SUBJECT : Comments/Inputs on Resolution No. 2023-009 of the League

of the Province of the Philippines

1. Reference: Memorandum from C, ROD dated May 3, 2023 with subject

same as above.

2. In connection with the above reference, hereunder is the comments/inputs

on the said matter.

a. The existing COMELEC resolution which caters the rules governing the
employment, availment or engagement of Security Personnel or Body
Guards during election period should be first amended.

b. To further strengthen the measures in ensuring the safety of our local

officials specially during the elections period, this office recommends
the continuation of the PNP’s effort in dismantling of PAGS, Temporary
withholding of privilege’s against Gun owners thru Gun Ban, conduct of
Aggressive checkpoint/chokepoints with the Armed Forces and;

c. Create a peace pack that will resolve conflicts and will foster
brotherhood ties between candidates in close coordination with the
PNP and the AFP to effectively address conflicting issues and to
provide necessary security measures and other operational protocols
aiming for peaceful election.
