Recommendation of the CFO Committee Issue of CFO to the industry for a
period up to 31.05.2023 after submission of Bank Guarantee of Rs. 5 Lakhs
towards ensuring compliance of certain conditions- Reg.

single desk portal on 21.04.2022.

M/s. Sri Lakshmi Venkateswara Hygienic Foods Pvt Ltd., submitted the CFO (renewal)
applications vide reference 1st cited. The Environmental Engineer, Regional Office,
Kakinada submitted the verification report vide reference 2nd cited.

The CFO application of the industry and verification report of the EE-RO, Kakinada were
placed before the CFO Committee in its meeting held on 17.05.2022. The Committee noted
from the RO report that:

1. The industry involved in the producing Para boiled rice of capacity 70 TPD by using
paddy as raw material.
2. The Industry obtained the CFO of the Board on 11.06.2018, which was expired on
31.05.2019. The industry has been operating without valid consent of the Board. Now,
the industry has applied for CFO through single desk on 16.04.2022.
3. During inspection, industry producing raw rice only. As per the records of the industry,
ubmitted
production details for the last 6 months.
4. The industry has provided ETP of 120 KLD capacity consisting of Bar Screen Chamber,
Collection tank cum Equalization tank (75m3), Primary Clarifier, Aeration tank (75m3),
Secondary Clarifier, Sludge Drying beds and treated water storage tank. The physical
condition of the ETP indicating that the industry has not been operating the ETP since
long time.
5. The industry has to comply with the task force directions dated 30.05.2018.
6. The industry has paid requisite CFO fee for a period upto 31.05.2023.

The Committee noted that the industry has not installed bag filters to 10 TPH boiler and
has not been operating the ETP since long time and also not complied directions issued by
the Board vide order dt. 30.05.2018.

The representative of the industry attended the meeting through VC and informed that
they have been operating raw rice production only and produced parboiled rice in the
for
installation of bag filters and requested the Board to give time 2 months for completion of
the installation of bag filters.

The Committee opined that the Bank Guarantee may be obtained from the industry
ensuring to comply with the conditions issued in the CFO order.

After discussion, the Committee recommended to issue CFO to the industry for a period
upto 31.05.2023 subject to submission of Bank Guarantee of Rs. 5 Lakhs for ensuring
compliance of CFO conditions and TF directions including installation of the bag filter as

APC to 10 TPH boiler within 2 months and revamping the existing ETP before staring the
parboiled rice production.

The Board after careful examination of the CFO (renewal) application of the industry,
verification report of the EE, RO, Kakinada & recommendation of the CFO Committee,
hereby decided to issue CFO to the industry for a period up to 31.05.2023 subject to
submission of Bank Guarantee of Rs.5 Lakhs for ensuring compliance of CFO conditions
and TF directions including installation of the bag filter as APC to 10 TPH boiler within 2
months and revamping the existing ETP before starting the parboiled rice production.

In view of the above, you are hereby directed to submit the Bank Guarantee of Rs. 5 Lakhs
for ensuring compliance of CFO conditions and TF directions including installation of the
bag filter as APC to 10 TPH boiler within 2 months and revamping the existing ETP before
starting the parboiled rice production at APPCB, Regional Office, Kakinada so as to issue the
CFO order.

It is informed that operation of the industry without having valid consents of the Board is
violation of Section 25/26 of Water Act and Section 21/22 of Air Act which is punishable
under section 44 of the Water (Prevention and Control of Pollution) Act, 1974 and under
section 37 of the Air (Prevention and Control of Pollution) Act, 1981.
