Proposed Memorandum Circular Granting Instructors Duty Pay
to Lectures, Instructors, and Resource Person

DATE : April 17, 2023

1. Reference: Memorandum from TDHRDD dated March 31,2023 with same

subject as above.

2. This pertains to the proposed PNP MC for the grant of IDP to uniformed
personnel who are assigned or detailed to PNP Training Units and other training
institutuion and acts as instructors, lectures, and facilitators to convey knowledge or
perform activities support to teaching.

3. Relative thereto, the signatory agrees to accept the Memorandum Circular

below from PNP MC that grants instructors duty pay to lecturers, instructors, and
resource persons under the following restrictions:

a. As a sign of gratitude or as a return for their services providing expertise

or in-depth knowledge in a particular area, just and equitable allowances or
incentives should be offered;

b. Personnel allocated to training facilities offered by virtue of their positions,

whether they are uniformed or not, are deemed entitled to incentives and allowances
in the form of IDP; and

c. Possess the PNP's Standard Qualifications.
