BILL 1. HBs 3851, 4747 & 6358 – Increasing the recruitment


SYNOPSIS: quota requirement of female PNP officers, amending
Section 58 of RA 8551 (Reps. Tyrone Agabas,
Johnny Ty Pimentel, and Ann Hofer)

Objective:

a. This bill seeks to increase the recruitment quota


reserved for women.

Key Provisions:

a. Section 1. Section 58 of RA NO. 8551, otherwise


known as the “Philippine National Police Reform and
Reorganization Act of 1998” is hereby amended to read as
follows:

“xxx Pursuant to this requirement, the PNP shall


reserve [ten] FIFTEEN percent [(10%)] (15%) of its annual
recruitment, training, and education quota for women[.]:
PROVIDED, THAT THE RECRUITMENT QUOTA FOR

WOMEN SHALL BE INCREASED TO TWENTY


PERCENT (20%) THEREAFTER.”

2. HB 1373 – Providing for the reorganization of the


Philippine National Police (PNP) and appropriating
funds therefor (Deputy Speaker Henry Oaminal)
Objectives:
a. To transform and develop the PNP into a
community-and-service-oriented agency in all aspects of its
police and internal security functions;
b. To enable the PNP to develop capabilities to
address and respond to human and ecological security;
c. To enhance PNP capability to assist other agencies
in the enforcement of domestic and foreign policies
including international covenants in coordination with
international law enforcement agencies.
d. To enhance the PNPs capabilities to assist the
Armed Forces of the Philippines (AFP) in the performance
of its mandate and in preparation for the eventual shift of
strategy to law enforcement and whole-of-nation approach in
addressing Internal Security Operations (ISO); and
e. To develop PNP capabilities to support national
development.
Key Provisions:
1. Section 7. Special Police Officers. – subject to the
approval of NAPOLCOM, the Chief, PNP may authorize the
creation of special police offices, such as but not limited to:
a. Center for Police Strategy;
b. Human Rights Affairs Office;
c. Peace Process and development Office;

d. National Operations Center;


e. Public Information Office; and
f. Women and Children Protection Center.
2. Section 8. IAS Organization. – National, regional
and provincial offices of the internal affairs shall be
established.
3. HB 1930 – Conferring the cadets of the Philippine
National Police Academy (PNPA) the status of
government employees and granting them with civil
service eligibility and benefits and privileges (Deputy
Speaker Henry Oaminal)
Objectives:
a. To grant upon entry to the PNPA of qualified
cadets the status of government employees of the National
Government and therefore be entitled to salaries and
privileges appertaining to the position; and
b. This bill also seeks to provide PNPA cadets with
necessary benefits in case of death, disability or sickness
suffered or acquired by them in the course of their training
akin to that available to the regular PNP personnel.
Key Provisions:
a. Section 4. Status of PNPA Cadets. – The PNPA
cadets upon qualification and entry are considered as
employees of the National Government and shall have a
salary of Grade 19 and shall receive benefits and privileges
in conformity with other existing laws.
b. Section 5. Appointment of PNPA Cadets. –
PNPA cadets shall be granted with civil services eligibility
and be given temporary appointment by the Civil Service
Commission and renewable every one year until they

graduate.
c. Section 6. Total Permanent Physical Disability.
– In case of disability or sickness during training, PNPA
cadet is entitled to a separation pay equivalent to one year
salary and a lifetime pension which is 80% of the last salary
received.

HBs 3851, 4747 & 6358.

b. May I know from the PNP, currently, how many are


female PNP officers?

c. Do you think this 15% recruitment quota is


reasonable? attainable?

d. What do you think are the recruitment deterrents to


female PNP officers?

e. What can you say on retention of such female


officers? Are you having difficulty in retaining female
compared to male PNP officers?

f. Why do women leave policing, both during and after


the academy? Are retention rates and reasons for
leaving similar for men and women? What is the cost
to departments when they lose officers, in whom they
have invested significant training funds, particularly
early in their career?

g. Currently, what is the representation of women in

law enforcement across ranks?

h. If you can, can you cite negative aspects of policing


cultures need to change for women officers to be
better integrated into and integral to departments?

i. How can we make the police profession more


enticing to women?

j. How can we make policing a viable and interesting


career option for girls, starting at a young age?

k. Do departments have different criteria for women


and men? Should they?

l. To what extent do hiring criteria and physical fitness


requirements and tests accurately reflect the standards
and skills needed to be a successful officer?

2. For HB 1373 – Providing for the reorganization of the


Philippine National Police (PNP) and appropriating
funds therefor (Deputy Speaker Henry Oaminal).

a. Given the recent tragedies involving police officers,


please enumerate what have the leadership done to
discipline their ranks.

b. Do you think assigning erring police officers to


different stations are enough to teach them lesson
without requiring them to undergo training and
psychological examination to ascertain their fitness to
the service?

a. May I know the position of the Civil Service


Commission of the proposed measure?

b. May I know if anyone here knows the monthly


compensation received by the PMA cadets?
Is it equivalent to salary grade 19 as proposed in the
measure?
*If they are equivalent, then no more questions. If not,
can we level the proposed monthly compensation of
the PNPA cadets to the PMA cadets?
