japanese Status or Response card from the table.
Theater Shift - One at a time, you may pick up each US Army / Navy on the board and built it somewhere else. Each piece may be moved only once.
Note, the Armies must be built, so at each instance of (re)building an Army or Navy, you must be able to trace supply.

Aircraft Carriers - Use when you battle a sea space. Once per turn you may discard the top card of your deck and build a Navy in the space
attacked.
American Volunteer Group Expands - Szechuan is considered a supply space for the USA only and the USA may build Armies in Szechuan. Place
token.
Szechuan is only a Supply Space for the USA. No other country can draw supply or earn VPs from the USA supply source marker. If the UK or
Soviet Union has an Army in Szechuan along with the USA, only the USA collects VPs, and collects the full 2 VPs.
Amphibious Landings - Use when you battle a land space. If the space battled is adjacent to a supplied US Navy, discard the top card of your draw
deck and build an Army in that space.
Flexible Resources - Instead of playing a card from your hand, discard the top 4 cards of your draw deck and play a card from your discard pile.
Flying Fortress - USA Economic Warfare cards discard 1 additional Axis card.
Radar - Use anytime. Discard the top 3 cards of your draw deck to prevent a supplied US Navy from being removed.
Rosie the Riveter - During the Discard step of your turn, you may take 1 or 2 cards from your hand and place them on the bottom of your draw deck.
Superior Shipyards - Use when you build a Navy. Once per turn you may discard the top card of your draw deck and build an additional Navy.
Wartime Production - Use when you build an Army. Once per turn you may discard the top card of your draw deck and build an additional Army.

General Winter - Eliminate up to 2 Armies from Ukraine, Russia, Moscow, and/or Siberia.
This card can remove a maximum of 2 Armies, not 2 per space!
German-Soviet Treaty of Friendship, Cooperation, and Demarcation - Build a Soviet Army in Eastern Europe and/or Ukraine.
Mao Tse-tung - Eliminate an Army in China or Szechuan.
Tito’s Partisans - Eliminate an Axis Army in the Balkans. Then, recruit a Soviet or UK Army in the Balkans.
Trans Siberian Railroad - One at a time, you may pick up each Soviet Army on the board and build it somewhere else. Each piece may be moved
once.
Vasilevsky Takes Command in the Far East - Recruit a Soviet Army in Vladivostok and eliminate an Army in China.

Leningrad - Use anytime. Do not remove a Soviet Army in Russia this turn.
Moscow - Use anytime. Do not remove a Soviet Army in Moscow this turn.
Rasputitsa - Immediately eliminate an Axis Army built or recruited in, or adjacent to, Moscow.
This can only be used immediately after an Axis Army is recruited or built. It cannot be used at other times to remove an Axis Army, so you can’t play
it down on your turn and immediately use it on your turn.
Stalingrad - Use anytime. Do not remove a Soviet Army in Ukraine this turn.

Defense of the Motherland - Use when you build an Army. Once per turn you may discard 2 cards from your hand and build an additional Army.
Frontal Assault - Use when you battle a land space. Once per turn you may discard 2 cards from your hand and battle an additional Army in the
same or an adjacent space.
“…an adjacent space” refers to the space battled. Remember, a battle must follow the normal battle rules, so the additional battle would need to also
be in a space adjacent to your supplied Army or Navy.
Guards - Instead of playing a card from your hand, discard 2 cards from your hand and play a Build Army card from the discard pile.
Scortched Earth - Ukraine is not a supply space for Germany or Italy.
Shvernik’s Evacuation Council - Soviet Armies are never out of supply (any new armies must be built in Moscow or adjacent to another Soviet army).
This card does not prohibit the building of an Army adjacent to a supplied Navy, but the Navy still needs to trace a supply line to a supply space.
Stavka Forms Artillery Corps - Use when you battle a land space. Discard the top card of your draw deck and remove all Armies in that space.
Any additional Armies removed are considered to be battled. This card does not render Romanian Reinforcements or Monte Cassino useless; it just
implies that it battles every Army in the space. This card MAY be used more than once per turn, in conjunction with both a Land Battle and Frontal
Assault.
Women Conscripts - Use when playing a Build Army card. You may place that Build Army card on the top of your draw deck instead of discarding it.

Decima Flottiglia MAS (Frogmen) - The UK must discard the top card of its draw deck. Italy gains +1 VP.
Regia Marina Closes Shipping Lanes - To use, you must have a Navy in the Mediterranean. The UK must discard the top card of its draw deck. Italy
gains +2 VPs.

Afrika Corps - Recruit an available German Army in North Africa and recruit an available German Navy in the Mediterranean.
Division Azul - Discard a random Soviet Response card from the table. (You may not inspect the Response cards.)
Italian East Africa - Recruit an Italian Army in North Africa, and an Italian Navy in the Bay of Bengal.
Italy Attacks Communists - Build an Army in Ukraine and/or Russia.
German Aid In Greece - Eliminate an Allied Army in the Balkans and recruit an available German Army in the Balkans.
German Reinforcements Counterattack - Eliminate an Allied Army in Italy.
Plunder - Immediately gain +1VP for each Italian Army and Navy outside Italy.

Monte Cassino - Use anytime. Do not remove a German Army in Italy this turn.
Romanian Reinforcements - Use when a supplied German Army is removed. Immediately recruit an Italian Army in that space.
Skilled Pilots - Ignore an Economic Warfare card with “Bombing” in the title played against Italy.

Anti-Communist Sentiment - During the Victory step of your turn, gain +1 VP if either Russian or Ukraine is occupied by an Italian Army.
This card will only provide +1 VP, even if there is an Italian Army in both Russia and Ukraine.
Balkan Resources - During the Victory step of your turn, gain +1 VP if an Italian Army occupies the Balkans.
Bravado - Instead of playing a card from your hand, discard 3 cards from your hand and play a Land Battle card from your discard pile.
Imperio Italiano - During the Victory step of your turn, gain +1 VP for each of North Africa, Africa, and Middle East occupied by an Italian or German
Army.
Mare Nostrum - During the Victory Step of your turn, gain +1 VP for each Italian Navy on the board.

Battleship Repair - Use anytime. Do not remove a supplied Japanese Navy this turn.
China Offensive - Use when you battle in China, Szechuan, or Southeast Asia. You may build an Army in the space battled; then build an additional
Army in one other of these spaces.
Destroyer Transport - Use when you battle a sea space. You may build 1 or 2 Armies adjacent to the space attacked.
Fall of Singapore - Use when you land battle in Southeast Asia. Eliminate an Allied Navy from the South China Sea. Recruit a Navy in the South
China Sea.
Kamikaze - Immediately eliminate an Allied Navy built adjacent to a Japanese piece.
This can only be used immediately after an Allied Navy is built. It cannot be used at any time to remove an Allied Navy.
Kwantung Army - Use anytime. Choose a supplied Japanese Army in China, Szechuan, or Vladivostok. Do not remove that Army this turn.
Operation Ketsu-Go - Use anytime. Do not remove an army in Japan, or a Navy in the Sea or Japan this turn.
Surprise Attack - Use when you battle a sea space. You may battle an additional Navy, and then battle an Army.
Special Naval Landing Forces - Use when you build a Navy. You may build 1 or 2 Armies adjacent to the space where you just built the Navy.
Truk - Use anytime. All Japanese Navies are in supply for the rest of this turn.

Forward Bases - During the Victory step of your turn, gain +1 VP for each Army you have in Hawaii, Pacific Northwest, or New Zealand.
Greater East Asia Co-prosperity Sphere - During the Victory Step of your turn, gain +1 VP for each Army you have in Indonesia, New Guinea, or
Southeast Asia.
Imperial Designs - During the Victory step of your turn, gain +1 VP if a Japanese Army occupies either Iwo Jima or the Philippines.
This card will only provide +1 VP, even if there is a Japanese Army in both Iwo Jima and Philippines.

Increased Commonwealth Support - Recruit a UK Army in India, Australia, or Canada.
Ledo and Burma Roads - Eliminate an Axis Army in China. Then, recruit an available US Army in Szechuan.
King Peter Enthroned in Yugoslavia - Eliminate an Axis Army in the Balkans. Then, recruit an Army in the Balkans.
Singapore - Recruit an Army in Southeast Asia and a Navy in the South China Sea.

Defensive Posture - Use anytime. Choose a supplied UK Army. Do not remove that Army this turn.
Destroyers - Use any time. Choose a supplied USA or UK Navy adjacent to a supplied UK Army. Do not remove that Navy this turn.
Loyal To The Crown - Immediately eliminate an Axis Army built or recruited in India, Australia, or Canada.
This can only be used immediately after an Axis Army is recruited or built. It cannot be used at other times to remove an Axis Army, so you can’t play
it down on your turn and immediately use it on your turn.
RAF - Use any time. Choose a supplied Allied Navy in the North Sea or an Allied Army in the UK. Do not remove that piece this turn.

Australia Forms The Directorate of Manpower - You may build an Army in Australia without tracing supply to the UK.
This should read: You may build Armies directly in Australia without being adjacent to your supplied piece.
Free France - Instead of playing a card from your hand, discard 2 cards from your hand and build an Army in Western Europe.
Remember, you must build, not recruit, the Army.
Lord Linlithgow Declares India to be at War - You may build Armies in India without tracing supply to the UK.
This should read: You may build Armies directly in India without being adjacent to your supplied piece.
Mackenzie King Drafts the National Resources Mobilization Act - Canada is considered a Supply space for the UK. Place token.
Note that this card does not give the UK the ability to build Armies in Canada without tracing a supply line elsewhere. Also note that Canada is only a
Supply Space for the UK. No other country can draw supply or earn VPs from the UK supply source marker. If the USA or Soviet Union has an Army
in Canada along with the UK, only the UK collects VPs, and collects the full 2 VPs.
Rationing - Use on your turn after playing a card. Discard a different card from your hand to place the card just played on the bottom of your draw
deck.
Resistance - Instead of playing a card from your hand, discard 2 cards from your hand and battle an Army in Western Europe or Italy.
Remember, you must battle, not eliminate.
The Royal Navy - Use when you battle a sea space. Once per turn you may discard 2 cards from your hand and battle an additional Navy in the
same or an adjacent space.

Submarines (B) - The Soviet Union must discard the top 2 cards of its draw deck; 5 if you have an army in Scandinavia. +1 VP.
Submarines (C) - To use, you must have a piece adjacent to the North Sea. The USA must discard the top 3 cards of its draw deck; if you have a
Navy in the North Sea, the USA must discard 5 cards instead. +1 VP.
V-Weapons - To use, you must have an Army adjacent to the North Sea. The UK must discard the top 2 cards of its draw deck. +2 VP.

Event x7
Broad Front - Battle up to 3 USSR Armies adjacent to your armies.
Forced Conscription - Recruit 1 or 2 Armies in or adjacent to Germany.
Guns and Butter - Play a Build Army, Build Navy, Land Battle, or Sea Battle card from your draw deck. Then shuffle your draw deck.
Plunder - Immediately gain +1 VP for each Army outside Germany.
Military Dictatorships In The Balkans - Recruit an Italian Army in the Balkans and eliminate an Allied Army in Ukraine.
Production Initiative - Search your deck for a Status card and play it. Shuffle.
The Autobahn - You may pick up each German Army on the board and build it somewhere else.
1. Note, the Armies must be built, so at each instance of (re)building an Army, you must be able to trace supply.
2. Only Armies on the board at the time this card is played may be (re)built. If, by using Bias for Action and Blitzkrieg, you should end up building an
additional Army, you may NOT (re)build this Army elsewhere.

Abundant Resources - During the Victory step of your turn, gain +1 VP if you have an Army in Ukraine.
Atlantic Wall - Each time an Axis Army is battled in Western Europe, the country initiating the battle must discard the top 3 cards of its draw deck.
Bias For Action - Use once per turn when you build an Army. Discard the top card of your deck to battle an Allied Army adjacent to the Army just
built.
You may use this card to battle an empty space.
Blitzkrieg - Use once per turn when you battle a land space. Discard the top card of your draw deck and build an Army in the space battled.
Conscription - Instead of playing a card from your hand, discard the top 2 cards of your draw deck and play a Build Army card from your discard pile.
The Build Army card must be in the discard pile prior to you using this card. This will often mean you will not lose a card from your hand during the
turn. If you didn’t discard during your turn, resist the temptation to draw a card at the end!
Dive Bombers - Use once per turn when you battle a land space. Discard the top card of your deck and battle an Army in the same or an adjacent
space.

be in a space adjacent to your supplied Army or Navy. You may use this card to battle an empty space.
Jet Fighters - When you are attacked with an Economic Warfare card, the attacking country must discard the top 3 cards of its draw deck.
Superior Planning - Before drawing card, you may examine the top 3 cards of your draw deck and put them back on top of your draw deck in any
order.
Swedish Iron Ore - Each turn, gain +1 VP if you have a Navy in the Baltic Sea. Gain an additional +1 VP if you also have an army in Scandinavia.
Volksturm - You may always use a Land Battle to eliminate an Army in Germany.
Wolf Packs - Economic Warfare cards which contain the word “Submarine” discard 1 extra Allied card; 2 if your Army occupies Scandinavia.
This card is DOES add to Japanese Submarine cards (think Gruppe Monsun), but cannot be used with the UK Malta Submarines.
